CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION SUPPORTING AND RECOMMENDING AMENDMENTS
TO TilE PROPOSED ABAG/MTC REGIONAL AIRPORT PLANNING
COMMITTEE'S RESOLUTION ON THE SAN FRANCISCO AIRPORT
MITIGATION PROGRAMS.
WHEREAS, the Metropolitan Transportation Commission (MTC)
and the Association of Bay Area Goverl,ments (ABAG), upon the
recommendation of the Regional Airport Planning Committee (RAPC),
conditionally approved the San Francisco Airport's request for
Federal Funds to construct the new North Terminal Aircraft parking
apron; and
WHEREAS, this approval was conditioned on the Airport's
agreement to prepare three mitigation programs to reduce airport
noise, reduce air pollution and increase the use of transit to the
airport as required by MTC Resolution No. 305, and
WHEREAS, the Regional Airport Planning COmmittee Staff has
prepared a draft Resolution setting forth various actions includ-
ing the acceptance of the mitigation programs, desiring more com-
mitment of resources by the San Francisco Airport, the provision of
periodic progress reports, indicating its.interest in the ALUC Joint
Land Use Study in' having the mitigation measures thoroughly investi-
gated and proposing policies towards future ADAP applications, and
WHEREAS, the North San Mateo County Noise Abatement Task
Force"recently met to discuss the mitigation programs and recom-
mend amendments to the proposed Resolution.
NOW, THEREFORE, BE IT RESOLVED by the City Council that it
supports the acceptance of the San Fra~lcisco Airport Mitigation
Programs subject to certain recommended amendments.
NOW, T~tEREFORE, BE IT F.URT~IER RESOLVED that the recommended
amendments to the proposed ABAG/MTC Resolution on the San Francisco
Airport Mitigation Programs are as follows:
1. The' Resolution should reference the timetables
stated in the Mitigation Programs for implemen-
tation of the various actions.
2. The Resolution should emphasize the proposed Noise
Mitigation Programs and measures.
3. Periodic progress reports on the status and effec-
tiveness of the mi tigation programs should be pro-
vided by-annually.
4. The results of the Joint Land Use Study and its
investigation of the Airport's Noise Mitigation
measures should be reported back to RAPC upon its
completion.
5, The policy regarding future ADAP applications~
should be revised tQ~more possitively state that
.effective and timely performance of the mitigation
programs, as based on the proposed criteria, should
be a prerequisite of any favorable consideration for
.future requests of Federal aid to construct airport
improvements (exclusive of safety improvements).
I hereby certify that the foregoing Resolution was regularly
introduced and adopted by the City Council of the City of South San
Francisco at a regular meeting held on the 19th. day of
