HomeMy WebLinkAboutReso 100-1977RESOLUTION NO. loo-77 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION PROVIDING TIME AND METHOD OF PAYING SALARIES PENDING ADOPTION OF A FINAL SALARY SCHEDULE FOR FISCAL YEAR 1977-78 AND ACCEPT- ANCE AND APPROVAL OF PENDING MEMO- RANDUMS OF UNDERSTANDING. WHEREAS, the City Council desires to provide the time and method of paying salaries pending adoption of a final salary schedule for fiscal year 1977-78 and acceptance and approval of pending memorandums of understanding; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that: 1. Salaries for Members of All Units Except Units 1, 5 and 6. The salaries for members of all units except Units 1, 5 and 6 are presently being negotiated and, therefore, salaries for said members commencing June 24, 1977, shall be paid in accordance with the salary schedule adopted by Reso- lution 133-76 and related memorandums of understanding, pending acceptance and approval of memorandums of understanding establishing changes in salaries for fiscal year 1977-78. 2. Salaries for Members of Unit 1. 2.1 All Members of Unit I Except Fire and Police. The 1976-77 salaries for all members of Unit i except Fire and Police members shall be adjusted in a percentage according to the annual percentage change in the cost of living as reflected in the Bay Area Cost of Living Index for the preceding com- pleted annual index period (April to April) as provided for in the memorandum of understanding accepted and approved June 30, 1975, by Resolution 85-75. IIii !! III'ilII1'II 2.2 Fire and Police Department Members of Unit 1. In accordance with the memorandum of understanding for Unit I accepted and approved on June 30, 1975, by Resolution No. 85-75, as amended, the Fire and Police Department members of Unit I on June 24, 1977, shall accrue an adjustment in base salary in a percent- age according to the annual percentage change in the cost of living as reflected in the Bay Area Cost of Living Index 'for the preceding completed annual index period (April to April). Said adjustment is one of the factors to be used in computing a new base salary for fiscal year 1977-78. The other factor is an actuarial evaluation to be prepared by PERS which is not verified as of this date. Therefore, payment of all or any portion of the said accrued adjustment shall be deferred until the new base salary is computed and established for fis- cal year 1977-78 for (1) Fire Department members in accordance with Amendment 1-77 to the Unit i Memorandum of Understanding approved and accepted February 16, 1977, by Resolution 19-77, and (2) Police Department members in accordance with a substan- tially similar amendment to Unit I Memorandum of Understanding which is now being negotiated. If the new base salaries are not computed and established within ninety (90) days from the date of this resolution, then the accrued adjustment for the elapsed pay periods commencing with June 24, 1977, shall be paid within ninety (90) days thereafter. If the new base sala- ries are so computed and established, the accrued adjustment for the elapsed pay periods commencing with June 24, 1977, up to II]1 'il IIIII IITI:I1 the pay period when the new base salary is effective shall be paid within ninety (90) days thereafter. 3. Salaries for Members of Unit 5. In accordance with the memorandum of understanding for Unit 5 accepted and approved on June 30, 1975, by Resolution No. 87-75, Police Department members of Unit 5 on June 24, 1977, shall accrue an adjustment in base salary in a percentage according to the annual percentage change in the cost of living as reflected in the Bay Area Cost of Living Index for the preceding completed annual index period (April to April). City and members of Unit 5 are negotiating an amendment to said memorandum of understanding to provide the 2% at age 50 public safety retire- ment formula which will establish a new base salary and said adjustment is one of the factors to be used in computing a new base salary for fiscal year 1977-78. The other factor is an actuarial evaluation to be prepared by PERS which is not verified as of this date. Therefore, payment of all or any portion of the said accrued adjustment shall be deferred until the new base salary is computed and established for fiscal year 1977-78. If the new base salaries are not computed and established within ninety (90) days from the date of this resolution, then the accrued adjustment for the elapsed pay periods commencing with June 24, 1977, shall be paid within ninety (90) days thereafter. Salaries for Members of Unit 6. In accordance with the memorandum of understanding for Unit 6 accepted and approved on September 15, 1976, by Resolution No. 132-76, the Fire Department members of Unit 6 on June 24, e 1977, shall accrue an adjustment in base salary in a percentage according to the annual percentage change in the cost of living as reflected in the Bay Area Cost of Living Index for the preceding completed annual index period (April to April). Said adjustment is one of the factors to be used in com- puting a new base salary for fiscal year 1977-78. The salaries of the City Manager, City Clerk and City Treasurer commencing June 24, 1977, shall be adjusted in a percentage according to the annual percentage change in the cost of living as reflected in the Bay Area Cost of Living Index for the 'preceding completed annual index period (April to April).
