CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AMENDING THE SOUTH SAN FRANCISCO
EMPLOYEE CLASSIFICATION PLAN BY THE ADDITION
AND MODIFICATION OF CERTAIN CLASSES
BE IT RESOLVED by the City Council of the City of South San Francisco
that the Employee Classification Plan, as amended, is further amended as
follows:
1. To Add Specifications For The Positions Of:
(a) Code Enforcement Officer; as set forth in Exhibit "A"
attached hereto;
(b) Police Service Technician;. as set forth in ~Exhibit "B"
attached hereto.
2. To Modify Specifications For The Position Of:
(a) Parks Maintenance Worker I, as set forth in Exhibit "C"
attached hereto;
(b) Parks Mai.ntenance Worker II, as set forth in Exhibit "D"
attached hereto;
(c) Parks Maintenance Worker III, as set forth in Exhibit "E"
attached hereto.
I hereby certify that the foregoing ResolUtion was regularly introduced
and adopted by the City Council of the City of South San Francisco at an
adjourned meeting held on the 24th day of February , 19 81 ,

CODE ENFORCEMENT OFFICER
February 1981
DEFINITION
Under supervision to be responsible for the field enforcement of the Building and
Zoning Ordinance and other assigned ordinances and codes of the City of South San
Francisco, and to do related work as required.
EXAMPLES OF DUTIES
Makes field investigations and reports findings to supervisor. Receives and investi-
gates complaints of.nuisances and alleged violations' of zoning ordinances and building
regulations; obtains evidence of violations, prepares reports with recommendations
and assists in the preparation of cases for Planning Commission, City Council, and
court action. Makes periodic site inspections for conformity to approved plans and
for landscape maintenance°Inspects projects under construction for compliance with
conditions imposed by the Planning Commission and/or City Council. Works in coopera-
tion with other City departments/divisions. Makes business license inspections;
coordinates the occupancy permit procedure; meets with citizens, business owners,
and special interest groups to explain ordinance and codes° Operates a variety of
machines and equipment, such as automobile, camera, measuring tape, measuring' wheel,
calculator, and drafting equipment. Makes public presentations of research and
findings and helps maintain records.
DESIRABLE. C~UALIFICATIONS
Knowledge of:
Ability to:
Principles, practices, and purposes of city planning;
and/or building and zoning codes and/or land use;
Social, economic and environmental concerns as related
to planning and building;
Nomenclature, symbol s, and techniques

LICENSE:
Possession of a valid California Driver's License as issued by the
State Department of Motor Vehicles.
EDUCATION:
Equivalent to completion of twelfth grade, supplemented with two years
of college work in related field. Related experience may be substituted
for years of College on a year-to-year basis.

city planning experience, or related field.

POLICE SERVICE TECHNICIAN (U)

DEFINITION:
Under general supervision, to relieve sworn police personnel from a variety of
non-hazardous tasks and to respond to service calls of a non-felonious and non-
violent nature, and to perform other related duties as assigned.
EXAMPLES OF DUTIES:
Respond to a wide variety of non-hazardous service calls and thoroughly investigate
all details of incidents to determine police involvement. Gathers, summarizes and
prepares reports of all criminal intelligence data encountered and conditions
conducive to crime or Which might endanger public safety; observes reports and
may follow-up on conditions which pose potential threats to public safety and
health. Writes non-moving parking violations and abandoned vehicle citations
and arranges for towing of such vehicles; may relieve Parking Enforcement Officer;
provides traffic control at fires, special events and in other emergency congested
situations. Responds to, or assists sworn officers in responding to accident and
criminal activity calls and takes reports; photographs, fingerprints; prepares
diagrams and collects and books evidence. Assists with the refueling, washing
and mileage checks on vehicles and checks for necessary supplies in vehicles such
as flares, blankets, etc. May transport sworn officers, equipment, citizens and
witnesses as necessary; transports police units as assigned. Provides special
follow-up services such as notifying businesses of security problems, emergency
contact cards and vacation and neighborhood checks. Provides School Crossing
Guard relief and subpoena service, and other essential nonhazardous duties related
to Police operations.
LICENSE: An appropPiate California Driver's License as issued by the State
Department of Motor Vehicles.

