BE IT RESOLVED by the City Council of the City of South San Fra nc i nco that: 1. The City Council authorizes execution of an Amendment to Agreement dated January 17, 1977, between the California Depart- ment of Navigation and Ocean Development and the City of South San Francisco, a copy of which Amendment to Agreement is attached hereto as Exhibit "A" and by this reference incorporated herein as if set forth verba tim. 2. The City Manager be and he is hereby authorized to execute said Amendment to Agreement on behalf of said City, and the City Clerk to attest his signature thereto. DEPARTMENT in EXHIBIT A has demonstrated that a loan in the amount ~1 Of $6,000,000 is feasible pursuant to Section 71.4 of the Harbors and Navigation Code; and 2~ 2. PROJECT DESCRIPTION Existi. ng Project The Oyster Point Marina is located in the City of South San Francisco along the west shore of S~_n Francisco Bay. ~ne marina is situated on the north side of a landfill peninsula, is readily accessible via U.S. Highway 101, and is operated and maintained by the City of South San Francis co. The marina facilities were constructed in the early 1960's through a $57'5,000 State loan and consist of 280 berths, a timber break~ater, rest rooms, a harbormaster' s office, and parking areas. These facilities are now in need of rehabilitation and expansion. Proposed Project The proposed Project consists of the rehabilitation ~_nd expansion of tb~ existing 'marina at a total cost of $6,000,000 -- the rehabilitation of the existing marina to cost $1,500,000 and the development of a second marina basin to the east of the existing one to cost $4,500,000. T-ne rehabilita- tion program will include replacing the present slips, reconstructing and extending the timber breakwater, relocating the harbormaster's office, ~nd installing a new fuel dock and boat pumpout station. ~ne new marina d~-velopment will entail dredging a new basin to accom~T~odate 320 slips, installing the slips; constructing the rest room facilities and parking areas; and providing utilities, irrigation, and landscaping. P~OPOSED FUNDI~G · - The proposed State fun¢ling of the Oyster Point marina project is to take place in phases. The first phase, totaling $1.2 million, '..,'as approved September 5, 1975, by the Navigation and Ocean D~.velo~ment Commission; the second phase of $2.0 million is proposed for the current fiscal year; and the remaining $2.8 million is to Be f~ded in subsequent fiscal years. FEASIBILITY ANALYSIS The proposed project was found to be engineeringly and financially feasible, a~nd economically justified in the Department of Navigation a~.d Ocean Development's Oyster Point Marina Feasibility ReDort, dated September, 1975. The project, as considered in that report, remains essentially ~ncha~.ged and, therefore, feasible. As such, the $2,000,000 second phase construc~ion loan is feasible. - ADDITIONAL CONS IDERATIONS Once the proposed project is .complete, it is estimated that an additional $75,000 in ad valorem property tax revenues will be contributed by boat o%n/ers to local governments each year. ilill !! l:lIl'l~1 II ! ! -'i'
