HomeMy WebLinkAboutReso 60-1978RESOLUTION NO. 6o-78 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION RATIFYING THE ADOPTION OF THE COMPRE- HENSIVE WATER RESOURCES MANAGEMENT PLAN OF SAN MATEO COUNTY WHEREAS, Chapter 178, Statutes of 1974, was added to the Government Code of the State of California pursuant to the passage of Assembly Bill 2099 (Arnett); and WHEREAS, said legislation mandated the County of San Mateo to prepare a Comprehensive Water Resources Management Plan; and WHEREAS, a draft Comprehensive Water Resources Management Plan for San Mateo County has been prepared and circulated to all persons having an interest in the management of water and waste water resources within the County; and WHEREAS, there is now before this Council the final Comprehensive Water Resources Management Plan for San Mateo County which incorporates the comments and concerns received pursuant to the review of the draft plan; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that the Council hereby ratifies the adoption of the San Mateo County Comprehemsive Water Resources Management Plan dated January 1978, and also hereby specifically stipulates concurrence in the following: A. The objectives set forth in the Plan with particular emphasis- upon water conservation. B. 'The method and organization for implementation of the programs contained in the Plan. C. Appropriating necessary monies for financing the recommended programs. le D. The role identified in the Plan for the City in implementing this cooperative effort for management of'water and waste water in an economical and environmentally acceptable manner. In addition, this Council hereby concurs with the County Board of Supervisors in the following changes to the Plan' 1. Development Moratorium. No development moratorium should be declared. However, the Re- source Management District ordinance shall be revised to include avail- ability of adequate water supply as a criterion for project approval. 2. Incorporation of CWRMP into County General Plan. Staff is hereby directed to incorporate the policies of the Com- prehensive Water Resources Management Plan into the County's General Plan. However, the CWRMP shall be maintained as a County. Water Policy independent of the General-Plan.
