BE IT RESOLVED by the City Council of the City of South San Francisco that the employee Classification Plan, as amended, is further amended as follows: 1. To Add Specifications for the Positions of: (a) Superintendent of Parks and Landscape; as set forth in Exhibit "A" attached hereto; Superintendenl>~m~i. (b). Parks ~aperv~sor; as set forth in Exhibit "B" attached hereto. 2. SUPERINTENDENT OF PARKS AND LANDSCAPE May 1979. .. DEFINITION Under general direction, organizes,~ assigns and supervises the work of employees engaged in the planting, maintenance, and development of City parks, landscape areas and other public facili-' ties; administers and directs,-on a day-to-day basis, the Citywide landscaping program; prepares plan specifications and contracts for specific landscape projects; aha does related work as required. DISTINGUISHING CHARACTERISTICS This pOsition is distinguished from other park supervisory .positions in that it is a division head position involving adminis- trative and supervisory responsibilities, reporting to the Director' of Parks and Recreation and assuming responsibility for the work of the parks.and landscape d%vis~ons including all parks, parkways, and other City landscaped areas. EXAMPLES OF DUTIES -Day-to-day administration of City"s~.landscape and maintenance programs including the public parks and play areas, traffic islands, common greens, and beautification projects; organizes and makes work assignments to. subordinates engaged in landscaping and maintenance of grounds, street trees, and recreation facilities in parks, inspects, evaluates, and reviews-the' work.of subordinates;~.prepares basic land- scape plans for park or maintenance areas for review and approval qf Director; writes plans, specifications, cost' estimates', and contracts relating to ~the design,' installation and maintenance of variOus land- scaped areas; inspects various landscaping projects to insure con- formance with established designs and Standards, inspects to insure that parks and parkway grounds, and other'areas under the scope of the Parks Division are properly maintained; selects trees, shrubs, flowers and grasses to be planted; serves as member of architectural control committee; department liaison to the B~eautification Sub- Committee, and attends various public meetings to provide information relating to the City's overall landscaping program; involved in the recruitment, selection, and training of the Parks division personnel; prepares preliminary budget for Parks and Common Greens Divisions for submittal to Director; conducts special studies and prepares written. and oral reports outlined in the scope of work; and other special assignments as directed. LICENSE Possession of appropriate California Driver's License issued by the State Department of Motor Vehicles; Landscape Contractor's License is desirable. Superintendent of Parks and Landscape - Page 2 DESIRABLE QUALIFICATIONS Knowledge of: Principles and practices of landscape architecture and park construction as applied to the preparation of plans, specifications and contracts in a municipal setting; Characteristics of various plant life; Methods, materials and equipment used in the maintenance and repair of park and recreational facilities; Principles and techniques of management, supervision, and training; Safe Working practices. and Ability to: Plan, organize and supervise the work'of subordinate park personnel; Provide appropriate advice and assistance on park and recreation maintenance and repair problems to obtain effective resultS'; Prepare landscape designs, plans, cost estimates, and specifications; Interpr~ and work from blueprints, diagrams, and sketches; Direct and inspect the technical details involved in landscape work; Coordinate various landscaping projects with other City and public officials and personnel; Keep accurate records and prepare clear and concise oral and written reports; Establish and maintain cooperative working relation- ships with municipal officials and the general public. and Education: Equivalent to graduation from an accredited four year college or university with a degree in horticulture, landscape architecture, or related field. (Additional qualifying experience may be substituted for up to two (2) years of the required education on a year for year basis for those who possess a Landscape Contractor's License.) Experience: Five years of increasingly responsible experience in park maintenance, including two (2) years in planning and directing a landscape/maintenance program with direct supervision over a working crew. City of' South San Francisco PARK SUPERVISOR May 1979 DEFINITION Under direction, assists in. organizing, scheduling and super- vising the work of employees engaged in the planting, maintenance and capital improvements of City parks, landscape areas, and other public facilities; and to do related work as required. EXAMPLEs OF DUTIES Assists in the planning, coordinating and supervision of the City's park cre~s, plans and directs the crew leaders in the mainte- nance programs including the public parks and play areas, traffic · islands and medians, and facility landscape; schedules and assigns work to subordinates engaged in the maintenance of City grounds and recreation facilities, inspects, evaluates, and reviews'the work of subordinates; complies with plans, specifications and cost estimates relating to the design, installation, and maintenance of City park and landscape areas; inspects to insure that parks and parkway grounds and other areas under the scope of the parks maintenance division are properly maintained; participates in the s.election of shrubs, trees, flowers, and grasses to be planted; attends various public meetings upon request to provide 'information relating to the City's overall park maintenance program; assists in the training of parks division personnel and solves difficult problems encountered by the work crews; assists in the preparation of the preliminary budget for Parks Maintenance Division; conducts special studies and prepares reports orally and in writing; keeps records as required; and other special assignments as directed.
