A RESOLUTION AMENDING THE SOUTH SAN FRANCISCO
EMPLOYEE CLASSIFICATION PLAN BY THE ADDITION
AND MODIFICATION OF CERTAIN CLASSES
BE IT RESOLVED by the City Council of the City of South San Francisco
that the Employee Classification Plan, as amended, is further amended as
fol 1 ows-

(a) Librarian III; as set forth in Exhibit "A" attached hereto;
(b) Library Assistant III; as set forth in Exhibit "B" attached
hereto,
To Modify Specifications For The Positions Of:

EXHIBIT "A" TO RESO. NO. 37-81

DEFINITION
This is the highest, non-administrative class'in the professional librarian
series. Positions in this class are assigned the supervision of major De-
partment programs or operating divisions such as adult reference and cir-'
culation/tecknical processing. Incumbents work under the general direction
of the City Librarian or an administrative librarian, and will supervise sev~
eral part-time employees and/or sub-professional and professional staff.
DISTINGUISHING CHARACTERISTICS
This ~las§i'fication differs from that 'of Librarian II by the comprehensive~
ness and complexity of the programs administered, which entail the possess-
ion of a higher degree of technical knowledges and/or a higher degree of
supervisory responsibilities. The programs assigned to positions at. this
level entail providing services to both the Main Library and the branch
facility.
EXA~MPLES OF Db~IES
Supervises the operations of a major Department program or operat, ing -
division, including the supervision of subordinate personnel; coordinates
assigned functions with other Department operating units and other library
systems; assesses community needs and interests, and develops resources to
meet them; promotes patron usage of facilities and involvement in pro-
grams; provid.es for staff development; monitors budgetary expenditures as
appropriate; selects, or assists in the selection of, books, periodicals
and other material; attends staff meetings and, as appropriate, represents
the Department at meetings and conferences; directs and/or performs work
concerning the classification, cataloging and processing of books and other
materials; maintains records, prepares reports and compiles data regarding
circulation statistics, budgetary needs and related matters.

DHFINITION
Under general supervision of a professional librarian, positions in this
classification perform a combinati6n of sub-professional and professional
librarian work in specialized 'areas such as children's services, circular.ion,
technical processing and adult reference. Positions may be assigned to
either the Main Library or Branch Library. Duties entail overseeing the
work of part-time employees and, in some cases, of Library Assistants I or II.
DISTINGUISHING CHARACTERISTICS
Positions in this classification differ from those in the class of Library
Assistant II in that they have regular responsibilities for providing
libra'ry services of a limited professional level. These services may in-
volve a segment of a primary Department program such as .children's services
or full responsibility for a sub-program such as outreach activities. The
functions assumed by incumbents will be in':_sped~.al.~:~d:,z~:eas: w~ich'do not
expose them to the full range of professional-level work and which do not
provide the full ~rof~ssional background possessed by professional librarians;
£XAMPLES OF DUTIES
Assists professional librarians in the implementation of library programs
and sub-programs; provides library services of a limited professional
nature by assuming 'responsibility for a segment or segments of a primary
library program such as children services or a sub-program such as out-
reach; plans and implements patron services within the scope of the pro-
gram assignment; oversees the work of such part-time and full-time per-
sonnel as may be assigned to the unit; as necessary, coordinates assigned
functions with other Departmental operating units, other city libraries
and the Peninsula Library System; may be assigned to other operating units
such as reference, circulation and technical processing; maintains records,
prepares reports and attends meetings as necessary; handles money in con-
nection with charges for overdue and lost books and may process billings
in connection with inter-city library programs; assists in book selection
and provides input to professional staff regarding the conduct and content
of programs' within their area of assignment.

EXPERIENCE: Five years of increasin~ly:.responsible clerical and sub-

EDUCATION:
Equivalent to completion of a ~wo-year'college curriculum
including courses in Library Science and/Or in subject areas
relevent-to library operations. Additional qualifying ex-
perience at the sub-professional level may be substituted for
the desired education on a year-for-year basis.

