RESOLUTION OF THE CITY COUNCIL OF,THE CITY OF SOUTH SAN
FRANCISCO DETERMINING THAT THE ENVIRONMENTAL IMPACT
REPORT PREPARED FOR THE PROPOSED NORTH BAYSIDE SYSTEM
UNIT SOLIDS MANAGEMENT PROGRAM COMPLIES WITH THE GUIDE-
LINES ESTABLISHED BY THE CITY OF SOUTH SAN FRANCISCO AND
THE STATE GUIDELINES OF THE CALIFORNIA ENVIRONMENTAL
QUALITY ACT.

WHEREAS, an Environmental Impact Report (EIR) has been prepared for
the proposed North Bayside System Unit Solids Management Program, with the Draft
EIR being completed in May 1976; and
WHEREAS, a Notice of Completion was forwarded to the City Clerk and to
the County'Clerk, establishing the review period of 45 days; and
WHEREAS, copies of the draft EIR were distributed to public offices,
public officials, and newspapers through the area soliciting comments; and
WHEREAS, comments have been sent to the Planning Office regarding the
draft EIR, and these comments have been addressed and incorporated as part of
the final EIR; and
WHEREAS,.the City Council of the City of South San Francisco by
Resolution No. 33-74, adopted on February 19, 1974, assigned the responsibility
to the Planning Commission for reviewing, assessing, and certifying Environmental
Impact Reports as to compliance with the California Environmental Quality Act; and
WHEREAS, the Planning Commission conducted a public hearing on the
draft Environmental Impact Report on July 13, 1976, and considered comments
raised by interested .citizens at that meeting and continued that public hearing
to July 27, 1976, to consider further the draft EIR and any further comments,
and all comments are incorporated as part of the final Environmental Impact
'-- Report; and

WHEREAS, the City Council shall make the final determination for the
development of sludge-handling facilities in and for the City of South San
Franciscol and
WHEREAS, said determination by the City Council must be considered in
light of the information set forth in the Final Environmental ~Impact Report; and
WHEREAS, said report was duly reviewed and considered prior to any formal
action on the part of the City Council to approve or deny said development;
NOW, THEREFORE, BE IT RESOLVED, that the City Council hereby determines
that the Environmental Impact Report for the proposed North Bayside System Unit
Solids Management Program was prepared in accordance with the Guidelines established
for the City of South San Francisco and the State of California~£n¥~ronmenta!
Quality Act.
