HomeMy WebLinkAboutReso RDA 10-1986 RESOLUTION NO. 10-86 REDEVELOPMENT AGENCY OF THE CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT FOR THE U. S. STEEL PLANT SITE REDEVELOPMENT PROJECT (MODIFIED SHEARWATER DEVELOPMENT PROJECT) WHEREAS, it is the policy of the State of California and the Redevelopment Agency of the City of South San Francisco (hereinafter "Agency"), as provided in the provisions of the California Environmental Quality Act of 1970, as amended, and the provisions of Title 14, California Administrative Code, Guide- lines for Implementation of the California Environmental Quality Act of 1970 (hereinafter "CEQA" and "Guidelines," respectively), that the Agency should not approve projects as proposed if there are feasible alternatives or feasible mitigation measures available which would mitigate the environmental effects of such projects to a level of insignificance; and WHEREAS, in furtherance of the objectives of the Community Redevelopment Law {commencing at Health and Safety Code Section 33000), the Agency has undertaken a program for the clearance and reconstruction or rehabilitation of slum and blighted areas in the City and in this connection is engaged in carrying out a redevelopment project known as the U. S. Steel Plant Site Redevelopment Project {hereinafter referred to as "Project"), in an area (hereinafter referred to as "Project Area"), located in the City; and WHEREAS, in furtherance of the implementation of Project the Agency has under- taken various redevelopment activities and has submitted a Redevelopment Plan and related report for a U. S. Steel Plant Site Redevelopment Project to the City Council; and WHEREAS, pursuant to the California Environmental Quality Act as amended, a draft Environmental Impact Report has been prepared and the Agency has completed the review process and has analyzed impacts and policies contained within the U~ Si Steel Plant Site Redevelopment Plan, including all of the general activities likely to be proposed pursuant to the Redevelopment Plan, all the specific activi- ties likely to be proposed by any related Specific Plans referred to within the Redevelopment Plan and the implementing Precise Plans of approval referred to therein; and WHEREAS, the Final Environmental Impact Report for the U. S. Steel Plant Site Redevelopment Project has been prepared and submitted to this Agency; and WHEREAS, this Agency has read and considered all environmental documentation comprising the final EIR, comments and responses thereto, and the list of organ- izations and agencies commenting on the Final EIR, and has found that the Final EIR considers all significant environmental impacts at a level of detail com- mensurate with reasonable requirements for an informed decision; and WHEREAS, the Final EIR considers various alternatives likely to be proposed under the plan including, but not limited to, deletion of the conference center, replacement of one high-rise office building with a hotel, delay construction of two mid-rise office buildings, and the "no project" alternative; and WHEREAS, this Agency has considered a modification to the U. S. Steel Plant Site Redevelopment Project proposal which deletes the Residential Component of the previously approved U. S. Steel Plant Site Redevelopment Project commonly referred to as the Shearwater Development Project; and WHEREAS, a Supplemental EIR will be done at a later date to specifically explore alternatives to the Residential Component; and WHEREAS, the Final EIR discusses various significant environmental impacts of projects likely to be proposed under the plan including, but not limited to, increased traffic volume, residential uses under the San Francisco International Airport shoreline departure route; noise from various proximate activities; and -2- WHEREAS, prior to approval of any proposed development pursuant to the proposed Redevelopment Plan the specific significant environmental effects of the proposed development(s) will be considered and mitigation measures will be required to be implemented so as to avoid or substantially lessen the si§nificant environmental effect(s) as identified in the Final EIR or %he approving agency must make the findings set forth in Section 15091(a) of the Guidelines; and WHEREAS, prior to approval of any proposed development pursuant to the proposed Redevelopment Plan the findings set forth hereinabove must be supported by substantial evidence in the record; and WHEREAS, if the finding set forth in Section 15091(a)(3) of the Guidelines is made the approving agency mus~ adopt a Statement of Overriding Considerations as set forth in Section 15093 of the Guidelines; NOW, THEREFORE BE IT RESOLVED, ~hat the Redevelopment Agency does hereby certi fy as fol 1 ows: 1. The Agency finds and declares and hereby certifies that the final Environ- men%al Impact Report has been completed in accordance with %he requirements of the California Environmental Quality Act and the CEQA Guidelines and that the information contained therein has been reviewed and considered by the Agency. 2. The Agency further finds, determines and declares ~hat the adverse environmental effects resulting from the U. S. Steel Plant Site Redevelopment Project and development proposals contained therein, as modified by the deletion of the Residential Component, would be significantly mitigated by the measures and descriptions set forth in the Draft Environmental Impact Report and in the Comments and Responses section of %he Final Environmental Impact Report. Infor- mation derived from the Supplemental Environmental Impact Report will be used to evaluate alternatives to the Residential Component. =3- BE IT FURTHER RESOLVED that this Resolution supersedes Resolution No~ 68~ I hereby certify that the foregoing Resolution was regularly introduced and adopted by the Redevelopment Agency of the City of South San Francisco at an Adjourned meeting held on the 17th day of December ' , 1986 by the following vote: AYES: Chairman Mark N.