DEFINITION:
February, 1981
Under direction, performs routin~ unskilled and semi-skilled work as a laborer
in maintenance and repair work of a varied nature; horticultural work; and the
installation and maintenance of sprinkler systems.
DISTINGUiSHING'CHARACTERISTICS:
Incumbents in this entry level class may work independently or as a member of a
crew of workers.
EXAMPLES' OF'DUTIES:
Operates lawn mowers, aerifiers, verti-cutters,.and 'edgers'in the cutti.n§ of. grass
and weeds, moving soil, debris, refuse and sand, gravel and a variety'of other tasks.
Assists in the performance of a various semi-skilled tasks in plumbing, carpentry~
electrical and general maintenance work and unskilled tasks in the. installation and
maintenance of sprinkler systems. Assists with the reconditioni.n§ and general main-
tenance of facilities, equipment, buildings and grounds. Waters and fertilizes
'lawns., shrubs, flowers and plant materials; cultivates trees and shrubs; trims and
plants vegetation. Sweeps floors, cleans restrooms, washes windows, lines and
dampens sports fields, and otherwise prepares recreation and park areas for use
by the public. Performs related work as required.
DESIRABLE QUALIFICATIONS'
Knowldege of:
Horticultural materials and the requirements necessary to
plant, prune and transplant such materials.

Assist in unskilled or semi-skilled work under direct supervision;
Perform heavy manual labor for extended periods and under unfavorable

DEFINITION:
Under general supervision, to perform a variety of gardeni.ng and general grounds
maintenance work; to operate a variety of. grounds maintenance equipment; and to
do related work as required.
D!ST!NGU!SHING' CHARACTERISTICS:
This class is distinguished from the class of Park Maintenance Worker I in that
incumbents are r. egularly assigned .tasks requiri.ng some experience in general
park and grounds maintenance work. Additionally, incumbents assigned to this
class generally are given assignments involving more independenl~ responsibility
for the work performed.
EXAMPLES 'OF 'DUTIES:
Receives work assignment and independently maintains grounds, r~creational facilities,
and related areas; plants, transplants, removes, fertilizes, cultivates, waters and
sprays flowers, ornamental and foundation shrubs and shade trees; mows, trims, waters
and fertilizes flowers, trees and shrubs; trims and sprays trees and shrubs; operates
trucks, tractors and related grounds and park maintenance equipment;'cleans, rePairs
and maintains sprinkler systems; cleans and performs minor repairs to park buildings
and related facilities; may supervise the work of a Park Maintenance Worker I who
is assigned to assist in general park and grounds maintenance work; keeps tools and.
equipment in clean and safe worki.ng condition.
DESIRABLE QUALIFICATIONS:
Knowledge of'

Basic methods, tools and materials used in the maintenance and

PARK MAINTENANCE WORKER III

DEFINITION
Under general supervision, to perform a variety of semi-skille4
· or skilled tasks in park and general grounds maintenance work; to
prune and trim trees and shrubs; to operate related hand and light
power-driven'equipment; to lead and assist a small crew in carrying
out..assigned duties; and to do related work as required.
DISTINGUISHING CHARACTERISTICS
The duties of positions assigned to this class may consist of
leading and personally assisting a small crew in the trimming and
pruning of City street and park trees, or in operating large power-
driven mowers and related park and grounds maintenance equipment.
An incumbent whose position is assigned to this class is expected
to possess a full working knowledge of park and related grounds
maintenance work, and carry out assigned tasks under minimal
supervision.
EXA~X~EES OF DUTIES
Receives work asSignments and independently leads and personally
participates in a variety of park and general grounds maintenance
activities that includes tree trimming and the operation of large
power'd~iven mowers; plants, transplants, removes, fertilizes,
cultivates, waters and sprays flowers, ornamental and foundation
shrubs and shade trees; mows, trims, waters, and fertilizes lawn
and other grass areas using power and hand mowing equipment;
operates trucks, tractors, and related hand and light power-driven
equipment; cleans, repairs, and maintains sprinkler systems; performs
the necessary construction, maintenance and repair of recreation and
park. st~--uctures and related facilities; insures that safe work
practices are followed in the trimming and pruning of trees; insures -
that assigned equipment is kept in a clean and safe condition.
LICENSE
Possession of an appropriate California 6perator's license
issued by the State Department of Motor Vehicles.
A Pest'Control License is desired..

DESIRABLE QUALIFICATIONS
Knowledge of:
Methods, tools, techniques, and supplies used in park
and general grounds maintenance work;
Basic characteristics of plant pests and diseases and
techniques for their control;
Methods, tools, and materials used in the maimtenance
and repair of park and recreational structures and
facilities;
The operation of various park 'and grounds maintenance
power-driven.equipment;
Safe work practices.

Ability to:
Lead a small crew and personally perform the more
difficult and complex work involved in park and
general grounds maintenance work;
Use equipment and tools with skill and safety;
.Understand and carry out oral and written directions;
Establish and maintain cooperative relationships with
those contacted in the course of work..

Experience: Three years of increasingly responsible experience
in .park and general grounds maintenance work. Experience
in maintenance and construction work or in floreculture,
horticulture or forestry; or any equivalent combination of
experience and'training.

Education: Equivalent'~o completion of the twelfth grade,
including or supplemented by courses equivalent to 12
college units in horticulture, aborcul~ure, irrigation
controls, or park management.
