A RESOLUTION AMENDING THE SOUTH SAN
FRANCISCO EMPLOYEE CLASSIFICATION
PLAN BY THE 5DDIFICATION OF CERTAIN
CLASS SPECIFICATIONS.
BE IT RESOLVED by the City Council of the City of South San Francisco
that the Employee Classification Plan, as amended, is further amended as
follows:
1. The Class Specifications for the classification listed
below are hereby modified:
a. Secretary II; as set forth in exhibit "A"
attached hereto;
b. Senior Police Clerk; as sel'forth in exhibit
"B" attached hereto;
c. Fire Chief; as set forth in exhibit "C"
attached hereto~
I hereby certify that the foregoing Resolution was regularly introduced
mhd adopted by the City Council of the City of South San Francisco at a
regular meeting held on the 2nd day of September , 19 8l , by

SECRETARY II
DEFINITION
Under general supervision, performs a variety of difficult, complex and responsible
secretarial and clerical functions as assigned by a Department Head or his/her
-administrative staff.
DISTINGUISHING CHARACTERISTICS
A position in this class is distinguished from other secretarial classes by the'
degree of confidentiality, initiative, independence and responsibility which must
be exercised in performing secretarial duties requiring diverse and/or technical
departmental subject knowledge. Positions in this class must exercise mature judge-
ment in relieving the Department Head of administrative detail and may be required
to supervise other clerical positions.
EX~'qPLE OF DUTIES
Performs, or may assign, secretarial and general 'clerical office functions; 'Takes
and accurately transcribes dictation from shorthand notes, dictaphone, clear copy
or draft; Composes correspondence from brief instructions; Disseminates specialized
and technical departmental information relative to established policies and procedures;

Screens mail, telephone calls and visitors and refers to appropriate official or may
provide assistance or answer complaints within approved departmental guidelines;
---Maintains calendar and schedules for Department Head or administrative staff, makes
arrangemen.ts for appointments, meetings, conferences,' and follows up for coordination;
Establishes and maintains records and files including those of a confidential nature;
Independently collects and tabulates a variety of data used in conjunction with projects,
studies and budget review; May consolidate data into preliminary report form for review
by administrative staff; May assist in budget preparation and keep records df'purchase
.orders, payroll, statement of expenses and other fiscal transactions; May be required
to attend evening 'Board and Commission Meetings and take and transcribe minutes, agendas
and reports; Operates a variety of office equipment;· perform related work as required.
DESIRABLE o~ALIFICATIONS:

Independently perform difficult and responsible secretarial
work;
Take and accurately transcribe dictation at a speed of no
less than 90 words per minute;
Type accurately at a speed of no less than 50 words per
minute;
and
EXPERIENCE:
Four (4) years of increasingly responsible secretariR1 or
stenographic experience is required. It is preferred that
one year of this experience be at the supervisory level.

EDUCATION:
Equivalent to graduation from High 'School. Successful
completion of one year of business college may be subs-
tituted for one year of th-e'sec~etarial experience.

SENIOR POLICE CLERK

DEFINITION'
· .
Under general supervision, to perform a'variety of typing and general
'clerical work in processing and maintaining Police Department records;
to provide clerical support to supervisory and administrative personnel;
and to assist in the booking, search and transportation of subjects.
DISTIGUISHING CHARACTERISTICS:
PositiOns. Sin_ this class differ from those in the classification of Police
Clerk by either the technical job knowledges required and/or by having the
responsibility for a variety of significant support functions such as pay-
roll, personnel records and purchasing, and the taking of dictation and
performance of certain secretarial duties. Positions in this classification
also provide technical assistance and training to Police Clerks'..
EXgaMPLES OF DUTIES'
Composes letters and reports from notes or verbal instructions; types reports.,
letters and'Other'.material; provides.clerical support to supervisory and
administrative personnel; compiles:a variety of information required in the
preparation of various Department records and reports; checks forms and
documents for completeness and for conformance with established regulations
and procedures; maintains extensive public and c0nfidential files and card
indexes; provides and obtains information in person, by-telephone and by
letter; assists in the booking,, search and transportation of subjects;
· 'provides technical assistance and training to Police Clerks; operates a va-
riety of office'machines, including teletype and data entry/retrieval systems;
collects and records fees; depending upon assignment, may be required to work
rotating shifts and be subject to call-in at irregular hours as the needs of
.the Department require. Compiles and calculates data for crime analysis and
statistical reporting to State and federal ~gencies. May take certain police
reports by' telephone and over the .counter~ perform related work as required.

