CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
RESOLUTION SUPPORTING THE STATE ROUTE 35
(SKYLINE BOULEVARD) WIDENING FROM I -280 TO
SNEATH LANE PROJECT, CO- SPONSORING SUBMITTAL
OF AN APPLICATION WITH THE CITY OF SAN BRUNO
FOR MEASURE A HIGHWAY PROGRAM FUNDING FOR
THE PROJECT, AND ASSURING TO COMPLETE THE
PROJECT
WHEREAS, State Route 35 is one of Peninsula's main north -south corridors that serves
the City of South San Francisco and the City of San Bruno; and
WHEREAS, State Route 35 between north San Bruno City limits and Sneath Lane is a
four -lane highway; and
WHEREAS, State Route 35 between Sneath Lane and Interstate 280 is reduced to a two -
lane roadway; and
WHEREAS, reduction of travel lanes creates traffic congestion during peak hours for San
Bruno and South San Francisco residents, including regional commuters; and
WHEREAS, widening of the two -lane section of State Route 35 will alleviate congestion
and improve regional traffic flow during peak periods; and
WHEREAS, it will cost approximately $14,250,000 to implement the widening of State
Route 35 between Sneath Lane and Interstate 280; and
WHEREAS, the City wishes to co- sponsor the project in support of the application by
San Bruno; and
WHEREAS, the City of San Bruno seeks $14,250,000 for the SR -35 Widening Project;
and
WHEREAS, on June 7, 1988, the voters of San Mateo County approved a ballot measure
to allow the collection and distribution by the San Mateo County Transportation Authority (TA)
of a half -cent transactions and use tax in San Mateo County for 25 years, with the tax revenues to
be used for highway and transit improvements pursuant to the Transportation Expenditure Plan
presented to the voters (Original Measure A); and
WHEREAS, on November 2, 2004, the voters of San Mateo County approved the
continuation of the collection and distribution by the TA the half -cent transactions and use tax
for an additional 25 years to implement the 2004 Transportation Expenditure Plan beginning
January 1, 2009 (New Measure A); and
WHEREAS, TA issued a Call for Projects for the Measure A Highway Program funds on
May 24, 2012; and
WHEREAS, TA requires a governing board resolution from both the City of San Bruno
and the City of South San Francisco in support of the application for $14,250,000 in San Mateo
County Measure A Highway Program funds for the preparation of conceptual plans and design
documents, as well as construction of the widening of State Route 35 between Sneath Lane and
Interstate 280; and
WHEREAS, TA requires a governing board resolution from both the City of San Bruno
and the City of South San Francisco committing to the completion of the widening of State
Route 35 between Sneath Lane and Interstate 280; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San
Francisco supports and directs staff to submit co- sponsor an application for San Mateo County
Measure A Highway for $14,250,000 for the widening of State Route 35 between Sneath Lane
and Interstate 280.
BE IT FURTHER RESOLVED by the City Council of the City of South San Francisco
that the City Council authorizes the Director of Public Works to execute any necessary
agreements with the San Mateo County Transportation Authority to encumber any Measure A
Highway Program funds awarded.
BE IT FURTHER RESOLVED that the City of South San Francisco commits to the
completion of the widening of State Route 35 between Sneath Lane and Interstate 280 if awarded
the requested San Mateo County Measure A Highway Program funds.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by
the City Council of the City of South San Francisco at a regular meeting held on the 1 day of
July, 2012 by the following vote:
AYES: Councilmembers Mark Addiego, Karyl Matsumoto, and Kevin Mullin,
Vice Mayor Pedro Gonzalez and Mayor Richard A. Garbarino
