CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AMENDING THE SOUTH SAN FRANCISCO
EMPLOYEE CLASSIFICATION PLAN BY THE ADDITION,
DELETION AND MODIFICATION OF CERTAIN'CLASSES
BE IT RESOLVED by the City Council of the City of South San Francisco
that the employee Classification Plan, as amended, is further amended as follows:
1. To Add Specifications For The Positions Of:
(a) Police Operations Analyst (U); as set forth in Exhibit "A"
attached hereto;
(b) Operations Supervisor (Water Quality Control Plant); as set
forth in Exhibit "B" attached hereto;
(c) Maintenance Supervisor (Water Quality Control Plant); as
-' 'set forth in Exhibit "C" attached hereto;
(d) Assistant Mechanic/Machinist (Water Quality Control Plant)
as set forth in Exhibit "D" attached hereto.
2. To Modify Specifications For The Positions Of:
(a) Fire Battalion Chief; as set forth in Exhibit "E" attached
hereto;
(b) Fire Marshal (U); as set forth in Exhibit "F" attached herero;
(c) City Librarian (U); as set forth in Exhibit "G" attached hereto;
(d) Water Quality Control Plant Superintendent; as set forth in
Exhibit "H" attached hereto.

POLICE OPERATIONS'ANALYST (U)
DEFINITION:
Under supervision, to be responsible for overseeing the operations of a police
computerized information system; providing analytical reports concerning the
effectiveness and efficiency of Police Department operations; assisting in the
on-going operations of the Crime Analysis function; and to do related work as
required.
EXAMPLES OF DUTIES:
Maintains, updates and purges existing police computer files, refines existing
computer usages and develops new applications for police computer operations;
trains police personnel in the use of existing and new computer applications;
analyzes information concerning police operations; prepares reports and develops
recommendations for improving departmental effectiveness and efficiency; reviews
existing police policies and procedures and makes recommendations for improving
same; participates in Police Department Staff Meetings and regularly reviews
information concerning criminal activity and assists police personnel in analyzing
this information.
LICENSE:
Possession of an appropriate California Operator's License issued by the State'
Department of Motor Vehicles.
DESIRABLE QUALIFICATIONS:
Knowl edge of:
Principles of systems analysis; analytical techniques useful in the collection
of statistical data and preparation of statistical reports; general familiarity
with the principles and operations of electronic data processing equipment in a
law enforcement enVironment;
and
Ability to: ,
Collect and analyze raw data; prepare concise management reports, utilizing
charts, graphs and tabulations; and communicate well in both written and
oral form;
and
Experience: .
Three (3) years of increasingly responsible experience with a local criminal
ju'stice agency involving the planning, management and/or analysis functions;
and
Education:
Equivalent to a four-year college degree, preferably in justice administration,
~.public administration, business administration, economics or related fields.
Additional years of specified experience, beyond the minimum required above,
may be substituted on a one-to-one basis, for up to two (2) years of the
education requirement.

OPERATIONS SUPERVISOR
(Water Quality Control Plant)

