HomeMy WebLinkAboutReso 7-1981 RESOLUTION NO. 7-81 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE O~ CALIFORNIA A RESOLUTION AMENDING THE SOUTH SAN FRANCISCO EMPLOYEE CLASSIFICATION PLAN BY THE ADDITION AND MODIFICATION OF CERTAIN CLASSES BE IT RESOLVED by the City Council of the City of South San Francisco that the Employee Classification Plan, as amended, is further amended as fol 1 ows' 1. To Add Specifications For The Positions Of- (a) Senior Communications Dispatcher; as set forth in Exhibit "A" attached hereto; (b) Mechanic's Helper; as set forth in Exhibit "B" attached hereto; (c) Tree Trimmer; as set forth in Exhibit "C" attached hereto; .(d) Senior Police Clerk; as set forth in Exhibit "D" attached hereto. 2. To Modify SpeCifications For The Positions Of' (a) Communications Supervisor; as set forth in Exhibit "E" attached hereto; (b) Police Clerk; as set forth in Exhibit "F" attached hereto. NO. 71-81, adopted 1/21/81 DEFINITION .. Under direction of the Communications Supervisor to assist in the planning, organizing, and directing the work of the (City) Communications Center; and to do related work as quired. EXAMPLES OF DUTIES: To supervise subordinate personnel during night shifts or in the absence of the Communications Supervisor; trains other employees as required; plans and conducts dispatch drills and training sessions; prepares and maintains a training and procedure manual; prepares special reports or projects as required; evaluates employee per- formance; prepares work schedules; reviews and approves'payroll reports; assists in the preparation of the annual Communications budget; receives, interprets~- transmits radio or telephone messages during as assigned shift; maintains commu- nications between police, fire, and public works and various external stations; dispatches personnel and equipment to the'scene of disturbance, fire, disaster, crime, accident or complaint or assigned work location; prepares and maintains a comprehensive records system of dispatches; receives and sends teletype bulletins; completes complaint, crime and fire reports from information received; conducts staff meetings; provides information to the public over the telephone; operates time recorders, tape recorders, and other equipment; coordinates operations and procedures with authorized representatives of police, fire and public works departments. DESIRABLE QUALIFICATIONS · - _ Knowledge of: Communications principles and procedures and the problems of supervising a communications system; Federal Communications Commission rules and regulations pertaining to commercial radio operators; Principles of budgeting, personnel practices, and public relations admi ni stration; and AbilitY'tO: Recognize, identify, and bring procedural problems to the attention to the Communications Supervisor and make recommendations for improvement; Operate radio equipment and. related information systems; Supervise and train subordinates; Speak and write effectively; Establish and maintain effective and cooperative.relationships with the public and City personnel; Type a minimum of 35 words per minute; Adapt to odd and frequently irregular work shifts. LICENSE · . Possession of a valid California Driver;s License. City of South San Francsico January, 1981 MECHANIC'S HELPER EXHIBIT "B" TO RESO. NO. 7-81, adopted 1/21/81 DEFINITION: Under general supervision, to lubricate and service automotive equipment; assist mechanics by performing the less skilled repair and maintenance work and to do related work as required. JOB CHARACTERISTICS: The Mechanic's Helper performs simpler repair work than that performed by a mechanic, .and a large proportion of time is spent on the lubrication and servicing of equipment. There will be unavoidable exposure to excessive noise, toxic fumes, and dirty working conditions. The job may require working in awkward positions, dealing with flammable materials, and periodic lifting of heavy equipment and materials. EXAMPLES OF DUTIES: Lubricates and services automObiles, trucks and other power-driven and mechanical equipment; performs general repair work for less than journeyman level on City vehicles and street equipment including automobiles, trucks, rollers, swe.epers and motorcycles; assists mechanic in making major mechanical repairs; repairs and adjusts carburetors, fuel pumps'and ignition systems; adjusts brakes; charges batteries; repairs tires and tubes; changes tires; lubricates vehicles; drains and refills crankcases; keeps vehicles supplied with gas, oil and water; cleans garage areas. DESIRABLE QUALIFICATIONS: · _ Knowl edge of: Use of machine and hand tools employed in mechanical work; automotive equipment and its routine repair and maintenance; equipment lubrication and servicing; tire and tube repair; gas and arc welding; and Ability to: Perform the less skilled tasks involved in repairing and servicing mechanical equipment; demonstrate mechanical aptitude; keep simple records; understand and carry out oral instructions; work cooperatively wi th others. EXPERIENCE: Two years as Garage Service Technician in