CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION ADOPTING PRELIMINARY
GOALS AND OBJECTIVES RELATING TO
THE CITY OF 50UTH SAN FRANCISCO
COMMUNITY DEVELOPMENT PROGRA~IS
AND PROPOSED REDEVELOPMENT AGENCY
WHEREAS, various community development needs and opportunities ex-
ist in South San.Francisco; and
WHEREAS, the City intends to study these various needs and opportuni-
ti'es for establishing an effective community development strategy; and
WHEREAS, it is the intent of the City to consider the activation of a
Redevelopment Agency for purposes of completing these studies as set forth in
State law in order to determine whether or not sufficient economic disadvan-

tages exist to formally adopt a project area and commence redevelopment acti-
vities; and
WHEREAS,.certatn Goals and Objectives are necessary to help formulate
this initial process.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South
San Francisco that the following preliminary Goals and Objectives are hereby
adopted-
Goal I-
Create a community development strategy which coordinates many of
the various issues and problems and sets forth long-term objectives
and solutions.
Objective l: To designate a study area which includes and identifies
the major deteriorated areas in need of community
development or redevelopment.
Objective 2- To form a redevelopment agency and adopt redevelopment
plan(s) which have sufficient power to coordinate and
effectively implement a community development strategy.
Objective 3' To identify all of the major problems, issues and
opportunities that a strategy may include.
Objective 4: To identify a Redevelopment Study Area which includes
only those property owners who want to be included in
a possible future Redevelopment Plan.
Objective 5- To request input from all involved or affected property
owners on the preparation of future studies and plans.
Objective 6: To abandon the Redevelopment Agency at any time the
Council determines, that it is not necessary or needed
to implement community development activities or pub-
1 ic improvements
Goal II' Consider all possible financial ramifications of a community
.... development strategy.
Objective l' To analyze the benefits and impact of tax increment
financing for funding major community development im-
provements.
Objective 2: .To secure all available HCDA funds to provide "seed"
money for the development of community development
plans and for the implementation of established goals
and objectives.
'Objective 3-. To designate a Neighborhood Strategy Area to secure
various Federal, State and local funds that may be
available.
Goal III- Ad-~p{ the most advantageous circulation proposals for incor-
poration into the city's circulation element.
Objective l: To formulate the most desirable circulation patterns
which adequately coordinates the proposed circulation
patterns with the existing street system and the
downtown area pl.an.
ObJec. tive 2- To formulate priorities to identify the most important
or immediate circulation needs and to coordinate short
and long-term improvement programs.
Objective.3- To analyze all of the available financing alternatives

to fund these improvements.
Objective 4: To revise the Capital Improvement Program, where neces-
sary, to incorporate the proposed circulation policies
and programs.
Goal IV: Establish the most effective public facilities to service the

need of the community.
Objective l- To formulate priorities to identify the most important - -- public facilities needs of the community.
Objective 2- To analyze all of the available financing alternatives
to fund sewer, water, gas and other major public facili-
ti es needs.
. Goal V;
Establish a land uSe policy for abandoned industrial areas of
the community.
Objectiye l: To coordinate land use regulations with the need for
proper circulation and the availability of public
facilities.
.Objective 2: To insure that future land uses create a climate which
encourages industries and businesses with a high em-
ployment base.
_O~bJective 3: To insure sufficient funding to carry forward with the
establishment of the needed infrastructure improvements.
Objective 4: 'To insure that uncoordinated and ill planned industrial
- redevelopment does not occur and to thereby reduce the
negative ~effects on surrounding existing industrial areas.
_O, bjectiVe 5: To replace congestiOn and inadequate public facilities
to insure that existing businesses and employment centers
are relieved of the burden cost created by such problems..
I hereby certify that the foregoing Resolution was regularly introduced
and adopted by the City Council' of the City of South San Francisco at a
