HomeMy WebLinkAboutReso 124-1980 RESOLUTION NO. 124-80 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, SLATE OF CALIFOENIA A RESOLUTION APPROVING GENERAL PLAN AMENDMENT GP 80-13 PURSUANT TO PLANNING COMMISSION RESOLUTION NO. 2274 - ADOPTED THE 23RD DAY OF SEPTEMBER, !980 WHEREAS, the proposed amendment (GP 80-13 ) to the City's General Plan is setlforth in Resolution No. 2274 of the Planning Commission entitled ResolUtion of the Planning'Commission of the City of South San Francisco recommending that the City.Council amend the General Plan tO change the Heavy Industrial designation to Heavy Commercial and add a new local arterial on property located between E. Grand Avenue and Oyster Point Boulevard, easterly of the Southern Pacific Railroad Company right-of-way and approve Negative Declaration No. 279. attached hereto as Exhibit A, and WHEREAS, on. th~ 23rd day of September , 19~80 ,, by Resolution .. Octo. ber. 19 80, notice of Which was published in the "Enterprise-Journal,;' a newspaper . · of genera] circulation printed and circulated in the City of South San Francisco, and which date of' publication was more than ten (10) days prior to the date set for said hearing, and the affidavit of sa~d publication is on file fn the off~ce of the City Clerk, and WHEREAS, the Council did hold said hearing on said date and did there- upon consider said amendment and the statements and communications made at said hearing; NOW, THEREFORE, IT IS ORDERED THAT: 1. The Council hereby adopts as an amendment to the City's General Plan the amendment recommended by the Planning Commission in Resolution No. · .,~, 2274 , designated GP-80-13 , as set forth in Exhibit A attached hereto, thereby establishing the recommended land use designation for the parcel therein described. 2. This language is to be · in addition to existing language now appearing on page 32, and ~esumes a simultaneous amendment of the General Plan Map per the map attached to Staff Report dated September 9, 1980, sub- ject: General Plan Amendment for Gateway Redevelopment Project/ GP-80-13: A third heavy commercial area is shown eas{ of the Bayshore Freeway. between Oyster Point Boulevard and East Grand Avenue. '15th day of October ..... , 1980 (GP-~IO-] 3) RESOLUTION NO. 2274 RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SOUTH SAN FRANCISCO RECOMMENDING THAT THE CITY COUNCIL AMEND THE GENERAL PLAN TO CHANGE THE HEAVY INDUSTRIAL DESIGNATION TO HEAVY COMMERCIAL AND ADD A NEW LOCAL ARTERIAL ON PROPERTY LOCATED BETWEEN E. GRAND AVENUE AND OYSTER POINT BOULEVARD, EASTERLY OF THE SOUTHERN PACIFIC RAILROAD 'COMPANY RIGHT-OF-WAY AND APPROVE NEGATIVE DECLARATION NO. 279 WHEREAS, the Planning Commission held public hearings on the proposed General Plan Amendment on September 9, 1980, and September 23, 'i980; and WHEREAS, the Planning Commission made the following findings: 1. That a Heavy Commercial Designation on the Land Use Element for the subject area is a desirable and appropriate classification and would not be detrimental to the surrounding properties and improvements. 2. That the proposed Amendment to add a new north/south Local Arterial through the subject property is consistent with~the Circulation Element of the General Plan and would assist in improving the traffic flows in this area. 3. That the proposed Amendment would not be adverse to the health, safety, general welfare, peace, morals, comfort of the persons working or residing in the Community. 4. That a Negative Declaration has been prepared in accordance with the California Environmental Quality Act of 1970, as amended. 5. That general mitigation measures have been included and specific mitigation measures will be provided in the Environmental Impact Report being prepared for the Gateway Redevelopment Project. NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of South San Francisco that the attached General Plan Amendment (see Exhibit "A") and Negative Declaration No. 279 (see Exhibit "B") are hereby recommended to the City Council for public hearing and adoption. Grand Avenue and Oyster Point Boulevard, easterly of the Southern Pacific Railroad right-of-way within the proposed Gateway Redevelopment Project and approve Negative Declaration No. 279 based on the findings contained in the attached Resolution. · DISCUSS I ON' On September 9, 1980, the Planning Commission continued this matter to this even- ing's meeting to allow more time to circulate the proposed General Plan Amendment map to surrounding, property owners. The map has been distributed and a second public hearing notice regarding this continued hearing was advertised. The proposed Amendment would change the subject portion of the Land Use Element from a traditionally Heavy Industrial to Heavy Commercial. This new land use designation for the proposed Gateway Redevelopment project area would facilitate all of the wide variety of uses being contemplated for this area such as offices, retail, commercial, research and development, motels, warehousing and so forth. The Land Use Element text states that the Heavy Commercial areas provide space for wholesale and retail uses which are oriented to the automobile, or which, are too heavy to be located in the urban core. Motels, restaurants, wholesale establish- ments and automobile-oriented retail uses are examples of the type of uses which might be established in this area. Because of the wide variety of commercial related uses which are proposed for this area, the Heavy Commercial designation will assure a-high quality project and also encourage sufficient flexibility to adjust for various market trends and specific long-range development requirements and patterns. The proposed Local Ar'~erial will provide a direct north/south connection between E. Grand Avenue and Oyster Point Boulevard. It will meet both tile needs of the redevelopment project area as well as allow alternate circulation routes for tile existing adjacent industrial uses. It will provide for adequate private, as well as public transportation, to service this developing area. The Circulation Element states that "a Local Arterial is used to carry high volumes of traffic between the concentrated traffic generation of the City." Other Local Arterials in the-City include Gellert Boulevard, Callan Boulevard, ~. Grand Avenue and Mission Road. It summarizes any potential environmental impacts and provides general mitigation measures. However, a complete Environmental Impact Report including a detailed analysis of the proposed Redevelopment Project, street improvements, environmental impacts, traffic analysis, etc., is being prepared and will include more specific mitigation measures for the project area.
