HomeMy WebLinkAboutReso 67-1982RESOLUTION NO. 67-87 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION OPPOSING THE STATE OF CALIFORNIA'S REVERSE BAILOUT BUDGET PROPOSAL WHEREAS, the Legislative Analyst's Office had provided information on the impact of the Governor's proposed vehicle license fee reductions on the California cities; and WHEREAS, the impact of the Governor's proposed reductions in subventions to California cities has been projected; and WHEREAS, the Governor's proposed reductions would reduce the City of South San Francisco's revenues in excess of its estimated 1982-83 bailout amount; and WHEREAS, the excess of reduction represents a "reverse bailout" at the expense of service levels to the citizens of the City of South San Francisco; and WHEREAS, this reduction places a disproportionate load of revenue reductions on the City' of South San Francisco; and WHEREAS, the cities should be provided with subventions which permit revenue growth at least comparable with schools or counties, that is, at least seven percent (7%); and WHEREAS, the City of South San Francisco feels that all state programs should be treated alike in face of the State's fiscal crisis; NOW, THEREFORE, BE IT RESOLVED, that the City of South San Francisco calls upon the Governor, and the State Legislature to adopt a fair share approach to the reduction of the subventions for state programs and local services, and that reduc- tions in subventions to cities be based upon a formula which provides for a reasonable revenue growth of each city's, general purpose funds of a minimum of seven percent (7%) for fiscal year 1982-83; and that cities should in no case lose subvention funds in an amount greater than their estimated bailout levels. BE IT FURTHER RESOLVED, that a copy of this resolution be provided to the Governor, State Senator John F. Foran, State Assemblyman Louis Papan, and the Joint Conference Budget Committee. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a' regul~ar meeting held on the 16th day of June , 1982, by the following vote: AYES: NOES: ABSENT: Councilmembers Ronald G.
