HomeMy WebLinkAboutReso 94-1982 RESOLUTION NO. 94-82 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION AMENDING THE SOUTH SAN FRANCISCO EMPLOYEE CLASSIFICATION PLAN BY THE MODIFICATION, ESTABLISHMENT AND DELETION OF CERTAIN CLASS SPECIFICATIONS BE IT RESOLVED By the City Council of the City of South San Francisco that the Employee Classification Plan, as ameded, is further amended effective July 1, 1982, as' follows' 1. The Class Specifications for the classifications listed below are hereby modified: a) Fire Captain; as set forth in'Exhibit "A" attached hereto; b) Deputy Fire Marshal; as set forth in Exhibit "B" attached hereto; c) Senior Building Inspector; as set forth in Exhibit "C" attached hereto; 2. The following class specifications are hereby established: a) Associate Planner;...as.set forth in Exhibit "D" attached hereto. 3. The following class specifications are hereby deleted; a) Assistant Planner; as set forth in Exhibit "E" attached hereto. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular meeting held on the 4th day of August · 1982, by the following vote: AYES: NOES- ABSENT- Councilmembers Ronald G. DamOnte, Gus Nicolopulos; and Roberta Cerri Teglia None None EXHIBIT "A" CITY OF SOUTH SAN FRANCISCO FIRE CAPTAIN AUGUST 1982 DEFINITION: Under direction, on an assigned shift, to supervise and be responsible for fire suppression, prevention, training, emergency medical service activities and assigned related duties. DISTINGUISHING CHARACTERISTICS: This is the first line supervisory classification in the Fire Service. Incumbents have full supervisory authority over subordinate personnel assigned to a truck or. engine company and serve as Station Commanders. EXAMPLES OF DUTIES: Supervises and evaluates subordinate personnel; responds to fire alarms, emergency medical calls, emergency resuces, public service calls, or other alarms which necessitate the mitigating of a situation which threatens life or property; orders placement of equipment in proper position for effective operation; assumes command and directs fire suppression and control operations using proper fire ground tactics unless relieved by a superior; supervises and assists in laying hose lines, directing streams of water, placing ladders, ven- tilating building; operating extinguishers and salvage and overhaul operations; supervises and participates in rescue and Basic Life Support operations; takes charge of fire station and supervises and participates in the maintenance of quarters and equipment; enforces all City and Department Rules and Regulations procedures and policies and maintains discipline; performs inspections, conducts training and company drills; prepares station budget and evaluates fire depart- · -~ment equipment and maintenance needs; maintains records and initiates reports as directed; develops and. conducts public education programs; meets the public and deals with various officials and citizens; maintains positive public relations as a representative of the department; as assigned, serves as Acting Battalion Chief; may be required to respond to alarms during non-duty hours when on-duty staff needs to be augmented; and performs assigned related duties. ~ LICENSE/CERTIFICATES Possession of a valid California Class III operator's license issued by the State Department of Motor Vehicles. May be required, after appointment to obtain a Class II or Class I license. Possession of a valid Cardio-Pulmonary resucitation (CPR) card issued by the American Red Cross or the American Heart Association. Prior to appointment must possess a valid Standard or Advanced First'Aid Card issued by the American Red Cross or an EMT-I or EMTI-FS certificate. Within one year after appointment must possess an Emergency Medical Technician ! (EMT-I) or Emergency Medical Technician I Fire Service (EMTI-FS) certificate. May be required to obtain a CPR Instructor's Certificate. ALL LICENSES AND CERTIFICATIONS MUST BE MAINTAINED AS A CONDITION OF EMPLOYMENT. FIRE CAPTAIN Page 2 QUAL IF I CATIONS: Knowledge of: Principles, practices, and procedures of modern flre suppression and preven- tion, and of the protection of lives and property; Rules and regulations of the South San Francisco Fire Department; Operation and maintenance of apparatus andequipment used by the South San San Francisco Fire Department; Basic Life Support, resuce, and related equipment and practices; Principles of supervision, administration, and training; Modern and accepted methods of training, both classroom and in-service; Current personnel management and supervision techniques. Local streets, location of hydrants, mains and major traffic and fire hazards. Ability to:. Operate apparatus and equipment used in modern fire fighting activities; Supervise effectively and maintain discipline;' Administer Basic Life Support and operate a variety of rescue equipment; Prepare complete and concise reports; Establish and maintain cooPerative relationships with those contacted in the course of work. and EXPERIENCE: Four (4) years of experience in fire fighting comparable to that of a Firefighter or Paramedic/Firefighter in the City of South San Francisco. and EDUCATION: Equivalent to completion of the twelfth grade and supplemented by college :level coursework in Fire Science. Preferred supplemental coursework would be courses leading to the Fire Officer certification in accordance with the guide.