RESOLUTION NO. 33-77
A RESOLUTION OF INTENTION TO ISSUE SEWER REVENUE BONDS
NORTH BAYSIDE SYSTEM UNIT
WASTEWATER TREATMENT AND SOLIDS MANAGEMENT PROJECT
RESOLVED, by the City Council of the City of South San
Francisco, California, as follows:
1. The public interest, convenience and necessity require
and it is the intentionofthis ~Council to acquire and construct
the wastewater treatment and solids management facilities hereinafter
described, (herein called "the Works") and to issue sewer revenue
bonds in payment of the cost thereof.
2. A brief .~and general description of the Works is as
follows: ~
The construction of subregional dechlorination facilities,
in-plant improvements to the South San Francisco-San Bruno waStewater
treatment plant, and subregional wastewater solids treatment dis-
posal and management facilities, together with the acquisition of
lands, easements and rights necessary for any of the above, all as
required to meet the discharge and disposal requirements and
standards established by the San Francisco Bay Regional Water
Quality Control Board on behalf of both the state of California
and the Federal Environmental Protection Agency.
3. Reference is hereby made to the plans and specifications
for the Works to be constructed and acquired, prepared and filed
with the City Clerk by the consulting engineers chosen by the City
Council.

4. The estimated cost of acquisition, construction and
financing of the Works to be acquired and constructed is the sum
of $6,400,000 of which amount an estimated $5,300,000 is to be
financed by federal and state grants and other local agencies and
$1,100,000 to be contributed by the City.
The amount of revenue bonds to be issued and sold is

A general description of the area to be served by the
proposed Works is all of the territory included within the bounda-
ries of the City of South San Francsico exclusive of areas served
by the North San Mateo County Sanitation District. Reference is
hereby made to a plat of the area, on file in the office of the City
Clerk, which shall govern for all details.
7. An estimate of the number and character of the places
and properties to be served by the Works is as follows: 13,287
residences, 70 restaurants, 46 institutional structures, 398 commer-
cial establishments, 1 hospital and 24 industrial connections, all
ready for immediate service, and an approximate 15,259 places and
properties in expectancy, residential, industrial and commercial.
8. An estimate of the immediate annual revenue that would
be received from operation of the Works is $1,054,000 and an estimate
of 'future annual revenue in expectancy is $1,290,820.
9. Sewer revenue bonds of the City will be issued to cover
the cost of the Works, pursuant to Chapter 5 (commencing with Sec-
tion 4950), Part 3 of Division 5 of the Health and Safety Code of
the state of California, commonly referred to as the Sewer Revenue
Bond Act of 1933.

10. NOTICE IS HEREBY GIVEN 'that Wednesday, the 4th day of
May, 1977, at the hour of 7:30 p.m., in the regular meeting place
of the Council, West Orange Avenue Library (in the room referred
to as the Auditorium), 840 West Orange Avenue, South San Francisco,
California, are hereby fixed as the time and place when and where
persons interested may appear before said Council and be heard as
to any protests or objections they may have against the acquisi-
tion or construction of the proposed Works and the issuance and
sale of bonds.
11. A copy of this resolution shall be published twice in
the Enterprise Journal, a newspaper published and circulated in
the City. The second of said publications shall be at least ten
days before the time set for hearing.
12. Copies of this resolution headed "Notice of Sewer Work"
in letters not less than one inch in height, shall be posted at
least ten days before the time set for hearing at not less than
300 feet in distance apart, and not less than three in all,
along the entire length of E1 Camino Real for its entire length
within the City limits, said street being, in the opinion of said
City Council, the street in said City traversed by the largest
number of people.

City of South San Francisco at a regular meeting held this
