Whereas, the National Institute for Law Enforcement and Criminal Justice Grant for the Replication of the Des Moines Community Correction Facility, a part of which provides for the pre-ar- raignment custody of North County prisoners, will expire on December 31, 1976, and Where~s, the need for a North County pre-arraignment detention facility has been demonstrated by the processing of more than 10,000 North County prisoners since January 1, 1975 at the Daly City facility, and Whereas, it would have become necessary for the Police Department of the City of South San Francisco to transport all prisoners incarcerated after arrest to the San Marco County Jail in Redwood City after January 1, 1977 .if the Board of Supervisors had not expressed a willingness to continue the program on an interim basis, and Whereas, th~s process could involve as much as 120 minutes of a police officer's time per arrest, Now, therefore, be it resolved by the City Council of the City of South Sac Francisco that we commend the Board of Supervisors of San Marco County for directing the County Manager to develop alter- natives to continue the operation of the Pre-Arraignme,.t Detention Facility on an interim basis after the current grant expires. Be it further resolved that we urge the Board of Supervisors of San Marco County to provide a permanent facility operated by the San Mateo County Sheriff in close proximity to the North County Courthouse.
