CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION ORDERING AND CALLING A SPECIAL MUNICIPAL
ELECTION TO BE HELD ON NOVEMBER 2, 1982 FOR THE PURPOSE
OF SUBMITTING TO THE VOTERS A CITY MEASURE TAXING THE
BUSINESS OF OPERATING A COMMERCIAL PARKING FACILITY AND
REQUESTING A CONSOLIDATION WITH THE GENERAL ELECTION TO
BE HELD ON THE SAME DATE AND RESCINDING RESOLUTION NO.
70-82 ADOPTED JULY 7, 1982.
BE IT RESOLVED by the City Council of the City of South San
Francisco, San Mateo County, California, that'
1. Pursuant to the provisions of Elections Code Section 23302
and other applicable sections of said code, a special municipal elec-
tion is hereby called and ordered in the City of South San Francisco
on Tuesday, the 2nd day of November, 1982, for the purpose of sub-
mitting to the qualified voters of said City the following measure, to
wit'
CITY MEASURE: "Shall the Ordinance adding Section 6.16.047
entitled "Commercial Parking Facility" to the
South San Francisco Munici.pal Code, which section will impose
a business license tax on commercial parking facilities in
the amount of five percent (5%) of the gross receipts without
deduction therefrom, be adopted?
2. The Board of Supervisors of the County of San Mateo, State of
California is hereby requested, pursuant to Sections 23300 et. seq.,
of the Elections Code of the State of California and other applicable
sections of said code, to order the consolidation of the special muni-
cipal election to be held on November 2, 1982, with the statewide
general election to be held on the same date.
3. The consolidated election shall be held and conducted, elec-
tion officers appointed, voting precints designated, ballots printed,
polls opened and closed, ballots counted and returned, returns can-
vassed, results d~clared, certificates issued, and other proceedings
incidental to and connected with the election shall be regulated and
done in accordance with the provisions of the law regulating the sta-
tewide election.
4. Precints used at the consolidated election shall be those
used for the statewide general election.
5. The elections hereby consolidated shall be held in all
respects as if there were only one election.
6. All persons qualified to vote at municipal elections in said
City upon the date of the election herein provided for shall be
qualified to vote on the proposition submitted at said special munici-
pal election so consolidated.
7. Ballots for said election shall be provided on the form and
in the number provided by law. On said ballots, in addition to any
other printed matter which may be required by law, two voting spaces
shall be set off to the right of the proposition submitted at the
election, in the manner provided by law, one having the word "YES"
printed before it and the other having the word "NO" printed before
it.
8. Each voter to vote for the proposition hereby submitted shall
mark in the prescribed manner the voting space provided opposite the

word "YES" on the ballot to the right of the proposition, and to vote
against the proposition shall mark in the prescribed manner the voting
space provided opposite the word "NO" on the ballot to the right of
the proposition.
9. The Board of Supervisors of the County of San Mateo is hereby
requested to permit the County Clerk of said County to render the
applicable services set forth in Exhibit "A" attached hereto, relating
to the conduct of the special election so consolidated to be held on
Tuesday, November 2, 1982, and said City shall and does hereby accept
and agree to comply with the terms and conditions of the performance
of said election services and payments therefor. The County Clerk is
further authorized and delegated to perform the applicable duties spe-
cified in Exhibit "A" for the purpose of said election.
10. Notwithstanding any other provisions of this resolution, the
Board of Supervisors of the County of San Mateo is hereby authorized
to canvass the returns of the municipal election so consolidated or to
order such canvass to be made by the County Clerk pursuant to law.
11. The City Clerk is hereby authorized to procure all supplies
and make all arrangements necessary for the proper conduct of said
election, including but not limited to, the services set forth in
Exhibit "A" attached hereto.
12. Notice of Election, in the form attached hereto as Exhibit
"B" and made a part hereof, shall be published once in Spanish and
English in the Enterprise Journal, a newspaper of general circulation

published and circulated within the City. Said publication should be
made no later than the lOth day of August, 1982.
13. Arguments in support of or against the measure shall be
filed with the City Clerk on or before August 20, 1982 and the City
Clerk shall submit same to the County Clerk on or before August 23,
1982 and rebuttal arguments shall be filed with the City Clerk on or
before August 30, 1982 and the City Clerk shall submit same to the
County Clerk on or before September 2, 1982.
14. Resolution No. 70-82 entitled "A Resolution Ordering and
Calling a Special Municipal Election to be held on Novembe 2, 1982 for
the Purpose of Submitting to the Voters a City Measure Taxing the
Business of Operating a Commercial Parking Facility and Requesting a
Consolidation with the General Election to be held on the Same Date"
adopted July 7, 1982, is hereby rescinded.
I hereby certify that the foregoing Resolution was regularly
introduced and adopted by the City Council of the City of South San
Francisco at a special meeting held on the2Othday of July ,
19 82, by the following vote:

A. SERVICES FURNISHED BY COUIITY CLERK:

l) Consolidate Precincts- Provide list of consolidated precincts for
designation and setting by City Council.
2) Precinct Indexes- Prepare and furnish precinct indexes, by con-
solidated precinct, to the Affidavits of Registration of eligible
voters.
3) Polling Places: To furnish a list of polling places for selection
and des'ignation by the City. To handle clerical detail of agree-
ments for same. City shall be the party entering into the Agreement
for the Polling Place and shall be responsible for any liability that
arises therefrom.
4) EleEtion Officers:: To furnish a list of Election Officers for select-
-ion and appointment by the City Council. To handle clerical detail in
connection with the appointment of election officers and substitute
election.officers on behalf of the City Clerk.
5) Checkin~q of signatures--on Nomination. 'Papers.
6) Sample Ballot Addressin9 and Mailing-
a) Addressing for mailing (including stock where applicable).'

a) Assist City Clerk in formatting and set up of Official Absentee
Ballots.

submission to printer for actual 'print run.

a) Delivery and Use: City Clerk to arrange for carrier to deliver

City to be responsible for insurance or liability arising in
connection with the use of voting machines, including repair or
equipment or machine damage not covered by insurance. Costs for drayage
to be paid directly to carrier upon presentation of proper invoice.
