HomeMy WebLinkAboutReso 217-1977 RESOLUTION NO. 217-77 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION REQUESTING COUNTY CLERK OF SAN MATEO COUNTY TO RENDER SPECIFIED ELECTION SERVICES. BE IT RESOLVED by the City Council of the City of South San Francisco as follows: 1. That the Board of Supervisors of the County of San Mateo shall be, and is hereby, requested to permit the County Clerk of said County to render the services hereinafter specified, relating to the conduct of the General Municipal Election to be held within said City on Tuesday, the 7th day of March, 1978. 2. That the election services requested by said City in connection with the holding and 'conducting of said election are more particularly set forth in Exhibit "A" attached hereto and incorporated herein, the same as though fully set forth at length. 3. That said City shall, and does hereby, accept and agree to comply with the terms and conditions of the performance of said election services, and the payments therefor, as set forth in Exhibit "A." 4. The County Clerk is further authorized and delegated to perform the duties specified in Exhibit "A" for the purpose of the general munici- pal election to be held within the City of South San Francisco on Tuesday, the 7th day of March 1978. Mirri and Leo Padreddii NOES, " None ABSENT, " None ATTEST: ,, [XI!IDIT "A" ~ llereinafter set forth below are the services that may l~e rendered by the County Clerk incident to preparation for and conduct of Ilunicipal Elections: A. SERVICES FIIRNISIIED By County Clerk: (1) ConSolidate precincts: Provide list of consolidated precincts for designation and setting by City Council. (2) Precinct Indexes: PrePare and furnish precinct indexes, by consolidated precinct, to the Affidavits of Registration of eligible voters. (3) Polling Places: To furnish a list of polling places for selection and designation by the City. To handle clerical detail of agreements for same. City shall be tile party entering into the Agreement for the Polling Place and shall be responsible for any liability that arises therefrom. (4) Elect.ion Officers: To furnish a list of Election Officers for selection ~nd appointment by tile City Council. To handle clerical detail in connection with the appointment of election officers add substitute election officers on behalf of the City Clerk. (5) Sample Ballot Addressing and Hailing: (a) Addressing for mailing (including stock where applicabl'e) (b) Inserting; Affixing of labels where applicable (c) Delivery to post office f~r mailing (6) Ballot Preparation and Printing: · (a) Assist City Clerk in formatting and set up of Official Absentee Ballots (b) Prepare copy for Official Voting Hachine Ballot Labels from certified copy supplied by City Clerk. Submit to printer, check proof. City Clerk to provide certification as to correctness before resubmi ssi on to printer for final print run. (c) Prepare ballot copy for Voting Hachine Sample Ballots from certified data supplied by City Clerk. Submit to printer, check proof. City Clerk to provide certification as to correctness before resubmission to printer for actual print run. (7) To order from supplier designated by City Clerk: (a) Polling Place ?lotice Stock, uhere applicable (b) Sample Ballot Envelopes, where applicable (8) Voting I,lachines: (a) Delivery and Use: City Clerk to arrange for carrier to deliver voting machines to polling places and return to storage along with any supplemental election equipment (tables, chairs, etc.) required. City to to responsible for insurance or liability arising in connec- tion ~.lith tile use of voting machines, including repair or equipment or machine damage not covered by insurance. Costs for drayage to be paid directly to carrier upon presentation of proper invoice. (b) Services required to ready voting machines for use at the Hunicipal Election, including Voting Hachine Technician services on Election Day. (c) Voting Ilachine Instruction Classes: To conduct classes for Election O-~T~cers concern(.~ct-~Twith the voting machine. Schedule of classes to be furnished City Clerk for mailing to officers. (d) Votino Hachine SuD~lies: To order, provide and prepare key envelopes, manuals, instructions, spoiled ballot certificates, I.D. tags and such ottler supplies needed in tile use of voting machines. 11/21/77 Hunicipal Services Agreement -1- EXtIIIIIT "A" (9) Precinct Supplies: (al Optional Items Provided: Flags, Polling Place Signs, Supply Sacks. (b) Preparation of Special Forms- Instructions to Inspector, Inspector Checi: List, Tele~phone Slips, any other special information materials required. (c) Result of Votes Cast sheet: Preparation or arrangements for printing. (d) Prepare and pack precinct supplies. (el Delivery of precinct supplies. (10) Warehouse Canvass: Services required to unseal the Voting rlachines, to take off and record Record of Votes Cast and reseal Voting Ilachines prior to Official Canvass by City. City Clerk ¥till be furnished a Certificate by County Clerk for use in the Official Canvass procedure. B. SPECIFIED ELECTION ACTIONS TO BE PERFORMED BY CITY CLERK AND EXCLUDED FROM SCIIEDULE OF COUiITY CLERK SERVICES: (1) ~ Nomination Papers: Issuance of Nomination Papers, Candidate Filings, checking of signatures, Oath of Office and Candidates' Statements pur- suant to Election Code Section lOO12. · (2) Official designation of Consolidated Precincts, Polling Places and Appointment of Election Officers by City Council. All Election Officer and Polling Place Fees to be paid by the City. (This would include any custodian fees which might be charged in connection ¥~ith schools.) (3) Legal Publications' Responsibility of City Clerk and payment to be made by City. (4) Absentee Voting' Processing of absent voter applications, mailing of absent voter ballots and voting in Clerk's office to be handled by City Clerk. (5) Printer(s) of all election materials to be designated by City Clerk and all printing costs to be paid by City Clerk. (6) Canvass: (al Absentee and Semi-Official Canvass responsibility of and to be made by City Clerk. (b) Official Canvass to be made by City Council. · (7) City will be responsible for compliance with statutory requirements as set forth as the responsibility of the City Clerk in the Political Reform Act of 197~. (8) The conduct of the election remains the responsibility of the City Clerk. Performance of services hereinabove specified in Section A are at all times considered to be under direction of the City Clerk and the County shall assume no special authority or responsibility in the conduct of the election designated to the City under provisions of the Elections Code, the Federal Voting Rights ~kct or such other law governing the conduct of the election. -2" · TERMS AND CONSIDERATION: Terms' This sci~edule sl~all be in effect for the performance of specified services incident to the preparation and holding of the llunicipal Election on IIarch 7, 1978, In tile event the County is unable to perform services required under This Agreement as a result of employer/employee relation conditions, 'vendor conditions or other conditions beyond the control of the County Clerk, the County will be relieved of all obligations under this Agreement. Consideration: In consideration of the performance of the aforementioned services and supplies provided by the County Clerk, the City shall pay to the County Clerk a sum equal to the actual cost of such services and supplies.
