REDEVELOPMENT AGENCY OF THE CITY OF SOUTH SAN FRANCISCO, CALIFORNIA
A RESOLUTION RECEIVING AND AUTHORIZING CIRCULATION OF
DRAFT ENVIRONMENTAL IMPACT REPORT FOR THE SOUTH SAN
FRANCISCO U.S. STEEL PLANT SITE REDEVELOPMENT PROJECTv
AND AUTHORIZING PUBLICATION OF NOTICE OF COMPLET/ON AND
AVAILABILITY OF DRAFT EIR
BE IT RESOLVED by the Redevelopment Agency..of the City of South San
Francisco that:
WHEREAS, the City of South San Francisco has prepared and certified an
environmental impact report on the "Shearwater Project" (State Clearinghouse
Number RPT %P 429 053 690), a proposed master planned mixed use development
which would occupy the area described as the South. San Francisco U.S. Steel
Plant Site Redevelopment Project Area; and c
WHEREAS, the Initial Study of the South San Francisco U.S. Steel Plant
Site Redevelopment Project has determined that the Project location,
boundaries and description of the South San Francisco U.S. Steel Plant Site
Redevelopment Project are identical to the location, boundaries and
description of the "Shearwater Project", and the EIR prepared for the
· Shearwater Project" adequately describes the general environmental setting
of the project, the significant environmental impacts of the project, and
alternatives and mitigation measures related to each significant effect, for
the South San Francisco U.S. Steel Plant Site Redevelopment Project; and
WHEREAS, this Agency has received the Initial Study and concurs with
the determinations contained therein.
NOW, THEREFORE, IT IS FOUNDt ORDERED AND DETERMINED AS FOLLOWS:
1. The Redevelopment Agency intends to use the EIR prepared for the
Shearwater Project as the draft EIR for the South San Francisco U.S. Steel
Plant Site Redevelopment Project, and finds said Draft EIR to be sufficient
to permit adequate evaluation and review of the environmental impact of the
Project
2. The Draft ~IR, in the form attached hereto, is hereby received by
the Agency as the Agency's Draft EIR for said Project for purposes of
circulation for review and comment by public agencies and members of the
public. Such comments shall be received by the Agency at its office until
4:30 p.m. on June 8, 1985.
3. The Executive Director of the South_ San Francisco Redevelopment
Agency is hereby authorized and directed to:
a) file a Notice of Completion with State Clearinghouse in
accordance with Section 15085 of the State CEQA Guidelines (California
Administrative Code);
~) provide for the distribution of the Draft EIR for comment
from public agencies and others as applicable with respect to the Project; and
c) publish notice in the South San Francisco Enterprise Journal
advising the public of the completion and availability of the Draft EIR for
review and comment by the public. Said notice should state that the Agency
intends to use the EIR for the Shearwater Project as the draft EIR for the
South San Francisco U.S. Steel Plant Site Redevelopment Project, and that

the key issues involving the EIR are'whether the EIR should be used for this
project and whether there are any additional, reasonable alternatives or
mitigation measures that should be considered as ways of avoiding or reducing
the significant effects of the project. Copies of the Draft EIR shall be
maintained for public inspection during the comment period from May 9, 1985
through June 8, 1985 at the Agency's office.
I hereby certify that the foregoing Resolution'was regularly introduced
and adopted by the Redevelopment Agency. of the City of South San Francisco at
a Requ]ar meeting held on the 8th day of May , 1985 by the
