A RESOLUTION AUTHORIZING EXECUTION OF
PROGRAM SUPPLEMENT NO. 2, WIDENING OF
EL CAMINO REAL··BETWEEN ARROYO DRIVE
AND HICKEY BOULEVARD
BE IT RESOLVED by the City Council of the City of South San
Francisco that'
1. · Execution'Authorized.
Execution of Program ~Supplement No. 2 to Proqram of Local
Agency Federal Aid Urban System Projects in the City of South San Francisco,
dated March 26, 1979 (Agreement No. 04-5177) which is related to the
widening of E1 Camino Real between Arroyo Drive and Hickey Boulevard, a
copy of which is attached hereto as Exhibit "A", is hereby authorized.
2. Signature.
The City Manager is authorized to execute said Supplement
on behalf of the City of South San Francisco, and the City Clerk attest his
signature thereto.
I hereby certify that the foregoing Resolution was regularly intro'
duced and adopted by the City Council of the City of South San Francisco
at a regular meeting held on the 18th day of April
1979, by the following vote-

Local Agency
Pursuant to the Federal Aid for Urban Systems Acts, the '
attached "Program" of Federal Aid Urban System Projects marked
"Exhibit B" is hereby incorporated in that Master Agreement
for the Federal-Aid program which was entered into between the
above'named LOCAL AGENCY and the STATE on February 1¢ 1978,
and is subject to all of the terms and conditions thereof.
The subject program is adopted in accordance with Paragraph 2
of Article II of the aforementioned agreement under authority of
City/~x~X Resolution No. approved by the City Council/
Bo~x~x~x~~X~on (See copy attached).

The State will prepare PS&E, advertise, award and administer the project:' The
City of South San Francisco will reimburse the State for their share of these
costs.
The State will handle all Right of Way acquisition and relocation assistance
payments.
The Local Agency's share of costs for the work requested to be performed by the
State must be deposited with the State prior to the time funds are required to
reimburse the contractor.
The State Highway .matching funds shown above will not be available until or
unless authorized by the California Highway Commission. '
Unless determined"otherwise by San Mateo County's Cooperative Process Committee,
the actual funds for the project will be set up on the basis of contract prices
after the bids for the work have been opened. In awarding., or agreeing, to award
the contract, the City agrees to use maximum Federal Funds based on bid prices
as established in the Detail Estimate and accepts any increase in Local Agency
Funds.
The maximum FAU funds for. Right of Way will be established in the Detail Estimate~
based on appraisal figures.
The use of Federal Funds'for this project is based on this project being part of
the FAU Program for San Mateo County's portion of the San Francisco-Oakland
Urbanized Area.
Should higher, priority projects cause increase or decrease to the Federal funds
available, this project will be financed with the maximum Federal funds available
to the County. '
Should additional Federal Funds become available to the' County, this amount will, at
the City's 'request, be increased to the amount available but not to exceed the maximum
legal Federal pro~ rata share with a corresponding decrease in the matching funds.

11. In accordance with Section 86-2.14A of State Standard Specification for Sesting
controllers, the Local Agency agrees to pay their share of the cost of testing
if performed by the State.
12. The City and State share of matching funds for Construction Engineering, Right'
of Way and Construction will be 100% of the amount remaining after Federal
participation, and 151.3 funds.
13. This agreement supplements FAU Master Agreement No. 04-5177 and pertains to the
FAU involvement in the project. A separate City/State Cooperative Agreement
No. 04-0686-C will govern the sharing of work and costs.
14. Preliminary Engineering costs will be borne by the City and State as per the
County FAU Committee guidelines.

15. A portion of the City funds required to match Federal Highway Funds in the project
will be provided by the State as authorized by Item 151.3 of the Budget Act of
1978 and allocated by the California Transportation Commis'sion.

16. Item 151.3 funds in the project will be limited to the amount shown on Exhibit "B"
- unless additional 151.3 funds become available in which case 151.3 funds will be
limited to the amount required to match Federal funds up to $125~852.
17. The Item 151.3 funds in the project have been set up on~.~the basis of 50% of the
amount required to match Federal funds as per San Mateo County guidelines.
18. After completion of the final cost accounting for a project, any unexpended Item
151.3 funds will revert to (1) the county, allocation provided that the final cost
accounting is Completed before April 1, 1979;~ or (2)the statewide allocation
provided thab the final cost accounting is completed between April 1, 1979 and
June 30, 1979; or (3). to the Item 151'.3 appropriation provided that the .final cost
accounting is completed subsequent to June 30, 1979.

19. The availability of Federal Funds will be subject to. meeting deadlines and/or other
conditions as ma~ be imposed by the Director upon the recommendation of the TOPICS
Advisory committee (Urban System).
