LOCAL CONDITION CHANGES AND MODIFI- CATIONS FOR NATIONAL ELECTRICAL CODE, 1975 EDITION 1. Changes or modifications found and determined as reasonable and necessary because of local conditions: 1.1. Sections 90-8 through 90-29, as contained in the proposed ordinance adopting the National Electrical Code, 1975 Edition, as amended. The National Electrical Code is basiCally a-material' and methods Code with minimum administrative procedures..Sections 90-8 through Sections 90-29 are needed to further specify within the scope of the provisions of the Code the administrative procedures set forth in said sections,, including provisions for fees and penal ties. 1.2. Article 100.' Definitions. The definitions added are necessary to define the terms used in the administrative and fee sections and to make this Code compatible with the Uniform Building Code. 1.3. Article 210, Section 210-5 (d). Branch'Current Color Code. Due to the increasing demands for varied voltage in 3-phase electrical systems in the commercial and industrial buildings, a color code for mixed voltages in the same raceway or enclos- ures will minimize electrical hazards by proper voltage identification. This Section spedifies within the scope of the provisions of the Code, additional safeguards to minimize electrical hazards. 1.4. Article 300, Section 300-23. CommerCial and Industrial Build- ing Type Wiring. Experience has shown that commercial and industrial buildings are most subject to modification to meet a particular tenant's needs. Additionally, these buildings are more often changed structurally. Such changes put a heavy mechanical strain on the electrical .system. This addition ~protects'the wire during structural changes to t~e building, and further Exhibit "A" 1 minimizes electrical hazards within the scope of the provisions of this Code. 1.5. Amendment of Section 336-3, Uses Permitted or Not Permitted, and deletion of Article 338, Service Entrance Cable. Amendment of Section 336-3 and deletion of Article 338 are required to practically safeguard persons and property from hazards arising from the use of electricity, minimize electrical hazards caused by installation of initial wiring which does not provide for increase in use of electricity, so as to conserve energy and conform to the regulations in effect in the City of South San Francisco prior to November 23, 1970. Following are some of the local conditions and reasons supporting the determination to delete said Articles. (A) Non-metallic sheathed cable unless so limited by the amend- ment to Section 336-3 and deletion of Article 338 exposes other construction workers to loss of life by electrocution or fire, e.g., a carpenter making a wall or other installa- tion may penetrate or damage the unprotected cable, result- ing in loss of life or fire. (B) Non-metallic sheathed cable unless so limited by the amend- ment to Section 336-3 and deletion of Article 338 exposes the owner, occupant or user of the premises to loss of life by electrocution or fire or loss of property by fire if the owner makes a wall or other installation which contacts or penetrates the unprotected cable. (C) Other structures in this jurisdiction contain metallic race- way systems and the use of non-metallic sheathed cable in new adjacent construction unless so limited by the amendment to Section 336-3 and deletion of Article 338 increases the loss of life and fire hazard exposure to the owners of said properties. (D) Non-metallic sheathed cable is not self-protecting in that (1) surrounding nonflammable protection is not provided, (2) sur- rounding grounding protection is not provided, and (3) heat concentrations cannot be conducted away from the shorted wire as in a metallic raceway, thereby increasing the hazards arising from the use of electricity, including but not limited to fire, which causes an undue waste of energy and resources, unless so limited by the amendment to Section 336-3 and deletion of Article 338. (E) Other structures in this jurisdiction were required to install metallic raceway systems in accordance with regulations in effect prior to November 23, 1970, to eliminate the hazards Exhibit "A" 2 to life and property described above. If new structures built adjacent to said existing structures are permitted to install non-metallic sheathed cable, without the limitation imposed by the amendment to Section 336-3 an~ deletion of Article 338, the first-described structures and owners thereof will be deprived of property or have their properties adversely affected without due process of law and be denied equal pro- tection of the laws. (F). Additional Local Conditions. The following additional local conditions affect the use of materials and methods authorized by Section 336-3 and Article 338 of the National Electrical Code, in such a manner as to prevent the practical safeguard- ing of persons and property from hazards arising from the use of electricity. (1) The wide variations of~temperature occurring in South San Francisco within a twenty-four hour period would cause non-metallic sheathed cable.with ampacity exceed- ing 20 amps or 200 volts to repeatedly expand and con- tract against the staples used to secure the cable to studs and other structural parts or nails driven through the studs to secure cabinets and other attachments. Such continuous working of the cable against the staples or nails poses the hazard of a partial short circuit, which does not actuate a circuit breaker or blow a fuse, thereby unduly exposing persons and property to hazards arising from the use of electricity, including fire and electrical shock. -. (2) The vibrations in structures caused by jet plane flights over. South San Francisco to and from San Francisco Inter- national Airport, and potential intermittent earth tremors due to the San Andreas Fault and related minor faults, would cause non-metallic sheathed cable, with ampacity exceeding 20 amps or 200 volts to repeatedly vibrate against the staples used to secure the cable to studs and other structural parts or nails driven through the studs to secure cabinets and other attachments. Such continuous working of the cable against the staples or nails poses the hazard of a partial short circuit, which does not actuate a circuit breaker or blow a fuse, thereby unduly exposing persons and property to hazards arising from the use of electricity, including fire and electrical shock. (3) The substantial atmospheric moisture in the City of South San Francisco due to coastal fog creates a condition which, when combined with the conditions described in (1) and (2),increases the'effects of such short circuit so described in (1) and (2) and further causes an oxi- dation of the neutral conductor which causes the loss of the grounding system. If it is found that the installation will .conform to all legal requirements and if the applicant has complied with the provisions of this Code, a permit for such installation may be issued. No deviation may be made from the installation described in the permit without the approval of the Administrative Authority. If it is found 'by the Administrative Authority that the electrical equipment is defective · or defectively installed, Or that such equipment or installation or the method of installation of such is a hazard or danger, or will cause a condition which is a hazard or danger to the safety of persons or property, a permit for such equipment or installation shall be denied by the Administrative Authority. ; 90-12 Listing or Labeling.