DEFINITION:
Under direction, to supervise and participate in the operation of the Wastewater
Treatment Plant and related facilities; and to do related work as required.
EXAMPLES OF DUTIES:
Supervises and participates in the operation of the Water QualitY Control Plant;
assists the Superintendent in assigning and coordinating the operation activities
of the Water Quality Control Plant and pumping stations; assists in establishing
a preventive maintenance program for the Water Quality Control Plant and pumping
stations; trains personnel in the proper operation of the Water Quality Control
Plant and related facilities; makes recommendations on the types and kinds of
equipment needed for Treatment Plant maintenance and repair; estimates and
schedules work to be done; prepares necessary, reports on Plant functions and
activities; instructs subordinates in proper Plant operation and maintenance;
insures that proper safety procedures are followed; checks and answers complaints
regarding. Treatment Plant facilities; supervises and evaluates subordinates;
relieves Superintendent during the latter's absence.
LICENSE:
Possession of an appropriate Cal.ifornia Operator's License issued by the State
Department of Motor Vehicles. A Grade'III Certificate issued by the State
Division ~of Water Quality Control.
DESIRABLE QUALIFICATIONS:
Knowledge of:
Equipment, methods and techniques used in the operation and maintenance
of a sewage treatment plant facility; operation of pumps, motors and
related equipment, and of the proper methods of lubricating and main-
taining plant equipment; sewage treatment processes, and the tests used
in checking the effectiveness of such processes; principles of employee
supervision; safe work practices;
and
Ability to:
Read and interpret guages and recording devices reflecting plant operations;
'perform repairs and adjustments to mechanical and electrical equipment; keep
records and prepare clear and concise reports; train and supervise subordinate
personnel; establish and maintain coop.erative relationships with those contacted
in the course of work;
and
OPERATIONS SUPERVISOR
Experience:
Three (3) years of increasingly responsible experience in the operation
of a sewage treatment plant;
and
Education:
Equivalent to completion of the twelfth grade. (Additional qualifying
experience may be substituted for the education on a year-for-year basis).

MAINTENANCE SUPERVISOR
(Water Quality Control Plant)
DEFINITION:
Under general direction, to supervise and participate in the Plant maintenance
program and supervising Plant maintenance personnel.
EXAMPLES OF DUTIES:
Plans,'directs, 'coordinates and participates in the maintenance and care of
equipment at the Water Quality Control Plant, the pump stations, the buildings
and grounds; maintains a records file of all maintenance, lubrication and
repairs; diagnoses mechanical problems and makes adjustments and repairs as
needed; maintains work schedule and time records for all plant maintenance
personnel; makes weekly work reports and other reports as required by the Water
Quality Control Plant Superintendent; prepares and submits to the Superintendent
a work program for the Plant maintenance section; plans and directs safety and
training programs; supervises and evaluates subordinate personnel; other related
duties as may be assigned.
LICENSE:"

ASSISTANT MECHANIC/MACHINIST
{Water Quality Control Plant)
DEFINITION:
Under general supervision, to perform a variety of semiskilled and skilled
mechanical and machinist work on Treatment Plant and Pumping Station equipment
and facilities; and to do related work as required.
EXAMPLES OF DUTIES:
Inspects Treatment Plant equipment and facilities to locate needed r. epairs and
maintenance; installs, services and maintains a variety of Treatment Plant
equipment including pumps, pipelines, valves and other types of stationary
machinery and equipment; employs mechanic's tools, welders, pumping tools and
machinist tools to fabricate, rebuild, strenghten and maintain various parts
and pieces of Plant equipment; fabricates, assembles and installs special
structures and equipment as needed; repairs and replaces pipes, valves,
fittings and other related plumbing equipment;· makes repairs to electrical
equipment, including their rewiring and replacing of defective and worn parts;
may assist Water Quality Control Plant Operator during vacations and emergencies.
LICENSE:
Possession of an appropriate California Operator's License issued by the State
Departmen..t of Motor Vehicles.
DESIRABLE QUALIFICATIONS:
Knowledge of:
Methods, tools and equipment used in mechanical maintenance and repair work;
operation and maintenance of Sewage Treatment Plant and related facilities;
safe work practices;
and
Ability to:
Detect and take appropriate action to correct mechanical faults and failures;
Perform a wide variety of mechanical maintenance work; use required tools and
equipment skillfully and safely; work from sketches and blueprints; understand
and carry out oral and written directions; establish and maintain cooperative
relationships with those contacted in the course of work;
and
Experience:
Three (3) years of experience in the maintenance and repair of a wide variety
of mechanical-equipment and machinist work;
and
Education:
Equivalent to completion of the twelfth grade. (Additional qualifying
experience may be substituted for the education on a year-for-year basis).

