BY..THE '"MODIFICATION'OF CERTAIN CLASSES" BE'IT RESOLVED by the City Council of the City of South San Francisco that the Employee Classification Plan, as amended, is further amended as fol 1 ows- · 1. Damonte -2- City of South San Francisco March, 1981 ASSISTANT MECHANIC/MACHINIST (Water Quality Control Plant) DEFINITION: Under general supervision,, to perform a variety of semiskilled and skilled mechanical and machinist work on Water Quality Control Plant and Pumpi.ng Station equipment and facilities; and to do. related work as required. EXAMPLES OF DUTIES: Inspects. Water Quality Control Plant equipment and facilities to locate needed repairs and maintenance; installs, services and maintains a variety of Water Quality Control Plant equipment including pumps, pipelines, valves and other types of stationary machinery and equipment; employs mechanic's tools, welders, pumping tools and machinist tools to fabricate, rebuild, strenghten and maintain various parts and pieces of Plant equipment; fabricates, assembles and installs special structures and equipment as needed; repairs and replaces pipes, valves,' fittings and other related plumbing equipment; makes repairs to electrical equip- ment, inclUding their rewiring and replaci~ng of defective and worn parts; may assist Water Quality Control Plant Operator duri.ng vacations and emergencies. LICENSE: Possession of an appropriate California Operator's License issued by the State Department of Motor Vehicles. EXHIBIT "A" TO RESOLUTION NO. 44-81, adopted 4/15/81 City of South San Francisco .EQUIPMENT OPERATOR/SERVICEWORKER (Water Quality Control Plant) March, 1981 DEFINITION: Under general supervision, to operate and maintain a variety of construction and power driven equipment including, but not limited to, backhoe, load.er, dump-truck and crane; and perform related duties as assigned. EXAMPLES OF DUTIES: Skillful.ly operates, maintains and services the various power driven equipment · used in the operation .of sludge beds, sludge hauling and other Water Quality Control Plant operations; Prepares sludge drying beds, removes dried sludge, loads and hauls dried sludge to disposal site; Digs pipe trenches and excavates to uncover leaks; Backfills and grades; Operates crane to lift heavy objects; Services and maintains assigned equipment; May assist in maintaining and repairing of. Water Quality Control Plant mechanical equipment. LICENSE: MUst possess an appropriate California Operator's License issued by the State Department~vof Motor Vehicles. DESIRABLE QUALIFICATIONS: Knowledge of: The operation and capabilities of a variety of construction and maintenance equipment; Methods, practices, materials and equipment used in construCtion and mai ntenance projects; Proper servicing and repairs of ass. igned equipment; Safe working practices; and Ability 'to: Skillfully operate, maintain and service a variety of power driven construction and Water Quality Control Plant mechanical, equipment; Understand and carry out oral and written directions; Work cooperatively with those.' contacted in the course of work; and Experience: Three (3) years experience in the operation and maintenance of a wide variety of construction and power driven equipment; and Education: Equivalent to completion of the eighth grade. EXHIBIT "B" TO RESOLUT.~ON NO. 44-81, adopted 4/15/81 City of South San Francisco March, 1981 MAINTENANCE SUPERVISOR (Water Quality Control Plant) DEFINITION' Under general direction, to supervise and participate in the Plant maintenance program and supervisi.ng Plant maintenance personnel. EXAMPLES OF DUTIES: Plans, directs, coordinates and participates in the maintenance and care of equip, ment at .the Water Quality Control Plant, the pump stations, the~ buildings and grounds; maintains a records file of all maintenance, lubrication and repairs; diagnoses, mechanical problems and makes adjustments and repairs as needed; maintains work schedule and. time records for all plant maintenance personnel; makeS weekly work reports and other reports as required by the Water Quality Control Plant Superintendent; prepares and submits to the Superintendent a work pr. ogram for the Plant Maintenance Section; plans and directs safety and traini.ng programs; supervises and evaluates subordinate personnel; other related duties may be assigned. LICENSE- Possession of an appropriate California Operator's License issued by the State Department of Motor Vehicles. DESIRABLE QUALIFICATIONS- Knowledge of: Equipment, methods and techniques used in the operation and maintenance of a Water Quality Control Plant facility; Operation of pumps, motors and related equipment and of the