CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION REQUESTING THE STATE OF
CALIFORNIA DEPARTMENT OF TRANSPORTATION
TO INITIATE THE DEVIL'S SLIDE BYPASS
"PROJECT
WHEREAS, the mid-coastside area of San Mateo County is accessible from
the rest of the San Francisco Bay Area only from State Highways No. 1 to the
North and No. 92 from the east; and
WHEREAS, there are approximately Twenty Thousand (20,000) residents of
the coastside who depend upon these two highways to gain access to the bayside
from their homes and businesses and back again; and
WHEREAS, during the storm of January 4, 1982, Highway 1 to the north was
critiCally severed in two separate places and completely blocked by a major slide
in a third; and
WHEREAS, the present closure of this highway is only the last in a long
history of such closures resulting from the severe instability of the roadbed and
slide-prone terrain in the Devil's Slide area of Highway 1; and
WHEREAS, the safety and welfare of the coastside residents were for a time
dependent solely upon Highway 92, a two-lane, twisting and dangerous road which
is often blocked, by serious car accidents, and which itself was partially blocked
by several mud slides during the aforementioned storm; and
WHEREAS, to provide a safe and reliable bypass of the notorius Devil's
Slide area of Highway 1, both San Mateo County and the City of Half Moon Bay
have repeatedly urged the improvements of these two highways; and
WHEREAS, in an effort to overcome the objections of the State Department
of Transportation to build a safe bypass around the Devil's Slide area on Highway
1, the County recently offered to fund the Environmental Impact Report necessary
as a prerequisite to any such improvement project, which offer was rejected by
the State; and
WHEREAS, the State Department of Transportation has heretofore determined
that the Devil's Slide area can be made safe and reliable through different "band-
aid" maintenance procedures, wi'thout the expenditure of the funds necessary to
evaluate and then construct a safe bypass around this hazardous area;
NOW, THEREFORE, BE IT RESOLVED that the City of South San Francisco does
hereby request the State of California Department of Transportation to acknowledge
the extreme seriousness of the Devil's Slide geological hazard and act in the best
interests of the public by immediately initiating the Devil's Slide bypass project;
and
BE IT FURTHER RESOLVED, that the City hereby encourages the San Mateo
County Board of Supervisors to renew their efforts with the State, in view of
the present critical condition of Highway 1, by reaffirming their offer to fund
the Environmetal Impact Report necessary to evaluate the proposed Devil's Slide
bypass project,
I hereby certify that the foregoing Resolution was regularly introduced
and adopted by the City Council of the City of South San Francisco at a re.qular
meeting held on the 3rd day of~ 'February , 1982, by the following vote-
