CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION ADOPTING A POLICY FOR ANNUAL
ROTATION OF MAYOR AND MAYOR PRO TEMPORE
WHEREAS, Government Code Section 36801 states that the City Council shall
meet on the Tuesday after the General Municipal Election and choose one of its
number as Mayor, and one of its number as Mayor Pro Tempore; and
WHEREAS, it is the policy of the City Council of the City of South San
Francisco to comply with that mandate in selecting its Mayor and Mayor Pro Tempore;
and
WHEREAS, pursuant to Government Code Section 36503.5 the City Council
enacted an Ordinance requiring its General Municipal Election to be held on
the same day as the day of School District Elections as set forth in Section 2602
of the Elections Code; and
WHEREAS, the practical effect of enactment of the aforementioned Ordinance
was to move Municipal Elections from April of even numbered years to November of
odd numbered years; and
WHEREAS, the Clerk of the County of San Mate° has stated that it is not
possible to canvass within seven (7) days the votes of a General Municipal Election
which is consolidated as set forth above; and
WHEREAS, Government Code Section 36503.5(c) provides that elected City
Officers whose four year terms of office would have, prior to the adoption of the
Ordinance, expired on the Tuesday succeeding the second Tuesday in April of an
even numbered year, shall, instead, continue in their offices until no later
than the fourth Tuesday after the day of the General Municipal Election; and
WHEREAS, it is now necessary to change the date of selection of a Mayor
and Mayor Pro Tempore;

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South
San Francisco that commencing on the fourth TUesday following the General l~lUnicipal
Election in November, 1983 a Mayor and Mayor Pro Tempore shall be selected by
the City Council in the following manner:
1. Odd numbered years.
In odd numbered years the respective terms of office of the Mayor
and Mayor Pro Tempore shall commence on the fourth Tuesday following
the General Municipal Election, when the Council meets and chooses
one of its members as Mayor and one of its members as Mayor Pro
Tempore, in accordance wi th Government Code Section 36801, and shall
continue through to the time on the date of the second regular
Council Meeting in Novemb6r Of. the succeeding year when the Council
shall meet and choose one of its members as Mayor and one of its
members as Mayor Pro Tempore.
2. Even numbered years.
In even numbered years the respective terms of office shall commence
on the date of the second regular Council Meeting in November when
the Council meets and chooses one of its members as Mayor and one
of its members as Mayor Pro Tempore, and shall continue through to
the time on the fourth Tuesday succeeding the General Municipal Election
of the next year when the Council meets and chooses one of its members
as Mayor and one of its members as Mayor Pro Tempore, in accordance
with Government Code Section 36801.
BE IT FURTHER RESOLVED THAT, notwithstanding the foregoing, the City
Council shall meet on the evening of May 5, 1982, at its regular Council
Meeting and shall select from among its number a Mayor and Mayor Pro Tempore
to serve from that date through to the time on the date of the first regular

Council meeting in May, 1983, when the Council shall meet and choose one of
its members as Mayor and one of its members as Mayor Pro Tempore.
BE IT FURTHER RESOLVED that the City Council shall meet at its first
regular meeting in May, 1983 and select from among its number a Mayor and
a Mayor Pro Tempore to serve from that date until the fourth Tuesday
succeeding the General Municipal Election of 1983 when the Council shall meet
and choose one of its members as Mayor and one of its members as Mayor Pro
Tempore in accordance with Government Code Section 36801.
BE IT FURTHER RESOLVED that all prior Resolutions on this subject are
rescinded, to the extent that they conflict with any of the provisions of
this Resolution.
I hereby certify that the foregoing Resolution was regularly introduced
and adopted by the City Council of the City of South San Francisco at a
regular meeting held on the 21st day of April