- lines and requirements of the California Fire Academy System. EXHIBIT "B" CITY OF SOUTH SAN FRANCISCO AUGUST 1982 DEPUTY FIRE MARSHAL DEFINITION: Under supervision of the Fire Marshal, performs Fire Prevention activities in the enforcement of applicable codes and regulations; conducts investigations as to the causes of fires; provides public education and does related work as required. DISTINGUISHING CHARACTERISTICS: This is. the entry and journey level classification specializing the field of fire prevention, investigation and fire code enforcement. · EXAMPLES OF DUTIES: EnfOrces all applicable Fire Prevention ordinances and other codes and regulations; personnaly inspects commercial and induStrial buildings, schools, and related structures and facilities; checks building plans for conformance with State and local fire protection laws and regulations, and nationally recognized FireProtection Standards; issues citations and notices of code violations; investigates fire causes and makes arrests for fire related Penal Code violations, investigates complaints from private citizens and other City departments relating to fire and safety hazards; assists in conducting fire drills, speaks before school groups and other organizations on Fire Prevention matters; provides Fire Prevention information to the general public and interprets various codes, ordinances, and regulations; protects evidence of arson, prepares.reports of arrests made and investigations conducted, conducts departmental background and other investigations as direCted by the Fire Chief. .... Performs other related duties as assigned. LICENSE/CERTIFICATES: Possession of a valid California Class III operator's license issued by the State Department of Motor Vehicles. ALL LICENSES AND CERTIFICATIONS MUST BE MAINTAINED AS A CONDITION OF EMPLOYMENT. QUALIFICATIONS :. Knowledge of: Fire Prevention methods, programs, and equipment, and familiarity with the Public relations phases of Fire Prevention activities; · Rules and regulations of the South San Francisco Fire Department; City Fire protection and prevention codes and applicable Federal, State and Local laws and regulations; Fire and arson investigation methods, procedures and equipment; Arrest and search and seizure procedures. and Deputy Fire Marshal Page 2 Ability to: Interpret and explain Fire Prevention laws and regulations; Check plans and drawings and recognize fire and safety hazards; Carry out investigations of arson and other suspected incendiary fires; Prepare clear, concise, and complete oral and written reports; Understand and carry out oral and written directions; Establish and maintain cooperative relationships with those contacted in the course of work. EXPERIENCE: Two (2) years of fire fighting experience comparable to that of a Firefighter or Paramedic/Firefighter in the City of South San Francisco or other equivalent experience which clearly demonstrates the possession of the required knowledges and abilities. EDUCATION: and' Equivalent to the completion of the twelfth grade. Preferred supplemental coursework would be courses leading to the Fire Prevention Officer I/II and Fire Inv'estigator I/II certificates in accordance with the guidelines and require- ments of the California Fire Academy System. NOTE- May be required to undergo psychological and polygraph examinations and successfully complete certain training courses in order to exercise powers of arrest and to carry a concealed weapon. ' EXHIB IT "C" CITY OF SOUTH SAN FRANCISCO SENIOR BUILDING INSPECTOR AUGUST 1982 DEFINITION' Under direction, to serve in a lead capacity and assist the Chief Building Inspector in the administratiOn of the Building Division. Leads and assists Building Inspectors in the inspection of buildings and structures in all stages of construction, alteration, and repair; to review and check building plans and. specifications, to enforce building, plumbing, electrical, mechanical, and zoning codes and laws; to issue permits and collect fees; and to do related work as required. DISTINGUISHING CHARACTERISTICS: - -. This