HomeMy WebLinkAboutReso 146-1978RESOLUTION NO. 146-78 CITY.COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION DECLARING COUNCIL POLICY REGARDING INTERSTATE #380 'ALTERNATIVE 'ROUTE SELECTION WHEREAS, the California Department of Transportation is considering locating and implementing a Non-Freeway facility in San Mateo County between Route I in Pacifica and Interstate 280, and WHEREAS, Cal-Trans has requested the opinion of the City of South San Francisco and other agencies, including the general~public, concerning the most desi rabl e route, and WHEREAS, the City of South San Francisco has determined, by engineering analysis, that the Sharp Park- Westborough alternative. (Cal-Trans A-B, A-C-D, A-C-H-G and A-C-H-F) is the least desirable of all alternatives because the lack of an adequate transportation highway network in North San Mateo County is now causing the traffic volume on the Westborough Boulevard segment to reach its capacity and will exceed capacity as a result of current and planned development within the City of South San Francisco without a needed connection between Route 1 and 1-280, and WHEREAS, none of the suggested alternatives have provided for improVe- ments needed to expand the traffic capacity of Westborough Boulevard or the esti- mates of costs required to provide such improvements, and WHEREAS, the City of South San Francisco analysis has also determined that the Sharp Park - Westborough Boulevard alternative (Cal-Trans A-B, A-C-D, A-C-H-G and A-C-H-F) is less desirable than nine other alternatives because its safety ranking is tenth on a scale of one .to sixteen where one is the safest condition. WHEREAS, other alternate routes will provide more direct access between Pacifica and San Mateo County destinations from San Francisco Inter- national Airport southerly to Redwood City, and will relieve present and future congestion on Westborough Boulevard, and WHEREAS, the more direct routes will provide the safest route for the traveling motorists, reduce energy consumption, lessen air pollution and noise resulting from automotive exhaust emissions and facilitate the accomplishment of regional land use goals and objectives. NOW, THEREFORE BE IT RESOLVED THAT: 1. The City of South San Francisco is unalterably opposed to the inclu§ion of any and all of the Sharp Park Road - Westborough Boulevard alternatives into the State Highway System as a Non-Freeway facility alternative to freeway Inter- state 380. 2. The City of South San F'rancisco strongly urges the California Transpor- tation Commission to designate a less-than-freeway route following the proposed route, of Interstate #380 (Cal-Trans E-G alternative) for inclusion into the State Highway System because this is the most logical 'and best apparent route. 3. The City of South San Francisco requests.the Metropolitian Transport- ation Commission to modify its'transportation'plan to eliminate reference to Sharp Park Road - Westborough Boulevard as an accpetable alternative to 1-380 because new evidence invalidates data upon which basis such planning guides were adopted by the Commission. 4. The City Council authorizes the City Manager to employ professional traffic engineerin§ consultant services to verify the City's findings and to assist in the presentation of evidence to be presented to MTC and Cal-Trans as the need may arise.