A position in thiS class may be' assigned to any phaSe of library operations and may

processing. Incumbents .will oversee the work of part-time employees and may have
supervisory responsibilities'for sub-professional staff, ·

This is the full, working-level class in the profesSional librarian series.
Positions in this'classification will normally be assigned the supervision of
the Branch Library or the administration'of a primary library program Such as
Children's Services. Incumbents will customarily work under the general direction
of the City Librarian or of an Administrative Librarian, and will supervise several
part-time employees and, depending upon assignment, sub-professional or professional
personnel..
DIST INGU ISHING' CHARACTERISTICS:
This class differS from that of Librarian I in that Positions in this level will
assume responsibility for complete, primary library programs or be responsible
for a complete Operating unit of the Department. 'Librarian I positions have
significantly lesser program responsibilities and normally will not have full
supervisory responsibilities. ·
Thi~ classification differs from that of Librarian III' in that positions in the
latter class will have the direct responsibility for the'most 'comprehensive and
complex, primary Department Programs such as Adult Reference and Circulation/
Technical Processing.

LIBRARY'ASSISTANT I adopted 4/1/81
To perform a variety of basic library clerical duties; to assist patrons in
locating books and other library materials; and to oversee the work of part-
time personnel performing routine duties. The supervision exercised over
positions in the class will range from close to general, dependi.ng upon the
assignment.
EXAMPLES OF'DUTIES'
Charges library books and other materials in and out; assists patrons in becoming
familiar with the general arran§ement and location of materials in the library;

prepares and maintains circulation statistics; prepares notices for overdue books;
answers inquiries from patrons r. egardi.ng books and other library materials or
refers them to the appropriate source; oversees the work of part-time employees.
DESIRABLE QUALIFICATIONS'

Under general supervision, to perform a variety of responsible clerical and
sub-professional library tasks relating to the acquisition, cataloging, classi-
fication and circulation of library materials; and to oversee the work of
subordinate library personnel.
DISTINGUISHING'CHARACTERISTICS:
A position assigned to this class differs from positions in the Library Assistant I
class in that an incumbent is expected to perform the more difficult clerical tasks
and to perform sub-professional library tasks. A good working knowledge of library
policies, procedures and regulations is required, along with the ability to apply
this knowledge and to exercise judgment and initiative in performi.ng various job
assignments. An incumbent in this class is also expected to oversee the work of
subordinate 1 ibrary personnel.
EXAMPLES OF DUTIES:'
Performs responsible clerical and sub-professional duties relating to library
acquisitions, catal.oging, classification and circulation; mai.ntains files and
records regarding library functions and activities; assists professional library
personnel with the supervision, training and assignment of part-time employees
and full-time subordinate staff; work at circulation desk charging boQks out or
checking books in; registers new library patrons and issues l'i~'~ry~C~'~ds; resolves
patron problems or refers them to the appropriate source; receives and processes
reserve requests and conducts book searches; prepares reports as necessary; handles
money in connection with charges for overdue or lost books; transmits billings for
monies due and owed regarding intercity library activities.

LABORATORY SUPERVISOR - WQCP

DEFINITION
under direction, to plan, assign, supervise and assist the operations of the
Water Quality Control Plant's Laboratory; to perform routine and special
chemical and biochemical analysis of water sewage or other materials; to care
for laboratory materials and equipment; and to do related work as required.
DISTINGUISHING CHARACTERISTICS
This position is responsible for the daily operations of the Water Quality Control
Plant laboratory; for the supervising and training of subordinates, and to perform
the more difficult and complex chemical analysis.
EXAMPLES OF DUTIES
Lead and perform routine chemical, physical, bacteriological and related labora-
tory tests on samples of sewage, plant influent and final plant effluent, process
analysis including tests of activated sludge mixed liquor, sludge digestion units,
industrial Wastewaters and receiving water monitoring, including dissolved oxygen,
suspended solids, biochemical oxygen demand, chemical oxygen demand, hydrogen ion
concentration, heavy metals, phenols, ammonia, cyanide and biostimulants, prepares
reagents and chemical solutions, filter and weigh samples preparatory to further
laboratory analysis; cleans and assembles laboratory apparatus and glassware;
_ .prepares requests for necessary laboratory supplies and equipment; makes arithmetic
computations; prepares and maintains required laboratory records and reports
including all laboratory reports to State and Federal agencies; supervises and
assigns tasks to subordinates; assists and trains subordinates in their duties,
outlines laboratory procedures to be followed; helps prepare laboratory budget and
evaluates laboratory personnel; d° other related tasks as required.

DEFINITION
Under general supervision, to perform routine ~and special chemical and biochemical
analysis of water sewage ro other materials; to care for laboratory materials and
equipment; and to do related work as required.
EXAMPLES OF DUTIES

supplemented by courses in chemistry, biology and algebra.