is a single position classification primarily responsible for plan checking, of industrial, commercial and multi-family residential structures including Title 24 energy regulations. In addition, has full lead respon- sibilities over building inspectionpositions; independently performs the more difficult and complex'building inspection tasks and assists the Chief Building Inpector in the administration of the Building Division including the training and instruction'of Building Inspectors and may assign jobs to be inspected. EXAMPLES OF DUTIES- Interprets code requirements to builders, subcontractors, and owners; has primary responsibility for plan checking all industrial, commercial, public and residential structures and buildings; checks and reviews guidelines set down by the Chief Building Inspector for understanding and compliance; investigates ._~omplaints received through the zoning and building departments; works at the counter in the office giving information to the public, contractors, and architects. Makes field inspections of.the more complex or difficult building construction, plumbing, mechanical, or electrical installation in all stages of completion in residential, business or public buildings to insure compliance with applicable building, electric, plumbing, mechanical and safety codes.; safety orders, ordi- nances and regulations; conducts final inspections of completed work giving approval to acceptable structures and installations; investigates violations of building and zoning laws; spot checks new construction projects for complianCe with applicable codes and ordinances; checks plans and specifications for completeness and accuracy; issues permits and collects fees; provides infor- mation to the public regarding building, installation, and zoning requirements; checks constractors and industrial commercial businesses to insure they are pro- perly licensed; keeps records and prepares reports of inspections; resolves disagreements and problems concerning inspections and compliances; administers the Building Division 'in the absence of the Chief Building InspeCtor; and'Per- fOrms related work as required. LICENSES/CERTIFICATES Possession of a valid California Class III operator's license issued by the State Department of Motor Vehicles. A preferred certificate would be the I.C.B.O. Plans Examiner Certificate. Licenses must be maintained as a con- dition of employment. · Senior Building Inspector Page 2 Knowledge of: State and municipal codes, ordinances, and regulations relating to zoning, building construction, electrical, plumbing, mechanical, heating and gas installations; Building construction, materials, and accepted safety standards; Inspection methods and procedures and Ability to: Read and interpret building plans and specifications; Perform complex building, plumbing, mechanical; and electrical inspections; Interpret and apply provisions of the pertinent codes and regulations; Prepare clear and concise reports, establish and maintain cooperative working relationships with engineers, architects, contractors, and the general public. and EXPERIENCE: Three (3) years of journey level experience in one of the major building trades, and three (3) years as a Building Inspector with a California County or ..city. and EDUCATION: Equivalent. to completion of the twelfth grade. A preferred course of education would include two {2) years of college coursework in Civil Engineering, Architecture or a closely related filed. EXHIBIT: "D" CITY OF SOUTH SAN FRANCISCO ASSOCIATE PLANNER AUGUST 1982 DEFINITION Under direction, to perform responsible professional planning work in the pre, paration of planning studies and staff reports; to prepare graphic presentation material, research assignments and written reports; and to perform initial zoning code enforcement investigations and other related work as required. DISTINGUISHING CHARACTERISTICS: · This position differs from the next higher level position, Sr. Planner, in that it is the experienced entry level position and does not have any supervisory responsibilities. Further, incumbents are not required to address complex zoning and planning issues. EXAMPLES OF DUTIES: Gathers and interprets statistical data and other information regarding land use, annexations, transportation, building activities, requests for zoning changes, use permits, and variances; conducts land use surveys and prepares technical reports, maps, and graphic materials; responds to inquiries from the public and provides information relating to departmental functions and activities; meets with contractors and subdividers to interpret and explain City ordinances; answers questions and investigates complaints; performs other related work as.required.
