HomeMy WebLinkAboutReso 149-1976 RESOLUTION NO. 149-76 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO,STATE OF CALIFORNIA A RESOLUTION URGING IMMEDIATE ACTION BY THE DEPARTMENT OF TRANSPORTATION AND THE METROPOLITAN TRANSPORTATION COMMISSION FOR THE COMPLETION OF THE U.S. 101 AND STATE ROUTE 92 INTERCHANGE NECESSITATED BY ITS EXIST- ING DETERIORATION WHEREAS, the problem of funding both intermediate repairs and an eventual full-scale interchange for State Route 92/U.S. 101 interchange has surfaced bec. ause of the hazardous deterioration of the timber portions of the 92/101 partially completed interchange; and WHEREAS,. the Foran Bill has given the Metropolitan Transportation Commission control over the allocation of toll funds from the various bridges in the nine-county Bay Area; and WHEREAS, a project for the reconstruction of the Dumbarton Bridge . · , is going forward using the revenue bonds secured by receipts from the toll bridges throughout the Bay Area; and WHEREAS, State Route 92 is an extension of the San Mateo/Hayward Bridge and a complement to the Dumbarton Bridge in that half of some trips of residents of the East Bay and the Peninsula are completed using State Route 84 (the Dumbarton Bridge) one way and State Route 92 (the San Mateo/Hayward Bridge) for the reverse half of the trip; and WHEREAS, State Route 92, including the interchange with U. S. 101, is an approach road to the bay toll bridge system and, as such, com- plements the bridge use; and WHEREAS, State Route 92 and the interchange with U.S. 101 should be a recipient of receipts from the tolls for use of the bridge system 1, Ilill II [ll~l II II to upgrade and maintain the function of the bridge approaches; and WHEREAS, State Route 92 is a vital arterial intertie route connect- ing Interstate 280 on the west side of San Francisco Bay to Interstate 580 on the east side; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that: 1. The Metropolitan Transportation Commission be requested to agree to allocation of bridge tolls, or impose a surcharge if necessary, for intermediate and final improvements and construction of the State Route '92/U.S. 101 freeway interchange. 2. The State of California Transportation Department and the Legislature be requested to provide and approve the administration of funds from bay toll crossings to a project to: A. Construct interim repairs to the San Mateo State Route 92/U.S. 101 interchange. B. Fund the final construction of a completed interchange for State Route 92/U.S. 101 as an adjunct of the San Mateo/ Hayward Toll Bridge and a complement to the Dumbarton Toll Bridge project. 3. The State of California take immediate steps to release, at an early date, frozen CALTRANS funds so that various critically needed statewide transportation projects, including the 92/101 interchange ulti- mate construction, can replace the temporary wooden pile supported inter- change, a potential costly hazardous personal injury claim band-aid ® 4. As additional worthwhile valid alternates,the State of California prepare the ncessary applications for: A. Funding the ultimate construction of the 92/101 inter- change via the Federal Public Works Bill process; B. For the use of CALTRANS discretionary funds; C. For the removal of State Route 92 (Half Moon Bay to the East Bay) from its present status and qualifying that State Route 92 by looping it into the U. S. inter-State Highway sys- tem as a feeder to other local segments (580 and 280) of the U.
