HomeMy WebLinkAboutReso 49-2012 RESOLUTION NO. 49 -2012 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA RESOLUTION SUPPORTING THE US 101 PRODUCE AVENUE INTERCHANGE PROJECT AND SUBMITTING AN APPLICATION FOR MEASURE A HIGHWAY PROGRAM FUNDING FOR THE PROJECT WHEREAS, the area surrounding Produce Avenue at the US 101 on ramp has increased traffic and limited access to the adjacent developments; and WHEREAS, the US 101 Produce Avenue Interchange Project will ultimately construct a project to provide an east -west connection across US 101, improve the connectivity to southbound and northbound 101, remove some of the non - standard features at this location and provide new ramp configurations at Produce Avenue; and WHEREAS, it will cost $4,150,000 to implement the Project Initiation Document (PID) Phase and Environmental Phase; and WHEREAS, the City wishes to sponsor the PID and Environmental Phases; and WHEREAS, the City seeks $4,000,000 for US 101 Produce Avenue Interchange Project; and WHEREAS, on June 7, 1988, the voters of San Mateo County approved a ballot measure to allow the collection and distribution by the San Mateo County Transportation Authority (TA) of a half -cent transactions and use tax in San Mateo County for 25 years, with the tax revenues to be used for highway and transit improvements pursuant to the Transportation Expenditure Plan presented to the voters (Original Measure A); and WHEREAS, on November 2, 2004, the voters of San Mateo County approved the continuation of the collection and distribution by the TA the half -cent transactions and use tax for an additional 25 years to implement the 2004 Transportation Expenditure Plan beginning January 1, 2009 (New Measure A); and WHEREAS, TA issued a Call for Projects for the Measure A Highway Program funds on May 24, 2012; and WHEREAS, TA requires a governing board resolution from the City in support of the City's application for $4,000,000 in San Mateo County Measure A Highway Program funds for the preparation of the PID and Environmental Phases for the US 101 Produce Avenue Interchange Project; and WHEREAS, TA requires a governing board resolution from the City committing the City to the completion of the PID and Environmental Phases for the US 101 Produce Avenue Interchange Project; and NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco supports and directs staff to submit an application for San Mateo County Measure A Highway for $4,150,000 for the preparation of the PID and Environmental Phases for the US 101 Produce Avenue Interchange Project. BE IT FURTHER RESOLVED by the City Council of the City of South San Francisco that the City Council authorizes the Director of Public Works to execute a funding agreement with the San Mateo County Transportation Authority to encumber any Measure A Highway Program funds awarded. BE IT FURTHER RESOLVED that the City of South San Francisco commits to the completion of the preparation of the PID and Environmental Phases for the US 101 Produce Avenue Interchange Project if awarded the requested San Mateo County Measure A Highway Program funds. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular meeting held on the 11 day of July, 2012 by the following vote: AYES: Councilmembers Mark Addiego, Karyl Matsumoto, and Kevin Mullin, Vice Mayor Pedro Gonzalez and Mayor Richard A.