proper methods, of lubricating .and maintaining Plant equipment; Water quality control processes and the tests used in checking the effective- ness of such processes; Principles of employee supervision; Safe Work practices;' and Ability to: Read and interpret guages and recording devices reflecting Plant operations; Perform repairs and adjustments to mechanical and electrical equipment; .. Keep records and prepare clear and concise reports; Train and supervise subordinate personnel; Establish and maintain cooperative relationships with those contacted in the course of work; and Experience: Three(3) years of increasingly responsible experience in the maintenance and operation of a Water Quality Control Plant; and Education: Equivalent to completion of the twelfth grade. EXHIBIT "C" TO RESOLUTION NO. 44-81, asopted 4/15/81 (P City of South San Francisco March, 1981 MAINTENANCE WORKER I (Water Quality Control Plant) DEFINITION- Under supervision, to perform a varietY of semiskilled and unskilled tasks i'nvolved in the general maintenance and care of the Water Quality Control Plant and related faCilities; and to do related work as required. · DISTINGUISHING'CHARACTERISTICS' An incumbent whose position is assigned to this class, performs a variety of both semiskilled and unskilled manual tasks. Although trucks and other light equipment may be operated, the equipment is used for tasks which are largely repetitious i n nature. EXAMPLES OF DUTIES' Assists in the maintenance and repair of a vairety of Water Quality Control Plant equipment, including pumps, valves, motors and related equipment; cleans inside and outside of Water Quality Control-Plant buildi.ngs; performs general, grounds maintenance work including wateri.ng and mowing; employs a vari'ety of hand and power tools preparing wood and metal surfaces for painting and reconditioning; cleans grids and related filteri.ng and Water Quality Control Plant equipment; performs other manual tasks as required. DESIRABLE QUALIFICATIONS' Knowl edge of: Uses and purposes of various hand tools employed, in basic repair work; Safety precautions and practices necessary in working with hand tools and mechanical equipment; and Ability to: Perform semiskilled tasks in the construction, repair and maintenance of Water Qual i ty Control faci 1 i ties; Operate light power-driven equipment; Perform heavy manual labor; Understand and carry out oral and written directions; and Experience' One (1) year of experience in general maintenance or labor work; ~and Edu~a ~ ion' Ecuivalent to completion to the eighth grade. EXHIBIT "D" 5T01/8 RESOLUTION NO. 44-81 aaopl:ea 471 City of South San Francisco April, 1981 MAINTENANCE WORKER II (Water Quality Control Plant) DEFINITION: Under supervision, assists in maintaining and repairing Water Quality Control Plant and Pump .Station equipment, machinery, buildings and grounds. EXAMPLES OF DUTIES: Cleans and lubricates pumps, motors and related equipment. Assists in minor construction, painting and rough carpentry. Keeps records of maintenance and repairs. Replaces packing in pumps and valves; cleans out pipes and performs other plumbing and pipefitting'tasks as required. Leads and trains Maintenance Worker I. Performs other duties as required. DESIRABLE QUALIFICATIONS: Knowledge of: Uses and care of various materi-als, lubricants, supplies and tools used in general repair and preventive maintenance work; Safety precautions and practices necessary in working with tools and around mechanical and electrical equipment; and Ability to: Perform semiskilled tasks in construction repair and maintenance of Water Quality Control Plant and Pump Stati-on facilities;. Operate' light power-driven equipment; Perform heavy manual labor; Understand and carry out oral and written directions; Write and perform, basic arithmetic; Demonstrate mechanical aptitude; Drive a truck safely and competently; Establish and maintain cooperative relationships with those contacted in the course of work; and Experience.: Two (2).years experience as a Maintenance Worker I at a water quality control plant or similar position at a related facility; and Education: Equivalent to completion of the twelfth grade. EXAMPLES OF DUTIES Supervises and participates in the operation of the Water Quality Control Plant; assists the Superintendent~in assigning and coordinating the operation activities of the Water Quality Control Plant and pumping stations; assi~sts in establishi.ng a preventive maintenance pr. ogram for the Water Quality Control Plant and'pumping stations; trains personnel in the proper operation of the Water Quality Control Plant and related facilities; makes