FOR THE RENOVATION OF PORTIONS OF CITY HALL AND THE FORMER POLICE'SERVICES~BUILDING that' BE IT RESOLVED by the City Council of the City of South San Francisco 1. 'Execution'of Supplement. Execution of Supplement No. 2 to an Agreement to furnish architectural and related design services to the City of South San Francisco for the renovation of portions of City Hall and the former Police Services Building entered into on September 30, 1981 between the City of South San Francisco and Group 4/ Architecture, Research and Planning, Inc., in order to incorporate the renovation of the Library on the City Hall Complex int° the design services is hereby authorized, and a copy of said Supplement is attached hereto as Exhibit "A." 2. Signatures. The City Manager is authorized to execute said Supplement on behalf of the City, and the City Clerk attest'his signature thereto. PB-81-2 The City of South San Francisco, hereinafter called "CITY.~':' and GROUP 4/ Architecture, Research and Planning, Inc., hereinafter called "C(~01.TANT," have entered into an AGR~~T dated September 30, .1981 in connection with the renovation of the City Hall and former Police Services Building (herein- after "~'), which ~ was anended on March 23, 1982 by. SUPI~FMENT NO. 1 to said AGRa. The AGR~ is attached hereto as '~xhibit 2A" and SUPPIFMENT NO. 1 is attached hereto as '~hibit 2B." Both docummnts are incorporated by reference as though fully set forth herein. This SUPPIFMENT is being executed ~n order to incorporate the renovation -of the Library on the City Hall Ccmplex into the design services being performed by the CONSULTANT for portions of the City Mmll and the former Police Services Building.' The services which the C~NSULTANT now agrees to perfom over and above those contracted for under SUPPIFMENT NO. 1 are described~.in the following secticn, SECTION 2: SCOPE OF SERVICES of this The scope of work as set forth in the foll~ming phases is based on interviews with City pers~nel and site visits to the library Building and is to be performed in addition to the services outlined in the AGR~ and SUPP~FMENT NO. 1 thereto. The limits of work include the City Hall site, bounded by Grand Avenue, Maple Street, Walnut Avenue and .Miller Avenue although the mjority of work shall occur within and directly adjacent to the City Hall library. The work under Basic Services to be performed by the CONSULTANT for each phase shall be defined as follows: Page 1 of 8 Phase 1 - Feasibility Study (deleted for this SUPPLEMENT) Phase 2 - Design Development Phase Specific responsibilities of the CONSULTANT in this Phase shall include the following: o Field SurVey, to the extent possible, conditions in the Library building which affect the changes proposed to the architectural, structural, mechanical and electrical elements. The CONSULTANT will rely on building documents provided by the CITY but will not be held responsible for building elements which are buried, not exposed to view, or not constructed as indicated on drawings o Attend six (6) public meetings pertaining to the completion of work under this Phase as deemed necessary by the City Manager or the Director of Public Services o Prepare scaled drawings, an Outline Specification and other documents of preliminary design quality to fix and describe the size and character of the entire Library renovation project as to architectural, structural, mechanical and electrical systems, materials, and such other elements as may be appropriate including: - Renovation to the interior of the first floor of the Library, to consolidate the two existing circulation desks into one new circulation desk adjacent to the Walnut Avenue entry - Renovation to the interior of the'first floor of the Library, as required or permitted structurally, to allow for a more efficient layout of stacks at the Children and Adult book sections - Renovation of the core of spaces separating the Children and Adult book sections, as required, to consolidate the number of underutilized spaces and to provide for improved access and control for this Walnut Avenue entrance Page. 2 of 8 - Renovation of miscellaneous elements to the staircase leading from the first floor of the Library to the lower floor - Renovation of the exterior Walnut Avenue entrance to provide for the accessibility of handicapped persons to the Library - Renovation to the roof of the Library to provide for anew roof, insulation and flashing and other pertinent related amenities as required - Renovation to the exterior west side wall to seal cracks in the masonry wall Meet with the Librarian, City Manager, Director of Public Services and other concerned City officials to review, and revise, if required, the documents produced by the C~NSULTANT under this Phase o Prepare and submit to the CITY a Statement of Probable Construction Cost based on the elements of the entire Project Present and obtain approval from the South San Francisco City Council of the final design development documents produced under this Phase before proceeding with Phase 3 o Submit twenty (20) copies of the approved design development documents to the Director of Public Services Phase 3 - Contract Documents Phase Specific responsibilities of the CONSULTANT in this Phase shall include the following: o Based on approved Design Development documents developed under Phase 2 and any further