at a speed of not less than eighty (80) word§ per minute in
order, to successfully complete probation;
understand and carry out oral and written directions;
maintain effective working relationships with other department
employees, the general public and with other government_
agencies;
work irregular hours;

EXPERIENCE:
Two (2) years of clerical experience, indluding, at least one year of
experience with a law enforcement agency.

EDUCATION:
Equivalent to completion of the twelfth grade. Completion of a two-
year curriculum in Police Science may be substituted for the desired
experience on a year-for-year basis.

FIRE CHIEF
DEFINITION:
To plan, organize, direct and coordinate the activities of fire suppres§ioB,
prevention, paramedic and support services of the Fire Department. To prqvide
-highly responsible and technical staff assistance to the City Manager and City
.Council. To perform related work as required.
DISTINGUISHING CHARACTER-ISTICS:
This is a Department Head position with responsibility for the overall operation
of the Fire Department. The incumbent exercises independent judgement and dis-
cretion; manages, controls and directs employees; formulates admihistrative
policies and goals for Department operations.
EX.~.IPLE OF DUTIES:
Assumes full command responsibility for the operations conducted'by the Depart-
ment;, plans, organizes, directs and coordinates the activities of Fire Department
personnel, apparatus, and equipment engaged in preventing and extinguishing
fires, in saving lives and property and in the enforcement of fire ordinances
and codes; plan~ and directs a comprehensive:~rogram of' fire prevention; and a
· . comprehensive paramedic and emergency medical assistance program; formulates
departmental rules, procedures and policies and sees that they are carried out;
maintains effective discipline; directs the-maintenance of fire equipment and
fire stations; fnzervfews and recommends employment of prospective employees, is
responsible for rejection during, probationary, periods, reports of performance, .
and other departmental personnel actions; supervises the training program of the
Fire Department including driHs on all phases of fire work; attends meetings,
conferences and conventions of fire fighting personnel; .confers with agents of
other governmental jurisdictions, with the Office 'of the S.k.a~F-'ir~"~Marshal~ with the
prevention bureaus and with the Insurance Service Office; formulates an annual
budget, estimates and controls budget expenditures; recommends purchase of
equipment and supplies; meets the public and deals with various officials and
citizens in furthering the pUblic relations of the department.
DESIRABLE QUALIFICATIONS
Knowldege of:
Modern principles, practices, and techniques of Fire Department adminis-
tration, organization, and operation;
Advanced methods and techniques of fire fighting, fire apparatus and equip- ment, emergency medical care, and fire inspection and prevention;
Geography, types of building construction, major fire hazards, water supply,
and characteristics of South San FranciSco;
Principles of management, supervision, and training;

EDUCATION AND EXPERIENCE:
Experiencel ?, Two years of full-time command experience in a capacity
equivatemt to Battalion Chief in the South San Francisco
Fire Department.
Education:

Equivalent to a Bachelor of Arts Degree from an accredited
college or University with a major in Fire Science, Business
or Public Administration or an .approved related field.
Education and Experience Note:
The preferred Experience and Education is as shown above. However, candi-
dates with a minimum of an Associate.~ of Arts Degree from an accredited
college with a major in Fire Science, Public Administration or Business
Admini§tra~i6ni or an approved related field with four years of full-time
command experience in a capacity equivalent to Battalion Chief in the
South San Francisco Fire Department will be allowed to apply. Additional
education beyond an A.A. can be substituted for the required four years
experience on a year for year basis, to a maximum of two years.
LICENSE:
Possession of the appropriate.valid Operators'~ License issued by the State of.
