HomeMy WebLinkAboutReso 211-1977RESOLUTION NO. 211-77 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO REQUESTING THE COUNTY OF SAN MATEO AND THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT TO APPROVE A REVISED BUDGET FOR ALL UNEXPENDED HOUSING AND COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS WHICH HAVE BEEN APPROPRIATED TO THE CITY OF SOUTH SAN FRANCISCO AND A REVISED TARGET AREA BOUNDARY. WHEREAS, the City of South San Francisco has been appropriated $520,139 of Housing and Community Development Block Grand Funds since this Federal program began in 1975; and WHEREAS, some of these funds have been used for such purposes as the "C" Street Widening project, the plans for the Peck's Lot Park and Cypress & Pine Park, citizen participation, a Community Profile and Housing Needs Survey, HCDA staff members and other program activities; and WHEREAS, on July 1, 1977, approximately $385,000 were unexpended funds of the total appropriation; and WHEREAS, adjustments are necessary to revise the present and past HCDA budgets to reallocate the unexpended funds on all projects which have been completed and to include some new projects and revisions to existing projects to more effectively implement the objectives of this program by meeting the needs of the low and moderate income residents and begin develop- ing a comprehensive revitalization program for the entire target area; and WHEREAS, the City of South San Francisco is requesting that the County of San Mateo develop an additional guideline for the South San Fran- cisco Housing Improvement Program to include a provision that low and fixed income residents can defer their loans indefinitely until such time that the property changes ownership or is refinanced; and WHEREAS, all previously approved HCDA budgets shall be superceded by the proposed revised budget; and WHEREAS, the target area boundaries need to be enlarged to include the immediately adjacent industrial areas in order to study the employment opportunities for low and moderate income residents in these areas. (See Exhibit B) NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco hereby approves the revised Housing and Community Development. Block Grand Program Budget (Exhibit A) and requests the County of San Mateo and the U.S. Department of Housing and Urban Development to review and approve the proposed budget for all unexpended program funds. NOW, THEREFORE, BE IT FURTHER RESOLVED that the revised budget shall supercede all previously approved HCDA budgets. I hereby certify that the foregoing Resolution was regularly intro- duced and adopted by the City Council of the City of South San Francisco at a regular meeting held on the 16th day of November 1977, by the following vote: AYES, COUNCILMEN Richard A. BUDGET HOUSING IMPROVEMENT PROGRAM FINANCING - Establishment of a special fund to assist in housing 'rehabilitation in the tow-. income target area of City. 'Emphasizes the deferment of " loans to fixed and/or low income residents until such time as the property changes ownership or is refinanced. Also encourages the use of Section 312 rehabilitation loans for low-income apartment and group housing projects of 5 units or more. $ 200j000 HOUSING IMPROVEMENT PROGRAM STAFFING - Contract with the County of San Mateo to develop and administer the housing rehabilitation program. PARK IMPROVEMENTS - Contruct the Peck's Lot Park and the Cypress & Pine Park. Both parks are located in and will have a benefit to low-income residents of the City. $ 25,000 $ 120,000 COMPREHENSIVE PLANNING - Preliminary studies to begin developing a comprehensive plan for :the Target-Area.'-~ These studies may include a preliminary market analysis of the low and moderate income housing; a preliminary market analysis and household surv, ey of the market poten- tial of the downtown commercial area portion of the target area which presently provides a majority of goods and ser- vices to the low-income residents; an analysis of the immediately adjacent industrial area which provides a majority of employment opportunities for the target area residents; a graphics study of Grand Avenue showing alter- native streetscapes and a parking and circulation study which would identify all of the traffic-related problems and suggest solutions. $ 32,113 CITY ADMINISTRATIVE COSTS - Reimbursement for City and contractural services to coordinate the entire program including citizen participation, rehabilitation information, administer the comprehensive-planning, coordinate the parks contracts, perform budgeting and accoUnting services and provide legal services for the creation of a Revitalization Program under the California Redevelopment Law.- 8,000 TOTAL PROPOSED EXPENDITURES through 6-30-78 $ 385,_113 PROPOSED BALANCE 6-30-78 -0- r' Ii MAP OF SOUTH S' I FRANCISCO ,SAN MAT[O COUNTY; CALIFORNIA ,MARCH 20, 1974 977- 1978 Revised Housing and Community Development Bloc.
