CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AUTHORIZING THE DIRECTOR OF
PUBLIC SERVICES REGARDING INTERIM REGULA-
TIONS FOR JOINT SEWER PLANT SLUDGE REMOVAL
(TILLO)
WHEREAS, the Cities of South San Francisco and San Bruno (hereinafter
designated as "Cities") and Tillo Products Company, P. O. Box 2252, South San
Francisco, California (hereinafter designated "Tillo") entered into an Agreement
on January 22, 1979 entitled "Agreement, Sewer Treatment Plant Sludge Removal"
(hereinafter designated "Agreement"), and
WHEREAS, "Tillo" has caused to be prepared a report entitled "Draft Report,
Tillo Products Company Composting System Evaluation", dated November 19, 1979,
and prepared by Waste and Water International, 319 Eleventh Street, San Francisco
(hereinafter designated "Report"),
WHEREAS, said "Report" proposed some modifications in procedure, equipment,
facilities' and other matters relating to the composting operation, and
WHEREAS, "Cities" and "Tillo" desire to provide for interim procedures
regarding the sludge removal pending implementation of those modifications deemed
desirable, and
WHEREAS, "Cities" desire to have the sludge and other waste continuously
removed in such a manner as to enable efficient operation and maintenance of the
plant and to protect the public health and welfare,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San
Francisco that:
1. Director of Public Services Authorization.
The Director of Public .Services is authorized to compose and administer

interim regulations for the conduct of the sludge removal function at the Joint
Sewer Treatment Plant, basing, said regulations on the applicable provisions of
the "Agreement" (including Exhibit "A" which contains the Technical Appendix
for Removal of Sludge and the California Regional Water Quality Control Board
of San Francisco Bay Region Waste Disposal Requirement Order No. 78-78) and
reconciled with the applicable provisions of said "Report."
2. Purchase Orders.
The Director of Public Services is authorized to issue Purchase
Orders for Tillo services on a month to month basis, commencing on the 1st
day of January , 19 80 , and ending on the 31st day of December ,
19 82 in accordance with the interim regulations so composed at a cost not
to exceed ten thousand Dollars per month.
3. Bay Area Pollution Control Regulations.
The interim regulations, in addition to the other matters required
above, shall contain provisions requiring "Tillo" to conduct operations in such
a manner as to comply With the Bay Area Pollution Control regulations.
4. Acceptance by "Tillo'"
"Tillo" shall be furnished a copy of the interim regulations, and
each Purchase Order~shall reference the interim regulations and require acceptance
in writing endorsed on said Purchase Order by "Tillo" accepting said order
based on the interim regulations.
I hereby certify that the foregoing Resolution was regularly introduced
and adopted, by the City Council of the City of South San Francisco at a
reqular meeting held on the 19th day of December , 1979 ,