the servicing of motor vehicles, including chassis lubricating, brake adjustments, cleaning, adjusting or replacement of spark plugs and ignition points. Mechanic's Helper Page 2 January, 1981 EDUCATION' Completion of the tenth grade; additional qualifying experience may be substutited for the required education on a year-for-year basis up to a maximum of two (2) years. LICENSE: Minimum requirement s'hall be possession of a valid Class III California Driver's License. City of South San Francisco Janaury, 1981- TREE TRIMMER DEFINITION' Under general direction, to climb and trim ornamental and shade trees; to perform basic tree surgery; to assist in planting and caring for trees and shrubbery; and to do related work as required. EXAMPLES OF DUTIES' Climbs and trims trees using ropes and saddle, or other equipment; operates aerial tower truck; removes diseased, dead or excess limbs or branches; tops, braces and cables ornamental and shade trees; treats cut tree surfaces; rings slings and lines and lowers cut limbs and branches; as required, trims trees from the ground, ~icks up trimmings and loads onto a truck; may supervise others assigned to tree trimming in cutting, loading and cleaning up debris after tree removal; operates power saw, wood chipper, hand and pole saws, and other Power equipment and tools. DESIRABLE QULIFICATIONS' Knowledge of: Names, characteristics, growth requirements, and care of the more common types of ornamental and shade trees and shrubs in this community; Materials, equipment and methods used in th% care, trimming, and removal of trees; Techniques of rigging, bracing and cabling trees. . and Ability to: Use ropes, spurs and other tree trimming equipment; Work at a considerable height above the ground in a confident manner; Train and direct helpers in trimming work; Operate aerial tower truck; Operate park maintance equipment; Establish and maintain effective public relations. and Experience: Two (2) years of experience in climbing .and trifiuning trees and some experience in equipment operation. Completion of an apprenticeship or recognised course of at least a year's duration in tree surgery may be substituted for one (1) year of the two (2) required experienc6. and Education' Equivalent to completion of the eight grade. and License' Possession of a valid California Driver's License issued by the State Department of 'Motor Vehicles. EXHIBIT "C" TO RESOLUTe)ON NO. 7-81, ADOPTED 1/21/81 City of South San Francisco SENIOR pOLICE CLERK January, 1981 DEFINITION: Under general supervision, to perform a variety of typing and general clerical work in processing and maintaining Police Department records; to provide clerical support to supervisory and administrative personnel; and to assist in the booking, search and transportation of subjects. DIST-INGUISHING CHARACTERISTICS: Positions in this class differ from those in the classification of Police Clerk by either the technical job knowledges required and/or by having the responsibility for a variety of significant support functions such as pay- roll, personnel records and Purchasing. Positions in this classification also provide technical assistance and training to Police Clerks. Collects and compiles data for statistical reports and crime analysis. Takes dictation and performs certain secretarial duties. Take certain police reports by telephone and over the counter. EXAMPLES OF DUTIES: Composes letters and..reports from notes or verbal instructions;types reports, letters and other material; provides clerical support to supervisory and administrative personnel; compiles a variety of information required in the preparation of various Department records and reports; checks forms and documents for completeness and for conformance with established regulations and procedures; maintains extensive public and confidential files and card indexes; provides and obtains information in person, by telephone and by letter; assists in the booking, search and transportation of subjects; provides technical assistance and training to Police Clerks; operates a variety of office machines, including teletype and data entry/retrieval systems; collects and records fees; depending upon assignment, may be required to work rotating shifts and be subject to call-in at irregular hours as the needs of the Department require. Compiles and simulates data for crime analysis and statistical reporting to State and Federal Agencies. DESIRABLE QUALIFICATIONS: Knowledge of: Modern office methods, equipment and procedures; modern filing and indexing methods;.english usage, spelling, grammar, punctuation and vocabulary; applicable ordinances, polices and laws; statistical reporting; ~ and EXHIBIT "D" TO RESOLUTION NO. 7-81,'ADOPTED 1/21/81 Senior Police Clerk Page 2 Janaury, 1981 Ability to: Interpret and apply applicable ordinances, policies and laws; exercise judgment and discretion in releasing information and to work under stress; perform assigned duties independently; type at a speed of not less than forty-five (45) words per minute from clear copy; take dictation at a speed of not