CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION REGARDING THE PROTECTION OF
ENDANGERED SPECIES ON SAN BRUNO MOUNTAIN
WHEREAS, the City of South San Francisco was advised of the United States
Fish and Wildlife Service's proposal to designate the Callippe Silverspot
Butterfly as an endangered species and establish a critical habitat on certain
portions of the San Bruno Mountain in San Mateo County; and
WHEREAS, approximately 225 acres of privately owned land along the south
slope of San Bruno Mountain has been designated on the General Plan for San
Mateo County for future residential, commercial, industrial and public uses and
extensive environmental concerns were addressed when said General Plan was
formulated and approved; and
WHEREAS, there is a substantial amount of land in public ownership on
San Bruno Mountain which can be designated as a critical habitat for the
Callippe Silverspot Butterfly; and
WHEREAS, the City of South San Francisco has embarked on a redevelopment
program which will generate in excess of 7,000 new jobs in the City, and new
housing will be needed in close proximity to the project area to accommodate
some of these new workers; and
WHEREAS, there is a critical shortage of affordable housing in San Mateo
County, and the inclusion of the privately owned land along the south slope in
a critical habitat designation would hinder the development of needed affordable
housing in this area and adversely affect the City's Gateway Redevelopment Project

and the potential for new industrial and commercial growth in the City in the
future; and
WHEREAS, inclusion of the privately owned land immediately adjacent to
the City of South San Francisco within the critical habitat boundaries may
seriously jeopardize the Hillside Boulevard Extension Project which is needed
to eliminate major traffic safety problems in the northern portion of the City
of South San Francisco; and
WHEREAS, the proposed critical habitat boundaries appear to be somewhat
arbitary in their location as related to the more precise butterfly habitat
locations.
NOW, THEREFORE BE IT RESOLVED that the City acknowledges environmental
concerns in this area and will be sensitive to the survival of the Callippe
Silverspot Butterfly and other species of insects, animals, and plant life
in the development of plans for any residential, commercial or industrial
development along the south slOpe of San Bruno Mountain; and
BE IT FURTHER RESOLVED that the City of South San Francisco urgently
requests the United States Department of the Interior, Fish and Wildlife
Services to give full consideration to the needs of the local community in
its final designation of critical habitat boundary lines; and
BE IT FURTHER RESOLVED that the City Council also requests the Department
of the Interior to provide technical assistance to the agencies and parties
responsible for any development on San Bruno Mountain so that effective mitigation
can take place to adequately protect any endangered species while allowing for
needed development in the area.

I hereby certify that the foregoing Resolution was regularly introduced
and adopted by the City Council of the City of South San Francisco at an
adjourned meeting held on the 23rd day of April, 1980, by the following
vote:
