BE IT RESOLVED by the City Council of the City of South San Francisco that the Memorandum of Understanding with Unit 2- Professional and Paraprofessional, for the period July 1, 1977 - June 30, 1979, a copy of which is attached hereto as Exhibit"A" and incorporated herein by this reference as if set forth verbatim, is hereby accepted and approved. Damonte,, Terry J. ?4irri and Leo Padreddii " None NOES, ABSENT, " None City Clerk L EXHIBIT "A " TO RESOLUTION NO. 112-77 MEMORANDUM OF UNDERSTAHDiNG UNIT 2 - (PROFESSIONAL AND PARAPROFESSIONAL) July 1, 1977- June 30, 1979 The City of South San Francisco (hereinafter, City) and Unit 2 (Pro- fessional and Parafessional) (hereinafter, Unit 2) acknowledge and affirm th~,t they have met and conferred in good faith, exchanged proposals and counterproposals and in all respects fulfilled their obligations under law to meet and confer in good faith. This Memorandum of Understanding is the product of the above-described meet and confer process. Representatives of the City have agreed to present this I.iemorandum to the City Council for determination and representatives of Unit 2 have agreed to pr'esent this Memorandum to their membership of Unit 2 for acceptance and approval. 1. Term. The term of this Memorandum of Understanding shall be from July 1, 1977 to June 30, 1979, at which time all agreements, u~nderstandings, provisions and conditions herein shall terminate. 2. Salary. (a) Salary effective as of June 24, 1977, through June 22, 1978. City and representatives of Unit 2 agree that negotiation of this Memorandum of Understanding commenced prior to June 24, 1977, and the parties intended and contemplated that pay adjustments and increases pursuant to this Memo- randum of Understanding for fiscal year 1977-78 would be effective as of ~ .... -~~, ~977. ThereFore an increas~ of six ?~,-,~nt~=.~ (~')o~.~ in base salary : ~ ~ e 24, 1977. o. ~a~n employee in Unit 2 shall b'e effective commencin9 on Jun (b) Beginnin9 with the pay period which includes July 1, 1978, ea:cn employee of Unit 2, without exception, shall receive an adjustn}ent in base salary in a percentage equal 'to the annual percentage change in - 1- the cost of living as reflected, in the Bay Area cost of living index for the preceding annual index period (April to April), except 'that said adjustment shall not exceed five percent (5%), and said adjustment shall be reduced by · the medical care factor for San Francisco and Oakland as reported in Decen~ber 1977 for the Bay Area consumer price index usually set forth in a document kno;,~n as "Relative Importance of Components in the Consumer Price Index." 3. Holidays. Beginning on July 1, 1977, each employee in Unit 2 shall be entitled to one (1) paid holiday each calendar year, which holiday may be at the discretion of the employee, subject to prior approval of the Depart- ment Head and City Manager. Employees shall be entitled to be compensated for said discretionary holiday whether taken or not, but shall not cumulate discretionary holidays. 4. Insurance. Beginning on July 1, 1977, City shall provide each employee with the follo~ing insurance coverage' (a) Medical Insurance. The medical insurance plans existing as of June 20, 1977. (b) Dental Plan. The self-insured program of dental care benefits existing as of June 30, 1977. (c) Life Insurance. Term Lif.e Insurance, including accidental death and dismemberment coverage, in the face amount of Five Thousand Dollars ($5~000). (d) Long-Term Disability Insurance. The Long-Term Disability Insurance existing as of June 30, 1977. (e) Vision Care Plan. The Group Vision Care Plan, dated January !97~, designated VSP Plan B, Employee and Dependent ~.~ith Ten Dollar ($10.00) deductible. 5. Longevity. Beginning on July 1~ 1977, employees of Unit 2 who do not. receive compensation .under the Educational Incentive program will be eligible for longevity pay in'accordance ~,~ith the follo'~ing schedule' - 2- _Length of Service 10 to 14 years, inclusive 15 to 19 years, inclusive 20 to 24 years, inclusive 25 to 29 years, inclusive 30 to 34 years, inclusive 35 to 39 years, inclusive 40 years and up Longevity Pay/Month $10 15 20 3O 4O 50 6O 6. Social Security. If a majority of employees now covered by Social Security, elect to withdraw from the Social Security System at a properly held election, the results .of which are recognized by the Social Security Admin- istration, City agrees to provide the PERS "59 Survivor's Benefits." 7. Employees Covered_. Provisions of this Memorandum apply only to ~.,e employees representated by Unit 2 - (Professional and Paraprofessional). - 8.- Modification. This Memorandum does not modify any provision of the Personnel Rules of the City except as expressly provided herein. Except as expressly provided herein, all wages and benefits remain the same as they are currently being provided or administered. 9, Dispute. Any dispute over an interpretation of this Memorandum shall . be processed in'accordance with the procedures set forth in the City's Employee n,~,,iance Pro~._dure.
