CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AMENDING THE SOUTH SAN FRANCISCO
EMPLOYEE CLASSIFICATION PLAN BY THE ADDITION,
DELETION, AND MODIFICATION OF CERTAIN CLASSES
BE IT RESOLVED by the City Council of the City of South San
Francisco that the employee Classification Plan, as amended, is
further amended as follows-
1. To Add Specifications for the Position of:
(a) Director of Community Development; as set forth in Exhibit A
attached hereto.
I hereby certify that the foregoing Resolution was regularly
introduced and adopted by the City Council of the City of South San
Francisco at a regular meeting held on the 18th day of
April , 19 79 , by the following vote;

DIRECTOR OF COMMUNITY DEVELOPMENT (U)
March 1979
DEFINITION:
Under administrative direction, perform difficult and highly responsible
management and technical duties in directing'and administering the activities of
the Department of Community Development; does related work as required.
DISTINGUISHING CHARACTERISTICS:
This. is a high level professional position which requires the incumbent to
personally perform planning and related activities, exercise leadership and
coordinate the City's planning, zoning, 'housing and revitalization/redevelopment
programs. The work is performed under the general pOlicy guidance of~the City
Manager and in accordance with .accepted public administration and planning
standards. General supervision is exercised over the activi'ties of a professional
and technical staff.
'EXAMPLES OF DUTIES AND RESPONSIBILITIES 'iIlluStrative Only):
Plans, organizes, directs,-supervi'Ses and participates in the Community Develop-
ment programs of the City; including current and advance planning, downtown
revitalization, housing and redevelopment functions; responsible for site review;
'--- architectural approval, C.E.Q.A. review, code enforcement, preparation of reports
on land use patterns and updating of the General Plan and related elements,
research 'and development of a comprehensive revitalization/redevelopment effort,
administration of H.C.D.A. Block Grant activities; serves as staff to the Planning
Commission, Chairman of the Design Review Board and C.E.Q.A. Rev'iew Officer, attends
meetings of various public groups; makes presentations, prepares the departmental
budget, presents'recommendations to the City Council; .represents the City on local
and regional planning commii~tees.
REQUIRED ~KNOWLEDGE, SKILLS AND ABILITIES:
Knowl edge of:
Principles and practices of urban .planning and redevelopment and of the
California State Planning Laws, C.E.Q.A., Subdivision Map Act, federal
housing and community development regulations and California Redevelop-
ment Laws;
Basic principles of personnel management and supervision.

Ability to:
Analyze difficult programs and develop a positive course of action;
Demonstrate sound, professional judgment and to reason logically and
think imaginatively and'creatively;

Communicate effectively with others;
Prepare and present clear, concise reports;
Develop good public relations;
~Understand modern site and architectural techniques and design elements
and the practical application of design techniques to current develop-
ments.
MINIMUM QUALIFICATIONS:
Education-
Graduation from an accredited four year college or university with
major work in planning or a closely related field. Master:s degree
preferred.

Experience'
Five years of increasingly responsible municipal or urban planning
experience,, including at least three years in a supervisory capacity,
preferably in a community of comparable size; or any equivalent
experience, education and training which provides the required
knowledge, skills and abilities.
