CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
RESOLUTION TO ESTABLISH PROCEDU~RE FOR DETERMINING DIS-
TRIBUTION OF FEDERAL AID FOR SAFER OFF-SYSTEM (SOS) ROADS

RESOLVED, by the City Council of the South San Francisco, County of San
(City)
Mateo, State of California, that,
WHEREAS, under the Federal Aid Highway Act of 1976, funds are available to
the County and cities for the construction, reconstruction and improvement of
any toll-free road not on any federal-aid system and under the jurisdiction of
and maintained by a public authority and open to public travel; and
WHEREAS, Section 2530(c) of the Streets and Highways Code states that the
distribution of funds among the cities within each county and the county shall
be determined by agreement between the county and a majority of the cities
and that cities shall include a majority of the municipal population within the
county; and
~HEREAS, it is in the interest of the County and the cities within the County
that these federal funds be made available for use on County roads and city streets
to improve safety; and
WHEREAS, the City Engineer/Director of Public Works is most competent to
recognize safety hazards, high hazard locations and roadside obstacles on or
adjacent to the various streets within the city; and
WHEREAS, procedures and criteria for determining the distribution of said
federal funds must be submitted to the State Department of Transportation prior
to any SOS funds being obligated:

NOW, THEREFORE, BE IT RESOLVED that the City Council of the South San Francisco
(City)
requests that the following procedure be utilized for the distribution of the
Federal Aid For Safer Off-System (SOS) Funds:
1. The City Engineer/Director of Public Works is appointed as the
city's representative to the San Mateo County Technical Advisory Con~ittee.
2. The San Mateo County Technical Advisory Committee will determine the
Procedures and the criteria for the distribution of said SOS funds between
the County and various cities.
3. The San Mateo County Technical Advisory Committee shall determine the
fund distribution as stipulated by the aopted procedures and criteria established.
4. It shall be required that the fund distribution be approved by the
representatives of a majority of the cities within the County and cities repre-
senting the majority of the population in the County.
5. Said procedures and criteria for distribution of SOS funds shall then
be transmitted to the Board of Supervisors for approval.
6. Said procedures and criteria for distribution of SOS funds shall be
transmitted to the Director of the Department of Transportation for approval.
I hereby certify that the foregoing Resolution was regularly intro-
duced and adopted by the City Council of the City of South San Francisco
at an adjourned reqular meeting held' on the 24th day of
Auqust , 1977, by the following vote:
