HomeMy WebLinkAboutReso 232-1977RESOLU?I~ ~D. 232-77 CITY COUNCIL, CITY OF SOUTH SAN FPJLNCISCO, STATE OF CALIFORNIA A RESOLUTION FINDING AND DETE~G THAT, BECAUSE OF ~ CCNDITIONS, THJE PUBLIC HEALTH, SAFETY, WETFARE AND _NECESSITY, RBQUIRE CHANGES OR MODIFICATIONS TO CERTAIN PROVISIONS OF THE UNIFORM PI//MBING C~DE, 1976 EDITICN AND 1977 ~MENTS. ~, Pursuant to the provisions of Sections 50022.1, et seq., of the Government Code, this Council proposes to adopt by reference Uniform Plumbing Code, 1976 I~ition (Library of Congress Catalog Number 75-38039) copyrighted by the International Association of Plumbing and Mec,hanical Officials, and "The 1977 Amendments to the Uniform Plumbing Code, 1976 Edition," and ~5flEREAS, in connection ther~ith, c~tain changes or modifications are proposed to be made to the substantive provisions of said Uniform Code, which changes or modifications are reasons_hie and necessary because of local conditions, K~REAS, Section 17958.7 of the California Health and Safety COde requires, insofar as such changes or modifications relate to apartment houses, hotels, motels, and dwellings and buildings ar~ s~uctures accessory thereto, that th~ .governing body of a city, before making any modifications or changes to such Uniform Code, shall make an express finding that such modifications or changes are needed; N~, THSREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco as follows: l. (1) In connection with the adoption of the ordinance entitle "An Ordinance Establishing Minimum Regulations for Installation and Maintenance of Plumbing Fixtures and Appliances; A~opting by R~ference ~he Uniform Plumbing Code, 1976 ~dition and 1977 Amendments Thereof; ar~ Repealing Ordinance No. 573," it is hereby expressly found and deter- mined that the changes or modifications to the aforesaid Uniform Code set forth in Exhibit "A" attached hereto and by this reference made a part hereof, insofar as the same relate to apartment houses, hotels, motels, ar~ dwelling, and buildings and structures accessory thereto, are reasonable and necessary because of local conditions. (2) This resolution, which contains the modifications authorized by Health and Safety Code Section 17958.7 ar~ the express findings re- quired by said section, shall be available as a public record and a copy thereof shall be filed with the California Department of Housing and ~ty Develo~nent by the City Clerk. Mirri N0E S, " None ABSENT, " None ABSTAIN, " Leo Padreddii City Clerk EXHIBIT A RESOLUTION NO. 232-77 ADOPTED THE 7th DAY OF December , ]977 LOCAL CONDITION CHANGES AND MODIFIC'ATIONS FOR UNIFORM'PLUMBING CODE, 1973 EDITION AND 1974 AMENDMENTS 1. Changes or modifications found and determined as reasonable and necessary because of local conditions' 1.1 Section 711(b) Grease Interceptors. Plans shall be submitted to and approval obtained from the Administrative Authority prior to the installation of any waste pretreatment facilities in any food establishment with an occu- pant load of fifty or more as set forth in subsection (a) of this section. The Administrative Authority may require an independent drain- age or sewage system from the establishment where grease in quantities may be introduced into drainage or sewage system to an approved type grease .interceptor located on the exterior of building. Said systemsshall be properly maintained by the establishment, subject to periodic inspection by the City of South San Francisco to ascertain that they are properly, main- tained. Capacity and type of interceptor to be approved by the Sup~inte3~ent of Sanitation.., The aforesaid local amendment is necessary due to high volume of grease being introduced into the drainage system in estab- lishments of over 50 occupant load and the ineffectiveness of interior grease interceptors connected to the drainage system with dishwashers requiring high .water temperatures do not pro- vide the sufficient capacities to permit water to cool'and solidify .the grease before discharging into the main sewer. The City has experienced grease stoppages in main sewer from several establishments during the past few years. 1.2 Section 1008(c) 'Installation, Inspection an.d Testing - Air Chambers. All faucets on the inside of the building with the exception of water heaters, shall be provided with air chambers consisting of sections of pipe equal in size to the risers supplying the open- ings, and to be not less than sixteen (16) inches long or of other approved devices. The aforesaid .local amendment is necessary to comply with noise insulation standards of the California Administrative Code, Title. 25, Chapter 1, Subchapter 1, Title 4, Section 1092 by installing said air chambers in the water piping system to eliminate water hammer noises. Exhibit A 1.- 1.3 Section 1107 (g) Lateral Cleanouts. When a main se~er is located in the street, alley, or easement, there shall be provided a cleanout within the City right-of-way at the pro- perty line. Riser shall be of cast iron the same size as the drain served, brought up to grade level by a wye and brar~h fitting and top ~ · of same to be provided with a regulation cleanout of 4" minimum slz~ within sidewalk box, with r~ro~le cover. The aforesaid local amendment is necessary to provide ccmpatibility with similar ip~tallations heretofore made throughout the City, and to provide ease of se~er maintenance of public facilities by public employees. 1.4 Section 1310 (d) Protection from Damage - Water Heater Safety Pans. Water heaters shall have safety pans with drains when located in liv- ing area or when leakage would do damage to the building, or its con- tents. The pans shall be of metal and be of such dimension as to provide a minimum of two-inch (2") clearance between the pan and the outside diameter of the heater with a depth of two and three-quarter inches (2-3/4"). The drain shall be not less than three-fourths inch and shall be taken to %he exterior of the building or %0 another lo- cahion'upon prior-approval~.o~ the Building Official. The aforesaid local amendment is necessary because the discharge frcm safety valves or slow leaks in the water heater when ur~etected can cause physical damage to buildings, and floor coverings, ar~ the re- sultant dampness presents health hazards to occupants of the building. 1.5 Section 1310 (e) Water Heaters - Seismic Protection. Water heaters shall be adequately secured to %~11 of structure or shall be securely anchored to floor sufficiently to resist seismic forces. The aforesaid local am~t is necessary to provide sufficient seismic stability to water heaters during small or moderate earthquakes frc~ the San Andreas fault passing through the City causing water heahers to slide or overturn thereby hreakir~ water piping ar~ gas connectors, resulting in a hazardous cor~ition.