less than ninety (90) words per minute; understand and carry out oral and written directions; maintain effective working relation-. ships with other Department employees, the general public and with other government agencies; work irregular hours; and EXPERIENCE: Two years of clerical experience, including at least one year of experience with a law enforcement agency. and EDUCATION' Equivalent to completion of twelfth grade. Completion of a two-Year curriculum in Police Science may be substituted for the desired experience on a year-for-year basis. LICENSE: Possession of the appropriate valid Operator's License issued by the State of California. City of South San Francisco January~ 1981 COMMUNICATIONS SUPERVISOR DEFINITION Under Administrative direction, to plan, organize, and direct the work of the (City) Communications Center; plan and maintain City's Communications and Telephone System; and to do related work as required. EXAMPLES OF DUTIES - To supervise subordinate personnel; prepare work schedules; reviews and approves payroll; prepares the annual Communications Department budget; coordinates the hiring of new personnel; performs background investigations; trains employees and conducts training sessions and drills as required;evaluates employee performance; investigates complaints; plans and maintains City's Centrex and emergency 911 telephone systems; reviews all City telephone bills and provides training in proper use of Centrex telephone system; works shifts at the radio console when required; consults, co- ordinates operations, policies and'procedures, and maintains close working relation- ship with representatives of the City's Police, Fire, and Public Works Departments, and representatives of the County, State, and Federal governments. DESIRABLE QUALIFICATIONS Knowl edge of: Communications principles and procedures and the problems of administering a communications system; Federal Communications Commission rules and regulations pertaining to commercial radio operators Principles of budgeting, personnel practices, and public relations admi n i s tra ti on; Principles of supervisory practices and procedures; and Abi 1 i ty' to Operate radio equipment and related information systems; Effectively supervise and train subordinates; Speak and write effectively; Establish and maintain effective and cooperative relationships wi th the public and City personnel; Type a minimum of 35 words per minute. LICENSE Possession of a valid California Driver's License. EXHIBIT "E" TO RESOLUTION NO. 7-81, ADOPTED 1/21/81 City of South San Francisco January, 1981 DEFINITION: POLICE CLERK . . Under general supervisi',on, to perform a variety of typing and general clerical work on rotating shifts in maintaining Police Department records. DISTINGUISHING CHARACTERISTICS: Positions in this class work under general supervision and~ within established procedures, are expected to perform a variety of typing and general clerical duties. Incumbents have frequent contact with the public and other law enforcement agencies. These entail answering a variety of procedural questions and providing information from established Department records. Police Clerks are required to work rotating shifts, including holidays and weekends, and may be called in for emergencies. EXAMPLES OF DUTIES: Composes routine letters from notes or verbal instructions; types reports, letters and other material; checks forms and documents for completeness and for conformance with established regulations and procedures; maintains extensive public and confidential files and card indexes; provides and obtains information in person, by telePhone and by letter; receives and distributes mail; operates a variety of office machines, including tele- types and data entry/retrieval systems; collects and records fees; works rotating shifts.and may be called in at irregular hours as the needs of the Department require. May be called upon to assist in searching, booking and transporting female prisoners. DESIRABLE QUALIFICATIONS: Knowledge of: Modern office methods, equipment and procedures; modern filing and indexing methods; english usage, spelling, grammer, punctuation and vocabulary; and Ability to: Learn, interpret and apply applicable ordinances, policies and laws; exercise judgment and discretion in releasing information and to work under stress; perform assigned duties independently or under general supervision; type at a speed of not less than forty-five (45) words per minute from clear copy; understand and carry out oral and written directions; maintain effective working relationships with other Department employees, the general public and with other governmental agencies; work irregular hours; and EXHIBIT "F" TO RESOLUTION NO. 7-81, ADOPTED 1/21/81 EXPERIENCE: One year of general clerical experience involving public contact; and EDUCATION: Equivalent to completion of the twelfth (12th) grade, including or supplemented by courses in typing and general business classes; and LICENSE: Possession of the appropriate valid Operator's License .issued by the State of California. -2-
