'WHEREAS, the Council, pursuant to the Government Code of the State'of California, duly set a hearing thereon for the '7th day of May .. , 19~0 , notice of which was published in the "Enterprise-Journal," a newspaper of general circulation printed and circulated in the City of South San Francisco, and which date of publication was more than .ten (10) days prior to the .date set · for said hearing, and the affidavit of said publication is on file in the office of the City Clerk, and ( WHEREAS, the Council did hold said hearing on said date and did there- upon consider said amendment and the statements and communications .made at said hearin§; iqOW, THEREFORE, IT IS ORDERED THAT: 1. RESOLUTION NO. 2268 -r A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF. SOUTH SAN FRANCISCO RECOMMENDING THAT TIlE CITY COUNCIL AMEND THE LAND USE ELEMENT OF THE GENERAL PLAN TO PROVIDE A RURAL RESIDENTIAL LAND USE DESIGNATION AND APPROVE NEGATIVE DECLARATION NO. 259 - . WHEREAS, on March 25, 1980, the Planning Commission held a public- · hearing to consider the proposed Rural Residential' land use designation of the · · General Plan; and · . WHEREAS, a Planning Commission Subcommittee and the Country Club Park Subcommittee have met and discussed this proposed General Plan designation-and related prezoning'classifications for the Country Club Park area; and WHEREAS, the Planning Commission considered all available evidence . . and took any public testimony at the public hearing; and WHEREAS, the Planning Conmission made .the following findings- 1. That the proposed. Rural Residen't'ial land use designation is consistent with the Updated General Plan of the Ci. ty of South San Francisco. 2. That the proposed land use designation will be beneficial to the health, safety, .peace, morals,· comfort and general welfare of persons residing in the neighborhood ~.~here such · designation is proposed. ~3. That the designation will not be detrimental or injurious to the property and improvements in the a~fected neighbor-' hood and to the general ~,lelfare of the City. 4. That a Negative Declaration has been prepare'd in accordance with the California Environmental quality Act of 1970, as amended. 5. That this amendment of the General Plan complies ~.lith the procedures and requirements set forth.by the Planning and Zoning Laws of the State of California and City of South San Francisco. The following land use designation is hereby amended to the Land Use Element of the General Plan of the City of'South San Francisco- Rural Residential_- Approximately one dwellin§ unit per gross acre. This land use designation is intended to preserve single-family resi- dential areas such as the Country Club Park area which is rural in character'and which contains lot sizes §enerally in excess of three quartemof one acre. This designation would .encourage the preserva- tion~-of.a§ricUltural and plant nursery uses and would allow the keep- ing, for non-commercial purposes, of certain farm animals, poultry, and birds on single-family residential lots subject to minimum health and lot area requirements.
