A RESOLUTION OPPOSING USE PERMIT APPLICATION
FOR THE DRUG REHABILITATION FACILITY AT 355
DORADO WAY AND 350 ALTA VISTA DRIVE (NANCY
NUTTING PROPERTY)
WHEREAS, the City Council of the City of South San Francisco has
received and reviewed the Staff Report, dated March 5, 1980, a copy of which
is attached hereto as Exhibit "A", and
WHEREAS, the City Council of the City of South San Francisco has reviewed
the use permit application for said facility forwarded by letter, dated
January 2, 1980, from the County of San Mateo Department of Environmental
Services, which is attached hereto as Exhibit "B", and
WHEREAS, the establishment, maintenance and operation of the proposed
facility and the use of the premises, as proposed, will be detrimental to the
health, safety, peace, morals, comfort and general welfare of persons residing
or working in the neighborhood of the proposed use and will be detrimental
or injurious to the property and improvements in the neighborhood and the
general welfare of the City, and
WHEREAS, the proposed use is not compatible with the single.-family
residential nature of the neighborhood and further will impose traffic,
personal safety and other impacts which will adversely affect the neighborhood
and the orderly development thereof, and
WHEREAS, the proposed use is not compatible with the current pre-zoning
and General Plan proposals being considered for the Country Club Park
Annexation area;

NOW, THEREFORE, BE IT RESOLVED by the City CoUncil of the City of South
San Francisco that the City of South San Francisco is. opposed to the grant of
the use permit application for the Drug Rehabilitation Facility at 355 Dorado
Way and 350 Alta Vista Drive (Nancy Nutting Property) as applied for by the
Community Service Center of Help, and does further request that the Planning
Commission and/or other agencies of San Mateo .County concerned therewith
deny the use permit, and
BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded to
the San Mateo County Planning Commission, the San Mateo County Department of
Environmental Services and other agencies deemed advisable by the City Manager
and the Director of Community Development.
I hereby certify that the foregoing Resolution was regularly introduced
and adopted by the City Council of the City of South San Francisco at a
regular meeting held on the 5th day of March , 19 80 ,

It is rended that the City Council adopt a resolution rec0mnending to the San
County Planning Omuuission' that the above Use Permit Application be denied.
DISCX~SION:.
The above application will be considered by the San Mateo County Planning 'comnission at
a special public hearing to be held at 7.-30 p.m. Wednesday, ~.~arch 12, 1980 at the South
San Francisco High School Auditorium.
The .proposed dnlg rehabilitation facility 'is intended to be an o~ernight drug rehabilita-
· ~!on center for approximately 76 persons. An additional 45 outpatients will be served
:tween the hours of 8'30 a.m. and 6' 30 p.m., Mondmy through Friday. Staff is concerned
mt this facility will not be compatible with the surrounding single-family residential
area and will cause traffic, personal safety, and other problems in this particular area
in the future. Farther, the proposed use is contrary, to current pre-zoning and C~neral
Plan proposals being considered for the Country Club Park Annexation area..
According t° ,Matthew Greer, the founder of the Conmmmity Service Center of Help, the'
drug treatment program proposed for this site is a new one. To my knowledge, this pro-
_gram has not yet been instituted in any area of the County or region, Since CSCH does
not now have an established facility or-positive "track record", it is both unfair and
irresponsible to locate this "test facility" in the middle of an established single-.
family residential area of our City. -...

Staff agrees that poly drug abuse is a serious problem in our society and new programs
and approaches are needed to address this problem. We feel, however, that this is not
the proper location for such a facilitY. Unused space in a County or State Hospital
~ould seem to be a more appropriate location for this first "CSC~r' facility.

C$CI1 offers a 'wide range of rehabilitation services to the O, rug el~user
~.htch will be availal,le to the participants of this i~roject. Basic-
ally these services fall under t:-~o major categories ~,'hich are drug
treatment service, (i.e., medical, Co~nseling, recreational, thera-
peutic) and st:pport services, (i.e.": legal aid, child care, parent
training, educatinnal and career colJnseltng, etc.) These services
will be incorporated into five phases, nf pre;qra~ operatiorl ~:hich
include' an inta~,e phase; an isolation period during ~ich patients
the residential prngram will not he allo:.~ed social contact ~ith
or friends; a phase devoted to c£~enttng progress; an additional
treatment ~erlod and reentry phase; an,d a final phase during ~-~hich

and her children during the major treatnent ?.base, a significantly

control is not in effect (reSidential verse,s outpatient group com..-
parisen study).
l'nat the ,family therapy treatment a?proach ~.,qth t}:e intact nuclear
family of the female l~olydrug abuser ~.~ill have a significant
impact on t}~e number of treatment variables :-~hen c~.~.sared ~:ith
treat~ent approaches not involving the family as a ~.~ole.
l~easurement criteria to be employed include drug dependence of the
female polydrug abuser and her family, parenting capabilities of
the fe~..ale polydrug abuser, family relationships, psych6social
gro;~h and develoF~...ent of children, social adjust..qent, vocational-
/educational stat~Js, child abuse and neglect, and reentry.
4. That families under treatment ~ill exhibit' marked medical and
psychological improved, ants in functions, for example, less separa-
tion, mere positive family interaction, less child abuse and
neglect resulting in i~:~proved social and intellectual develo~?~,..ent

'The specific instru~.ents to be use_d_.includ~L: a series of psychological
tests and other monitoring measurements ~:.~tch will I:e administered to
mr=~bers of all ccx.~partson gro~ps. Children will be tested as ~ll
their parents. All psychological tests to he used are standardized
and seek to measure develoi~aent (physical and psychological) abili-
ties, aptitu.:Ies, and personality. !~t intel:e, data on the l~istory of
drug abuse, em?loyr.,ent, legal problems and fal.sily history of
f~qale polydrug abuser ~.~ill be taken. Each participant in the two
CSCli gro',~ps will receive a c~,~.~prehensive :edical examination, and the
results v.'ill, be recorded along ~.~ith the c~.sp!ete medical history-