recommendations on the~ types and kinds of equipment needed for the Plant's maintenance and repair; estimates and scheduleS work to be done; prepares necessary reports on Plant functions~and activities; instructs subordinates in proper Plant operation and maintenance; insures that proper safety procedures are followed; checks and answers complaints r. egardi.ng the Water Quality Control Plant facilities; supervises and evaluates sUbordinates; relieves Superintendent duri.ng the latter's absence. LICENSE: Possession of an appropriate California Operator's License issued by the State Department of Motor Vehicles. A Grade III Certificate issued by the State Division of Water Quality Control. (Additional qualifying experience may. be substituted for the education on a year-for-year basis). -2- City of South San Francisco March, 1981 OPERATOR I (Water Quality Control Plant) DEFINITION: Under supervision, to assist in the operation of the Water Quality Control Plant; to assist in the general maintenance and repair of. Plant equipment and facilities; and to do related work as required. DISTINGUISHING CHARACTERISTICS: This class represents the training level for the Water Quality Control Plant Operator series where incumbents may be assigned increasingly responsible duties with the expectation of eventually promoting to the journeyman' level class of Water Quality Control Plant Operator I.I. In addition, incumbents in this class may be assigned to relieve journeyman level Plant Operators as necessary. A position may remain in the class of Operator I if the employee does not meet the job requirements for Operator II. EXAMPLES OF DUTIES: Operates and checks the operation of Water Quality Control Plant equipment; reads guages, dials and other instruments and records pertinent data; makes required adjustments as necessary to insure efficient and effective operation of Plant equipment; services and otherwise maintains a variety of Plant equipment including pumps, valves, motors, filters and related Plant equipment; cleans, paints and otherwise reconditions various Plant equipment includi.ng motors, pumps and filters; assists in lubricating, packing, cleani.ng, adjusting and making repairs to pumps, motors and control equipment; assists in the preventive maintenance and periodic repair of Plant equipment; cleans and sweeps Plant facilities and performs a variety of unskilled and semiskilled tasks. DESIRABLE QUALIFICATIONS: Knowl edge of: Elementary principles of Water Quality Control Plant processes; Methods, materials and equipment used in. the operation and maintenance of Water Quality Control Plant facilities; and '- Ability to: Learn to operate, repair and maintain mechanical Water Quality Control Plant equipment; Read and record guages and other instruments; Keep accurate records of Plant operations; and Experience' One (1) year of experience in work involvi.ng the operation and minor maintenance of mechanical equipment; and EXHIBIT ,'I" TO RESOLUTION NO. 44-81, adopted 4/15/81 Operator I - Water Quality Control Plant (continued) Education:' Equivalent to completion of the twelfth grade. (Additional qualifyi.ng experience may be substituted for educa'tion on a year-for-year basis). Speci a 1 Li censi ng: Employees are designated as operators-in-traini.ng upon employment and are expected to acquire a Grade I Certification as issued by the State Water Resources Control Board after one year of employment. LICENSE: Possession of a valid California Driver's License issued by the State Department of Motor Vehicles. -2- City of South San Francisco March, 1981 OPERATOR I I (Water Quality Control Plant) DEFINITION: Under general supervision, to operate a Water Quality Control Plant on an assigned shift; to maintain assigned Plant facilities; and' to do related work as required. DISTINGUISHING CHARACTERISTICS: This class represents a journeyman Water Quality Control Plant Operator level. Positions assigned to this class are required to have complete worki.ng knowledge of City Water Quality Control Plant operations. -An employee in this class is expected to carry out assigned duties and responsibilities under minimal supervision. EXAMPLES OF DUTIES: On an assigned shift, monitors, operates and adjusts controls on Water Quality Control Plant equipment and machinery such as valves, motors., pumps', chlorinators, filters, chemical feeders, adjusters and clarifiers; r. egulates pressures and flow rates; reads and records information taken from gauges', dials and other instru- ments; oils, greases and otherwise services Plant equipment; cleans, adjusts and repacks valves and pumps; inspects Water Quality Control Plant'equipment