FIRE BATTALION CHIEF

DEFINITION
Under direction, to have responsible charge of either the Suppression
Division, Training Division or other administrative function as needed; to
assist in planning, assigning and coordinating the activities of the Fire
Department; and to do related work as required.
DISTINGUISHING CHARACTERISTICS
Positions in this class are assigned responsibility for directing and
coordinating the activities of either the Suppression Division, Traini-ng Pro-
gram, or other administrative functions as needed on an assigned shift or
forty hour work week. Incumbents may also assume responsibility for all
departmental activities in the absence of the Fire Chief and the Assistant
Fire Chief.
EXAMPLE OF DUTIES
Plans, directs, and coordinates the activities of all fire fighting.
personnel and units on an assigned shift; when assigned to the Training
Division, develops, administers, coordinates and supervises the training
of all dep. artmental personnel; confers as necessary with company officers
regarding the activities of the various units; periodically inspects fire
fighting personnel and equipment on assigned shift; responds to fire alarms
with appropriate personnel and equipment; supervises fire control work un-
less relieved by a superior; provides overall direction and detailed instruction
to subordinates and may personally assist in the work of extinguishing fires
and in performing related lifesaving and property protection Work; maintains
discipline and determines that rules are observed and orders properly executed
during emergencies; supervises the maintenance and care of Fire Department
property and equipment; directs subordinate personnel in conducting scheduled
~test~ and inspections of fire fighting equipment; keeps detailed records and
prepares required reports; assists in the preparation of the annual budget
and the control of budget expenditures; answers requests for information and
maintains effective public relations that may include addressing public
gatherings.
LICENSE
Possession of an appropriate California operator's license issued by
the State Department of Motor Vehicles.

FIRE MARSHAL (U)
DEFINITION:
Under direction, to have responsible charge of the Fire Prevention Bureau in
providing engineering, education and enforcement expertise and activity in
areas relating to Fire Code development and application, public education in
areas of fire prevention and safety; enforcement of applicable fire safety
codes including, but not limited to, arson investigation and criminal proceedings.
May participate, assist or supervise fire suppression activities. Performs such
other related work as assigned by the Fire Chief.
DISTINGUISHING CHARACTERISTICS:
Positions in this class are assigned responsibility for directing and coordinating
the activities of the Fire Prevention Division. Incumbents may also assume respon-
sibility for all departmental activities in the absence of the Fire Chief and the
Assistant Fire Chief.
EXAMPLES OF DUTIES:
Checks building plans; "built-in" fire protection plan checks; fire warning systems;
fire alar~ systems; fire hydrant systems; permits for systems and storage; building
construction materials; vehicular travel patterns and needs; inspects commercial
and industrial buildings, schools, public assembly buildings and related structures
and facilities. Develops fire prevention expertise of "line personnel;" develops
inspection programs for "line personnel" in industrial, commercial and reSidential
sectors of the community; coordinates fire prevention demonstrations and talks by
"line personnel;" addresses groups on fire prevention matters. Develops fire
investigation expertise of "line personnel;" investigates fires and pursues the
criminal process; investigates complaints by citizens and other City departments
relating to fire and safety hazards; confers with property owners and other
interested citizens concerning fire safety laws and regulations; "Abatement Notice"
process. May participate, assist or supervise fire suppression activities.
LICENSE:
Possession of an appropriate California Operator's License issued by the State

a combination thereof;

Equivalent to completion of the twelfth grade, supplemented by courses
in fire science and fire prevention.