adjustments in the scope or quality of the Project or in the Project Budget authorized by the CITY, the CONSULTANT shall prepare, for approval of the CITY, Contract Documents consisting Page 3 of 8 of complete, detailed, measured Drawings and Specifications setting forth in detail the requirements for the construction of'the Project including architectural, structural, mechanical and electrical systems, materials and such other elements as required for bidding purposes o Prepare and submit to the City a revised Statement of Probable Construction Cost based on the elements of the Library renovation o Attend six (6) public meetings pertaining to the completion of work under this Phase as deemed necessary by the City Manager or the Director of Public Services o Assist the CITY, if required, in connection with the CITY's responsibility for filing documents required for the approval of governmental authorities having jurisdiction over the Project o Assist the CITY in the preparation of the necessary bidding information, bidding forms, the Conditions Of the Contract, the form of Agreement between the CITY and the Contractor, and any other documents required by the CITY to be'included in the Specifications o Integrate this Library renovation into the Work Phasing Schedule being prepared for the City Hall and the former Police Services Building under SUPPLEMENT NO. 1 o Present and obtain approval from the South San Francisco City Council of the final contract documents produced under this Phase before proceeding with Phase 4 o Submit to the CITY original tracings of Drawings and reproducible copies of Specifications for printing and distribution by the CITY Page 4 of 8 Phase 4- Bidding Phase Specific respcmsibilities of the CCNSULTANT in this Phase shall include the following Based on approved Construction documents and any further adjustmmnts in the scope or quality of the Project or in the Project Budget authorized by the CITY, 'the CfINSULTANT shall assist the CITY in obtm~ning bids, and if'required, assist in a~ard~ng and preparing ccmtracts for construction. Assist the CITY in preparation of Pre-Bid Conference and be present to 'answer questions by prospective bidders. Assist the CITY 'in preparation of a lis. ting of Contractors interested in the Bidding of the Project. CONSU~.TANT shall not be responsible for the quality of work provided by any Contractor. o Assist the CITY in the evaluation of Bids received. Be available to answer any qUestions by Bidders and 'to issue Addenda to the Construction Documents, if required. Services not described in. SECTION 2: SCOPE OF SERVICES of this SUPI~~ and customarily not a part of these Basic Services Shall be considered as Additional Services, unless said services are included in the SCOPE OF SERVICES of the basic AGRKFMENT or SUP~ NO. 1 thereto. They shall be provided if authorized or confirmed in writing by the CITY, and they shall be paid for by the CITY in addition to the rates of payment described under SECTIfIN 5: CCMPENSATION of this SUP~FMENT. CONSULTANT shall begin work within seven (7) days following execution of Page 5 of 8 this SUPPLEMENT to the AGREEMENT and upon written notice by the CITY to proceed with Phase 2. CONSULTANT agrees to complete Phase 2 through Phase 4, inclusive, coincidental with the revised Milestone Network submitted to the CITY for approval under Phase 2 work of SUPPLEMENT NO. 1. CONSULTANT will not be held responsible for delay caused by others or extenuating circumstances beyond control of CONSULTANT SECTION 5: COMPENSATION In consideration for services performed as described in SCOPE OF SERVICES, the CITY agrees to pay the CONSULTANT on a Time and ~terial basis with a Maximum Limit. The Maximum Limit for work performed under Phase 2 through Phase 4, inclusive, shall be Ten Thousand Seven Hundred Six Dollars ($10,706.) COmpensatiOn for work under this SUPPLEMENT shall be added to the Compensation for work under SUPPLEMENT NO. 1 to forTM a new MaximumLimit to include the combined services for this SUPPLEMENT and SUPPLEMENT NO. 1. Labor charges will be according to the SCHEDULE OF CHARGES shown in "Exhibit lB" of SUPPLEMENT NO. 1. The rates include compensation for direct labor, indirect labor overhead, general and administrative overhead, and profit for the CONSULTANT and that of outside consultants. The costs of outside consultants shall be billed to the CITY at a multiple of 1.1 times the amounts billed to the CONSULTANT for such services. Reimbursable Expenses for in-house and outside services shall be charged according to "Exhibit D" of the AGREEmeNT. Payments made in consideration for services performed by the CONSULTANT as generally described in SECTION 3: ADDITIONAL SERVICES shall be made monthly by the CITY on a Time and Material Basis and accordingto the SCHEDULE OF CHARGES, "Exhibit lB" of SUPPLEMENT NO. 1. Page 6 of 8 If the services covered by this SUPPT~ have not been ccmpleted within the time frame specified in SUPPIFMENT NO. 1, through no f~ult of the CCNSULTANT, the amounts of cc~N~msatiom and rates set forth herein shall be equitably adjusted. SELTION 8: HOLD HANMI~SS AGR~ CCN~~ hereby reaffirms the Hold Harmless Agreement which appears in SECTION 8 of S/JPPIFMENT NO. 1. SECTION 9: NOTICES -Ail notices shall be in writing and delivered in person or transmitted by certified mail, postage prepaid.
