It is rended that the City Council adopt a resolution rec0mnending to the San County Planning Omuuission' that the above Use Permit Application be denied. DISCX~SION:. The above application will be considered by the San Mateo County Planning 'comnission at a special public hearing to be held at 7.-30 p.m. Wednesday, ~.~arch 12, 1980 at the South San Francisco High School Auditorium. The .proposed dnlg rehabilitation facility 'is intended to be an o~ernight drug rehabilita- · ~!on center for approximately 76 persons. An additional 45 outpatients will be served :tween the hours of 8'30 a.m. and 6' 30 p.m., Mondmy through Friday. Staff is concerned mt this facility will not be compatible with the surrounding single-family residential area and will cause traffic, personal safety, and other problems in this particular area in the future. Farther, the proposed use is contrary, to current pre-zoning and C~neral Plan proposals being considered for the Country Club Park Annexation area.. According t° ,Matthew Greer, the founder of the Conmmmity Service Center of Help, the' drug treatment program proposed for this site is a new one. To my knowledge, this pro- _gram has not yet been instituted in any area of the County or region, Since CSCH does not now have an established facility or-positive "track record", it is both unfair and irresponsible to locate this "test facility" in the middle of an established single-. family residential area of our City. -... · . · Staff agrees that poly drug abuse is a serious problem in our society and new programs and approaches are needed to address this problem. We feel, however, that this is not the proper location for such a facilitY. Unused space in a County or State Hospital ~ould seem to be a more appropriate location for this first "CSC~r' facility. I am attaching, for your review, copies of material which relate to the proposed appli- cation. ~.{ost of this material has been provided me by the County Planning Staff. C.