DEFINITION:
CITY LIBRARIAN (U)
Under administrative direction, to plan, organize, direct and participate in
the activities of the City Library; to perform professional library work; and
to do related work as required.
DISTINGUISHING CHARACTERISTICS:
This is a high level position which requires the incumbent to personally perform
professional librarian and related activities, exercise leadership and coordinate
the City's library programs. The work is performed under the general policy
guidance of the City Manager and in accordance with accepted public administration
and library administration standards. General supervision is exercised over the
activities of a professional and supporting staff.
EXAMPLES OF DUTIES:
Plans, organizes, directs and coordinates the City library program; develops and
coordinates plans for new or revised library~ervices; studies and evaluates the
effectiveness of library services; prepares and administers the library budget;
meets the Library Board to discuss library program activities and related matters;
keeps informed oftrends on library administration, library practices and the
publishing industry; analyzes available sources and supervises the selection of
books and other library materials for purchase; attends.conferences of professional
librarians; selects, trains and evaluates the work of library employees; prepares
and submits recurring and special reports concerning library activities; supervises
and participates in the program publicizing library services and activities.
DESIRABLE QUALIFICATIONS:
Knowledge of:
Modern library organization, objectives, services and their application to
the City library program; business management of a city library including
budget preparation and control; books, sources, bibliographies, reference
materials, cataloging, registration and circulation procedure;
and
Ability to:
. Plan, coordinate and direct the services of the City library; establish
and maintain effective library policies and services; prepare annual
budget estimates and maintain effective budgetary control; promote
community interest and enthusiasm in library services; write clear and
'comprehensive reports; establish and maintain cooperative relationships
with those contacted in the course of work;
and
City Librarian (U)
Experience:
Five (5) years of increasingly responsible experience in professional
library work in a library of recognized standing, including at least
three (3) years of supervisory or administrative experience;
and
Education:
Equivalent to graduation from an accredited four-year college or
university, supplemented by completion of a prescribed course in
Library Science at a library school accredited by the American
Library Association.

Possession of an appropriate California Operator's License issued by the State
Department of Motor Vehicles.

WATER QUALITY CONTROL'PLANT SUPERINTENDENT
DEFINITION:
Under administrative direction of the Director of Public Services, plans and
directs the work of the Water Quality Control Plant; is responsible for the
operation and maintenance of the Plant, pumping stations, outfall sewer; for
administering the industrial waste charges and laboratory; and performs related
work as required.
EXAMPLES OF DUTIES:
Plans and directs, through subordinate supervisors, the operation of the Treatment
Plant, pumpdng stations and outfall sewer; the necessary laboratory analysis and
measures to insure adequate treatment of waste water under both regular and
emergency conditions; all preventive maintenance and repair to treatment and
pumping stations and related facilities; arranges all repairs or improvements
necessary to the waste water facilities; plans and prepares an annual budget;
administers the schedule of charges for industrial waste and sewer use fees;
acts as City representative in contacts with the pubilc, industries, cities
and other governmental organizations in matters related to waste water treatment
and disposal; administers the training and safety program for division employees
and directs preparation of routine and special reports to reflect waste water
treatment, operating conditions' and all related problems.
LICENSE:
Possession of an appropriate California Operator's License issued by the State
Department of Motor Vehicles. Possession of Grade IV Waste Water Treatment
Plant Operator's Certification issued by California State Water Resources
Control Board.
DESIRABLE QUALIFICATIONS:
Knowl edge of:
Principles, techniques and equipment used in the operation and maintenance
of a sewage treatment plant facility; principles and objectives of laboratory
analysis for treatment and process control; principles of organization,
supervision and.employee training;
and
Abil.ity to:
Effectively plan, organize and direct a program relating to the operation
and maintenance of the Sewage Treatment Plant and related facilities;
develop and install improvements in organization and work procedures; make
laboratory tests and analyze and interpret results; read and interpret
gauges and other recording devices; supervise and instruct subordinate
plant personnel; keep accurate operational records and prepare reports;
establish and maintain cooperative relationships with those contacted in
the course of work;
Water OUalitY control Plant Superintendent
Experience:
Five (5) years of increasingly responsible experience in the operation
and maintenance of waste.water treatment plant facilities, including
two (2) years of experience in a supervisory capacity;
and
Education:
Equivalent to graduation from an accredited four-year college or
university in engineering, physical science or related field; or
an equivalent combination of education and experience.
