CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AMENDING THE SOUTH SAN FRANCISCO
EMPLOYEE CLASSIFICATION PLAN BY THE MODIFICA-
TION OF CERTAIN CLASS SPECIFICATIONS. AND
ESTABLISHING. CERTAIN OTHER CLASSIFICATIONS.
BE IT RESOLVED by the City Council of the City of South San Francisco
that the Employee Classification Plan, as amended, is further amended ef-
fective January 1, 1982 as follows:

1. The Class Specifications for the classifications listed below are ;
'hereby modified:
a) Assistant Electrical Technician; as set forth in Exhibit "A"
attached hereto;
b) Electrical Technician; as set forth in exhibit "B" attached

c) Assistant City Attorney; as set forth in exhibit "C" attached
h e reto;
d) Legal Secretary; as set forth in exhibit "D" attached hereto;
2. The following classifications listed below.are hereby established:
a) Senior Electrical Technician; as set forth in Exhibit "E"
attached hereto;
b) DepUty City Clerk (Unclassified); as set forth in Exhibit "F"
attached hereto:

ASS ISTAN'r ELECTRICAL TECHNICIAN
EFINITION
Under supervision, performs aWide variety of semi-skilled electrical work
in the installation, repair and maintenance of traffic signals, street
lighting, alarm systems and other electrical wiring equipment and devices;
does related work as assigned.
DISTINGUISHING CHARACTERISTICS
This is a trainee position in the electrical crew, which assists the higher
level positions afld performs' semi-skilled electrical maintenance and 'repair
work. Incumbents must gain proficiency and attain the skills necessary to
function at.the' Electrical Technician level within three years from appoint-
ment.
EXAMPLES OF DUTIES.:
,
Assists in the installation,,knock-down, replacement and repair of traffic
signals, street lighting and'alarm'systems; assists in and performs minor
in-house electrical repairs; digs'trenches, uses jackhammer, asphalt saw~,
compressors, pipe'benders, threaders and other tools and equipment as
necessary; cuts asphalt'and assists in installation and repairs of loop
detection for traffic signals; may be required to work unusual hours i'n
emergencies and be available on an "on-call" basis. Incumbents will be
required to. work occasionally'at a Considerable height above the groudd.

Knowledge of:
Tools, Equipment. and materials used in electrical repair
and ma i ntenance;'
Basics of electricity as related to operation of traffic
signals, fire alarms' and street lighting;
Operation and maintenance of small electrical motors and
mechanisms such as those used in traffic signal systems;
Occupational hazards and appropriate safety precautions.

Ability to:
Use small hand tools and shop equipment necessary to
repair electrical equipment;
Perform heavy physical and manual labor work;
Learn to diagnose and repair faulty electrical wiring
systems;
Learn to read and interpret blueprints, diagrams and
schemat i cs;
Understand and carry out oral and written directions;
Establish and 'maintain cooperative working relationships
with other employees and the general public.
ASSISTANT ELECTRICAL TECHNICIAN
EXPER ! ENCE
One (1) year of general construction or maintenance work experience,
preferabl-~ in electrical installation, maintenance and repair.
EDUCAT ION
Equivalent to graduation from high school.
L I CENSE
Possession of an appropriate California Operator's License issued by the
State Department of Motor VehiCles.
NOTE:
Incumbents are expected to pass an examination and demonstrate proficiency
to function'at the Electrical Technician level within three years from date
of appointment.' Incumbents who meet the education and experience requirement
for Electrical Technician will be permitted to test for Electrical Technician
after having completed six months of employment. Incumbents who fail the
examination will be'permitted one retest opportunity. Incumbents will be
released from employment or returned to their last permanent position with
the City of South San Francisco provided it is at the same or lower level
after,having failed.the examination a second time.

DEFINITION
Under general supervi'sion, performs a wide variety of skilled electrical
work in the installation, repair and maintenance of traffic signals,
street lighting, alarm systems and other electrical wiring equipment and
devices; does related work as required.

DISTINGUISHING CHARACTERISTICS'
This position differs from the Assistant Electrical TeChnician in'that this
is thej[burney I'evel position in the electrical crew performing skilled
electrical maintenance and repair work on a daily basis. Incumbents may be
required to assist the ..Senior Electrical Technician in 'performing work on
more complex' repairs and projects.
EXAMPLES OF DUTIES

transformers and other fixtures, appl lances and equipment; Repairs and replaces
electroliers and fire alarm boxes; Reads blueprints, diagrams and schematics;
Assists the Senior' Electrical Technician in more complex electrical instal-
lations and repairs. May'be required to work unusual hours in emergencies and
to be avai'iable on an "on-call" basis. Incumbents will b& required to work

Electrical Technician with the City of South San Francisco.
EDUCATION
Equivalent to graduation from high school, preferably supplemented by cou. rses
in the principles of applied electrical theory.
LICENSE
Possession of an appropriate Cal?f°rnia Operator's License issued by the
State Department of Motor Vehicles.

DEFINITION:
Under general direction, to assist the City Attorney in the performance of
duties and responsibilities as the legal counsel for the City.

This is a professional managerial position in the unclassified service. An
incumbent in this classification m'ust combine'high professional competency and
managerial skills with considerable initiative, good judgment and ability to
deal in asolution-oriented manner.
EXAMPLE OF'DUTIES (Illustrative Only):
Drafts ordinances,' resolutions, contracts, deeds, leases, permits,, licenses and

LICENSE:
Active membershiP in the State 'Bar of California, and possess a valid California
Driver's License.