and facilities to insure proper operation; assists in removing, installing and performi.ng major mechanical repair to a variety of Plant equipment includi.ng pumps, compressors, motors and related equipment; performs general Plant main- tenance work such as sweepi.ng, cleani.ng,'sanding and painting; maintains required records relating to Plant operation and maintenance. DESIRABLE QUALIFICATIONS: Knowledge of: The operation of the City Water Quality COntrol Plant; The operati.ng principles of valves, pumps and motors; Safe~ work practices; and Ability to: Independently operate the Water Quality Control Plant on an assigned shift; Perform minor Plant repair work and to assist in making major repairs to Plant equipment and facilities; Read and interpret gauges and recordi.ng devices; Keep accurate records of Plant operations; Understand and carry out oral and written directions; and EXHIBIT "J" TO RESOLUTION NO. 44-81' adopted 4/15/81 Operator II - Water Quality Control Plant (continued) Experience- Either one (1) year of experience as a Water Quality Control Operator I in the City of South San Francisco, or three [3) years of experience in work involvi.ng the operation and maintenance of mechanical equipment; and Education- Equivalent to completion of the twelfth grade. (Additional qualifying experience may be substituted for education on a year-for-year basis'). SPECIAL LICENSING- Water Quality Control Plant Operator II must possess a Grade II Certification as issued by the State Water Resources Control Board. LICENSE- Possession of a valid California Driver's License issued by the Si~ate Department of Motor Vehicles. -2- City of South San Francisco March, 1981 SUPERINTENDENT OF WATER QUALITY CONTROL DEFINITION: Under administrative direction of the Director of Public Services, plans and directs the work of the Water Quality Control Plant; is responsible for the operation and maintenance of the Plant, pumping stations, outfall sewer; for administering the industrial waste charges and laboratory; and' performs related work as required. EXAMPLES OF DUTIES: Plans and directs, through subordinate supervisors, the operation of the Water Quality Control Plant, pumping stations and outfall sewer; the necessary laboratory analysis and measures to insure adequate treatment of waste water under both regular and emergency conditions; all preventive maintenance and repair to treatment and pumping stations and related facilities; arranges all repairs or improvements necessary to. the waste water facilities; plans and prepares an annual budget; administers the schedule of charges for industrial waste and sewer use fees; acts as City representative in contacts with the public, industries, cities and other governmental organizations in matters related to waste water treatment' and disp°sal; administers the training and safety pr.ogram for division employees and directs preparation of routine and special reports to reflect waste water treatment, operating conditions and all related problems. LICENSE: Possession of an appropriate California Operator's License issued by the State Department of Motor Vehicles. Possession of Grade IV Waste Water Quality Control Plant Operator's certification issued by California State Water Recources Control Board. DESIRABLE QUALIFICATIONS: Knowl edge of: Principles, techniques and equipment used in the operation and maintenance of a Water Quality Control Plant facility; Principles and objectives of laboratory analysis for' treatment and process control; Principles of organization, .supervision and employee traini.ng; and Ability to: Effectively plan, organize and direc't a program relating to the operation and maintenance of the Water Quality Control Plant and related facilities; Develop and install improvements in organization and work procedures; Make laboratory tests and analyze and interpret results; Read and interpret gauges and other recording devices; Supervise and instruct subordinate plant personnel; Keep accurate operational records and prepare reports; Establish and maintain cooperative relationships with those contacted in the course of work; and EXHIBIT "K" TO RESOLUTION NO. 44-81, adopted 4/15/81 Superintendent of Water Quality Control ~ (continued) Experience: Five (5) years of increasingly responsible experience in the operation and maintenance of waste Water Quality Control Plant facilities, including two (2) years of experience in a supervisory capacity; and Education: Equivalent to graduation from an accredited four-year college or university in engineeri.ng, physical science or related field; or an equivalent combination of education and experience. -2-
