CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AUTHORIZING THE APPLICATION FOR
FEDERAL FUNDING OF THE SOUTH SAN FRANCISCO
NOISE INSULATION PROGRAM PURSUANT TO THE
AVIATION SAFETY AND NOISE ABATEMENT ACT OF
1979 (COMMENCING WITH 49 USC 2101)
WHEREAS, many of the citizens occupying lands in South San Francisco are
adversely affected in their use of such lands by excessive noise resulting from
operations at San Francisco International Airport; and
WHEREAS, the City of South San Francisco has, for more than twenty years
made vigorous efforts to ease the effects of airport noise on its citizens; and
WHEREAS, one method of assisting citizens of South San Francisco to enjoy
a better quality of life while living in areas near South San Francisco Inter-
national Airport is to make structural changes and to insulate structures in
areas affected by airport noise; and
WHEREAS, the Aviation Safety and Noise Abatement Act of 1979 (commencing
with 49 USC Section 2101), hereinafter the "Act," provides for Federal funding
of 80% of local projects to carry out'noise compatibility programs that are
in accord wi th the act; and
WHEREAS, the City of South San Francisco has prepared a program entitled
"The South San Francisco Noise Insulation Program'! (the "Program"), which is
compatible with the Act and should qualify for Federal funding under the Act;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South
San Francisco that:
1. The City Council finds that the Program is consistent with the Noise
Element of the General Plan.
2. The South San Francisco. Noise Insulation Program, a copy of which
is on file in the office of the City Manager, is hereby approved.
3. The Mayor is authorized to make application for Federal funding of
the Program and to sign all documents necessary for completion of the application
and acceptance of any Federal funding authorized pursuant to such application.
4. The City Council finds that local funding of 20% of the Project will
be available as outlined in the Program.
5. The City Manager is appointed agent of the City of South San Francisco
to conduct all negotiations, and to administer the Program, including, but not
limited to, the signing of any documents related thereto in the absence or
inability of the Mayor to so sign, as long as the City Manager's actions are
consistent with the contents of the application as it now exists.
6. The City Attorney is authorized to sign any certificates necessary
by legal counsel for completion of the application.
I hereby certify that the foregoing Resolution was regularly introduced
and adopted by the City Council of the City of Soutg San Francisco at an adj. regular
meeting held on the 27th day of july , 1983, by the following vote:
AYES: Councilmembers Rohald G. Acosta, Mark N. Addiego, and
Roberta Cerri Teglia

ABSENT: Councilmembers Emanuele N. Damonte and Gus Nicolopulos