Knowledge of:
The methods, materials and practices neceSsary ifor legal research; General
statutory and case law, with reference to municipal government functions;
Court. and administrative procedures; the methods and practice of pleading
and the rules of evidence; Principles of government organization.
Ability to:
Conduct legal research and to prepare legal correspondence; Analyze and to
draw valid conclusions from statutes, court decisions and legal documents;
Establish and maintain effective public relations with others.
EXPERIENCE: Three years in the practice of law.. Experience in governmental'
law/orlitigation is preferred.
EDUCATION: Graduation from an' accr6dited law school with a J.D. Degree or its

A position assigned to this class is distinguished from other secretarial
classes by.the high degree of confidentiality', mature judgement, initi-
ative and assumption of respon.sibility which must be'excercised in per-
formin9 secretarial and administrative detail functions, all of which
require a technical knowledge of engineering, planning and legal ermino-
logy, forms and documents, as well as a practical knowledge of legal and
City 9overnment;operations and procedures. A high degree of tact and
secretarial professionalism must be implemented and maintained in assisting
and dealing with City officials, private attorneys' representatives of
private interest groups and businesses, departments and divisions and other
person ne I.
EXAMPLE OF DUTIES
Performs secretarial, clerical and administrattive functions; Takes and
transcribes shorthand dictation involving technical legal, engineering and
planning terminoloty; Types from own composition or from dictation, clear
copy, draft or dictaphone such material as correspondence, agreements,
resolutions, ordinances, permits, affidavits, briefs and other legal
documents; Maintains calendars and' schedules'for City Attorney and his
administrative staff, makes arrangements for appointments, meetings,
conferences and court dates and roi lows up for coordination; Screens
incoming mail, telephone calls, visitors and claimants, directing them to
appropriate official,, or may provide' necessary response or in{ormation or
determine proper course of action pertaining to legal matters; Independently,
or based on limited instructions, gathers, assembles and prepares .formats and
background information, by either research or personal interviews, with
departments or private parties for presentation to City Attorney and staff
for action, special projeCts or studies; Disseminates City, legal or

Proper business English, spelling, punctuation, grammar and vocabulary;'

Proper and professional office protocol to be exercised in dealing
with City officials, attorneys and the general public.

dealing with controversial or sensitive situations;

Independently perform difficult and responsible clerical work

Take and accurately transcribe shorthand at a speed of no less than
90 words per minute;
Type accurately at a speed of no less than 65 words per minute.

EDUCATION
Graduation from High School or its equivalent, preferably including
or supplemented by ourses in typing, shorthand and office practices
and procedures. Successful completion of one year of business
colle.qe or a paralegal course may be substituted for one year of the

EXPERIENCE:
Five (5) years of increasingly responsible secretarial or stenographic
experience, two of which should have been of a legal nature.

SENIOR ELECTRICAL TECHNICIAN'
DEFINITION
Under direction, performs highly skil led electrical' work in the design,
installation, maintenance and repair of a wide variety of electrical
equipment and wiring systems. Is required to lead and train assigned
personnel, i~spect and apProve'.:field work and does related work as
requ i red.

This position differs.from that .of Electrical Technician in that this is a
highly skil led position performing a wide variety of more compleX and
difficult electrical work, Incumbents may also be assigned to the design
and implementation of sophisticated electrical projects. This position is -
also required to lead and train .lower level personnel assigned to the
electrical crew.
EXAMPLES OF DUTI ES
Inspects and diagnoses difficult and'complex 'electrical problems; Assigns'
and trains skilled and sbmi-skilled crews to perform repair work on traffic
signals, controllers, street lighting'and alarm systems and makes daily
reports of activity of crews'.and status of work assignments; keeps time and
material records on electrical work performed for other departments; orders
supplies and'equipment as necessary; reads. and 'interprets schematics, diagrams
and blueprints for general, construction p.t~ns; lays .out work and plans ahead
'for future expansiOn or maintenance; designs, implements, maintains and'
repairs sophisticated electrical projects as required; prepares written
reports and proposals; Relieves the Public Works Supervisor/Electrical as
necessary; Inspects and approves electrical field work being done by con=
'tractors. May be required to work unusual hours in' emergencies'and be
available on an "on-call" basis. Incumbents will be required to work oc-
casional ly at a considerable height above the ground.
DESIRABLE QUALIFIATIONS
Knowledge of:

This classification is distinguished from' other secretarial classifications
by the method of appointment, degree of independence and the special ized
knowledges required in the maintenance of official City records. ·
EXAMPLES OF DUT! ES:
Performs secretarial and general office support functions. Takes'and..
accurately transCribes dictation from notes, dictaphone, tape recordings.
or clear'copy; Indexes and transcribes minutes of Ci.ty Coucil 'meetings;
Prepares City Council agenda's and offici'al meeting notices;. Establishes,
utilizes and maintains filing and record keeping systems; Accepts, certifies,
publishes.and records documents'and records as legally required; Assists in
conducting municipal elections; Composes correspondence from brief instruc-
tions; Independently researches and col lects a variety of information from
official records and files for the public and members of City staff; Attends
meetings and performs the-duties of th'e City Clerk as assigned during absences

NOTE:
Appointment to this .Unclassified position can only be made from the
Secretary-I 'position assigned to 'the Office'of the City Clerk.
Appointment to .this Unclassified position is at the will and pleasure
of the City Clerk. Incumbents receive no additional compensation when
performing the duties of the City Clerk during absences of the City
Clerk.
