HomeMy WebLinkAboutReso 65-1984 RESOLUTION NO. 65-84 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION REQUESTING PARTICIPATION IN THE PROGRAM FOR REHABILITATION OF STREETS UTILIZED BY TRANSIT VEHICLES BE IT RESOLVED by the City Council of the City of South San Francisco that: WHEREAS, the City of South San Francisco believes the operation of the Program for Rehabilitation of Streets Utilized by Transit Vehicles, hereinafter referred to as "Program," to be in the public interest; and WHEREAS, in order to receive allocations as specified in the report, a copy of which is attached hereto as Exhibit "1," entitled "Program for Rehabilitation of Streets Utilized by Transit Vehicles," hereinafter referred to as "Report," it is necessary for the City to accept the provisions of the Program rules and to signify its desire to participate. NOW, THEREFORE, BE IT RESOLVED that the City of South San Francisco desires to join the Program and approves the provisions of the Report. Haffey, Gus Nicolopulos; and Roberta Cerri Teglia NOES: None ABSENT: None <'' EXHIBIT ~'l" " ~ ADOPTED BY HE BOARD OF SUPERVISORS O~ APRIL 24, 1984 PROGRAM FOR REHABILITATION OF STREETS UTILIZED BY TRANSIT VEHICLES The Program has been established to rehabilitate streets which have been utilized by SamTrans buses. Funds will be made available by SamTrans through the use of FAU funds for transit purposes. 1. SYSTEM The "System" shall consist of local streets which are utilized by SamTrans for regularly scheduled bus routes. No project shall be considered that is not a part of the system. II. MEMBERSHIP The county and any city in San Mateo County which has a rehabil- itation project on a road which is utilized by SamTrans buses may join the Program. To signify its desire to join, the jurisdiction need only present to the San Mateo County Public Works Department a certified copy of a resolution adopted by its governing body which states its acceptance of the provisions of Program rules and its desire to participate in the Program. (See sample resolution, Exhibit "B".) Resolutions requesting membership to the Program will be accepted until June 1, 1984. III. MATCHING RATIO The maximum contribution to a project within a city shall be 2/3 of the total cost of eligible items to the city for construction. Eligible items of work shall be limited to pavement, pavement treat- ments, base, base treatments, associated excavation and striping. All other items of work shall be ineligible unless specifically approved by the San Mateo County Public Works Department. IV. ELIGIBLE PROJECTS Projects for the rehabilitation of streets utilized by regularly scheduled SamTrans buses are eligible for program funding. A listing of the projects that the city-or county wishes to construct under the program, generally describing the work proposed, its cost and the approximate timetable as to when the project will be under- taken shall be submitted annually bY July 1.' For purposes of' rating, each project shall involVe rehabilitation of a single street. V. RATING OF PROJECTS The criteria for prioritizing shall consist of the following: Buses 1 - Percent of ADT 2 - Total trips per route/day/project location Street Classificat'ions Arterial Collector Minor Cost Effectiven'ess Project Rating/Cost Ail projects will be evaluated on the basis of these factors as shown on Exhibit A. VI. PAYMENTS Program money shall be made available to the entity letting the contract for an approved project after receipt from the contracting agency of a certification of the progress payment so made. This procedure will generally be followed for all subsequent progress payments until the job is completed or all program funds allocated -2- to the project are fully utilized. The maximum program allocation per year to any jurisdiction shall.be $100,000. VII. AGREEMENTS An agreement, to be prepared by the county Director of Public Works, shall be entered into by the county and city receiving program funds, which will provide for items of understanding which either party requires before any payment of funds will be made by the county. The agreement will provide for - but not be limi~ed to - a general' description of the work to be done, a general review of the plans by the county, the agency which will let the contract, the agency which Will provide for the preliminary engineering and construction engineering, and the amount of money which will be provided by the parties to the agreement.
