HomeMy WebLinkAboutReso 43-1981 RESOLUTION NO. 43-81 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION IN RESPONSE TO THE REVISED PROPOSED NOTICE OF SALE FOR LEASE SALE #53 WHEREAS, Congress in passing the Outer Continental Shelf Lands Act Amendments of 1978 (hereinafter OCSLAA) intended to make the States and local governments full participants in the management and development of the Outer Continental Shelf; and WHEREAS, Section 18 of the OCSLAA requires that the Department of Interior consider laws, goals, and policies of affected states, such as the California Coastal Act, the Governor's Pipeline Policy, and State and local air quality regulations; and WHEREAS, Congress intended Sections 18 and 19 of the OCSLAA to ensure an equating of risks against potential benefits and a reasonable balance between the National interest and the well-being of citizens of affected states; NOW, THEREFORE, BE IT RESOLVED, that this City Council urges President Reagan and Secretary of Interior Watt to: Postpone the lease of the Basins within the Lease Sale #53 until crucial environmental studies are completed; delete tracts in all basins crucial to safe port access, local economies, commercial and sport fisheries, the Calif- ornia Sea Otter and other marine mammals and sea birds; incorporate lease stipulations which protect air, water and marine resources reflecting the con- ditions along the California Coast; and make the required consistency deter- mination. BE IT FURTHER RESOLVED, that this City Council directs that this RESOLUTION BE TRANSMITTED TO: President Reagan, Secretary Watt Governor Brown, Senators Cranston and Hayakawa, The California Congressional Delegation, The Speaker of the California Assembly and the President pro Tempore of the California Senate, and California Coastal Legislators. I hereby certify that the foregoing Resolution was regularly intro- duced and adopted by the City Council of the City of South San Francisco at an adjourned meeting held on the 8th day of April , 1981, by the following vote: AYES: Councilmen Ronald G.
