HomeMy WebLinkAboutReso 2-1978 RESOLUTION NO. 2-78 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO,STATE OF CALIFORNIA A RESOLUTION AUTHORIZING CONTRACT AMENDMENT NO. 2 TO AGREEMENT, CONSULTING ENGINEERING SERVICES IN CONNECTION WITH A PROGRAM OF WASTEWATER TREATMENT FACILITY UPGRADING, SOLIDS MANAGEMENT AND SANITARY SEWER SYSTEM EVALUATION SURVEYS, PROJECT C 06-1235, PRO- JECT C 06-1267 , WHEREAS, the City Council of the City of South San Fran- cisco, lead agency for Projects C 06-1235 and C 06-1267,auth- orized the execution of an Agreement, Consulting Engineering Services in Connection with a Program of Wastewater Treatment Facility Upgrading, Solids Management and Sanitary Sewer System Evaluation Surveys, Project C 06-1235, Project C 06- 1267, dated April 19, 1977, by Resolution No. 30-77,adopted March 23, 1977, and WHEREAS, the City Council of the City of South San Fran- cisco, as said lead agency, authorized execution of Contract Amendment No. 1 on the 16th day of November, 1977, and WHEREAS, the North Bayside System Unit technical committee members of the Cities of South San Francisco, San Bruno, Millbrae and Burlingame have reviewed and recommended Contract Amendment No. 2, a copy of which is attached hereto as Exhibit "A"; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that' 1. Execution of Contract Amendment No. 2. The City Council of the City of South San Francisco, as lead agency for the projects above enumerated, does hereby authorize the execution of Contract Amendment No. 2 to Agreement, Consulting · Engineering Services in Connection with a Program of Waste- water Treatment Facility Upgrading, Solids Management and San- itary Sewer System Evaluation Surveys, Project C 06-1235, Pro- ject C 06-1267. 2. Authorized Signature. Frank J. Addiego, Director of Public Services, is hereby authorized to execute Contract Amendment No. 2 to Agreement, Consulting Engineering Services in Connection with a Program of Wastewater Treatment Facility Upgrading, Solids Management and Sanitary Sewer System Evaluation Surveys, PrOject C 06-1235, Project C 06-1267,on behalf of the City of South San Francisco and the participat- ing agencies. 3. _City ~lerk'.s ~En~dorsement. The City Clerk is author- ized to endorse on the face of the Agreement executed as of April 19 , 197 7, herein more particularly described,the following' "Amended Amendment No. 2." January 4 , 197 8. EXHIBIT "A" TO RESOLUTION NO. ~-2-78 ADOPTED CONTRACT A/.[ENDMENT NO 2 TO January 4 ~ 1978 Consulting Engineering Services agreement made April 19, 1977 between the City of South San Francisco and RETA/Nolte Associates. This amendment concerns the work identified under Phase III- Construction Phase of this agreement for the South San Francisco. Plant Improvements and Dechlorination Facility. The Engineer will provide the services as set forth in Exhibit I attached hereto and described below. . . For the work specified under Items 4.2, 4.4, 4.5, 4.6, 4.7 and . 4.10 of the agreement and hereinafter referred to as Regular Construction Services, the fee shall be a sum of One Hundred Thirty-Eight Thousand, Four Hundred Ninety-Four Dollars ($138,494). For the work specified under Items 4.3, 4.13 and 4.14 of the,. agreement and hereinafter referred to as Special Clean Water Grant Program Services, the fee shall be a sum of Twenty-Six ThouSand, Nine Hundred Forty Dollars ($26,940). For the specified under Items 4.1, 4.8, 4.9, 4.11 and 4.12 of the · agreement and hereinafter referred to as Administrative Services, the fee shall be a sum of iEighteen Thousand, .Five Hundred. Dollars ($18,500). This amendment will increase the total contract amount from $381,500 to $565.434. Work will begin upon receiving author- ~ ization of notice to proceed with this. effort and will be completed in accordance with the current schedule shown on Exhibit IV. Reimer Director of Public President ServiCepages 1 of Exhibit "A" INC. · EXHIBIT I SCOPE OF WORK (Section 4 of the Consulting Engineering Services Agreement with RETA/Nolte and Associates dated April 19, 1977.) .PHASE III: CONSTRUCTION PHASE - FIELD ENGINEERING AND CON- STRUCTION '~'GRANT ~LANGEMENT 4.1 Arrange for and conduct pre-construction conferences, and maintain constant liaison between City and the grant agencies, the low-bid construction contractor for each separate construction con%ract and the various participants of the program. 4.2 Provide qualified field inspection personnel 6n the job, in sufficient coverage, .number and expertise'as warranted by the contractor's activities. The field inspection will be under the regular supervision of a principal field representative, and will be in' close liaison with the principal design engineers and City. 4.3 Complete the preparation of an Operation and Maintenance (O & M) Manual, covering the new facilities of the Project as initiated under Phase II. Process for approval the completed 0 & M Manual and provide the City with fifty (50) copies of the completed document. Page 2 of Exhibit "A" 4.4 Arrange for, provide, and direct constr~ction materials testing and soils and foundation investigations which may be necessary and required. 4.5 Arrange for, provide, direct and coordinate field construction staking, and review cut-sheets. 4,6 Check the Contractor's shop and working drawings for compliance with the plans and specifications for each project. 4.7 Prepare and assist City in the processing of con- struction contract progress payments, contract change · orders and field directives. .~ 4.8 ~Maintain records on manpower, affirmative action, non-segregation, and other .non-financial requirements of the granting agencies. 4.9 Assist City in the scheduling and application for progress payments on the grant(s), and provide' up to date cash flow projections on the construction program. 4.10 Maintain an up to date set of. prints of ~he plans; and delineate as-built conditions on the tracings prior to delivery to City at the completion of the · construction project. 4.11 Assist City in %he advertising, bidding and award procedures. Page 3 of Exhibit "A" 4.12 Assist City in the applications for, and the securing of, necessary permits for construction from the govern- mental agencies having jurisdiction over such matters. 4.13 Assist City in the establishment and implementation of testing and monitoring procedures, and conduct· indoctrination sessions as per the requirements of the granting agencies and as coordinated with City's staff. 4.14 Complete the update of the Revenue Program presented in the Project Reports to reflect the actual project costs and financial programs of the cities.
