CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AMENDING THE SOUTH SAN FRANCISCO
EMPLOYEE CLASSIFICATION PLAN BY THE ADDITION,
DELETION, AND MODIFICATION OF CERTAIN CLASSES
BE IT RESOLVED by the City Council of the City of South San
Francisco that the employee Classification Plan, as amended, is
further amended as follows:
I. To Modify The Existing Specifications For The Positions Of:
a) Personnel Clerk; as set forth in Exhibit A attached hereto.
b) Assistant Electrical Technician; as set forth in Exhibit B
attached hereto.
II. To Add The Specifications For The Positions Of:
a) Administrative Assistant to the City Attorney; as set forth in
Exhibit C attached hereto.
b) Senior Building Inspector;' as set forth in Exhibit D attached
hereto.
c) Building .Maintenance Supervisor; as set forth in Exhibit E
',
attached hereto.
d) Personnel Technician; as set forth in Exhibit F attached hereto.
e) Purchasing Officer; as set forth in Exhibit G attached hereto.

PERSONNEL CLERK
DEFINITION
Under general supervision, assists in the administration of the City
Personmel Program by performing difficult and responsible clerical work;.
to assume, a variety of administrative detail relating to established
personnel policies and.procedures, and to do related work as required._
DISTINGHUISHING CHARACTERISTICS
An incumbent assigned to.this class is distinguished from positions
in0ther clerical classes by the greater degree of responsible clerical
and recOrdkeeping duties assigned which require the exercise of ihdependent
judgement. The work of an incumbent in this class involves the frequent
application of established rules ~ Regulations, policies and procedures in
a variety of circumstances, and constant contact with employees and ~he
public as well as the performance'of record keeping, typing and related
duties. Incumbents in this class are required to work some evenings and
weekends to assist in administering examinations.
EXAMPLES OF DUTIES
Answers and interprets, according to established policy, questions
concerning personnel rules ~ regulations,.policies and procedures and
employee benefits; provides information, to applicants concerning employment
with the City; receives and reviews applications, types and. issues Job
announcements to individuals, groups and medias of communication, makes"
· necessary arrangem6nts for examinati°ns, prepares exam notices, assists in
administering examinations, and maintain all exam files; Assist in new
· employee orientation, issues,I.D, cards. Assists with the preparation and
processing of personnel forms and injury reports; prepares, updated and
.maintains accurate'and detailed personnel files, and recordkeeping system;
Assists in gathering, collating and preparing data for surveys and studies
relating to personnel matters; provides information to other agencies and
organizations relating to City classifications, salaries, benefits and
-related personnel matters; Maintains complete files in compliance with
OSHA record, keeping requirements, Prepare~ annual reports, and assists
City departments with divisional' logs and summaries; receives,opens and
routes mail, types a variety of letters, reports and records; composes
correspondence from brief verbal instructions; operates a variety of office
appliances.

Performs varied and responsible staff work for the City Attorney, including work
lirected by the City Attorney and other work requiring independent initiative and
judgment and assumes responsibility for job-related funCtions.

DISTINGUISHING CHARACTERISTICS
This involves staff work of a responsible nature. An employee in this class may
be assigned by the City Attorney to any paralegal function of the office requiring
administrative follow-through. The range of duties may be any aspect of administra-
tion ih the City Attorney's.office, such as interviewing the public and furnishing
information regarding City procedures and practices; securing data from or furnish-
ing it to other departments or outside organizations in matters of mutual concern;
and preparing material for action by City Attorney..
.EXAMPLES OF DUTIES
Under the direction of the City Attorney does research and collects background
information and Supporting data, composing it in an organized manner for 16gal work
by the City Attorney. Compiles data and collates legal formats for projects and special
studies. Furnishes concerned departments with documents and procedure instruction, and
seeks information from other departments for use of City Attorney. '.Supervises various
office functions such as filing, purchasing and pay roll, maintains the law library,
and implements office practices and procedures. Answers questions from ether depar, t-
--~ents and the public regarding City policy or procedures, and prepares monthly reports
nd other work requiring independent j.udgment. Prepares~the annual budget of l~he City-
~ttorney's office. '
DESIRABLE QUALIFICATIONS
Knowl edge of:
Paralegal functions of office;
Legal terminology, forms and documents;
Modern office methods, supplies and equipment;
Business English and methods of preparing correspondence.
Ability to-
Conduct interviews and initiate research for background material for
document preparation by City Attorney;
Prepare correspondence and reports on own or with minimum of instruction;
Understand and carry out oral and written directions;
Dictation at a rate of 110 words a minute and transcribe it-accurately
Type at a speed of 50 words a minute from clear, legible copy;
Establish and maintain cooperative relationships with, those contacted
in the course of work.
Experience:
Three years of experience performing responsible staff work in an attorney's
office of local, state or federal government or three years of experience
performing responsible staff work in an attorney's office in a major law
firm or association.

in all stages of construction, alteration, and repair; to regiew

and Collect fees; and to do rela%ed work as required.
DISTINGUISHING CHARACTERISTICS
An 'employee whose position 'is assigned to this class Iias.:.full
leadman responsibilities ov&r positions assigned to the Building
Inspection class. In addition, an'incumbent in this'class indepen-
dently'performs the more difficult and complex building inspection
tasks requiring independent judgment and technical knowledge. 'A.

Assigns jobs to be inspected 'by type of inspection; interprets
code requirements to builders, 'subcontractors, and Owners; has primar-y -
responsibility for'plan Checking all industrial, commercial, public
and residential structures and buildings; Checks and reviews guide-
lines set dOwn by 'the Building Official for understanding and compliance;
investigates complaints received through the. zonin~ and building depart-
ments; works at counter in office'giving information to .public, .con-
tractors, and architects. Makes field inspection of building construct-
ion,-plumbing, mechanical, or electrical installation in all stages of'
completion in residential, busines§ or public buildings .to insure com-
pliance with applicable building, electric, plumbing, mechanical and

inspections of comPleted work giving approval to adceptable~ structures

DEFINITION
Under direction, to administer the Building Maintenance Program;

Plans, Organizes and directs all routine and major, repairs,
replacements, renovations and maintenance plans to be performed by

Under direction to assist City Manager/Personnel Officer by relieving him of
administrative detail; performs technical and clerical assignments in all areas of '
personnel management; is responsible for directing and coordinating the daily activities
and operation of the Personnel Office; attend meetings of the Personnel Board, and to do
related work as required.. ,
DISTING~JISHING cHARAcTERISTICS
This is a para-professional class.responsible for the daily operations of the
personnel system. The duties and responsibilities assigned to an incumbent in this
class differ £iom those found at the Personnel Clerk level by the difficulty:and
responsibility involved in the independent judgment and technical knowledge required
in public personnel work. Must be available to work evenings and weekends.
:EXAMPLES OF DUTIES:
Plans,.organizes and supervises the daily work of the Personnel Office; plans ~nd
