HomeMy WebLinkAboutReso 92-1984 RESOLUTION NO. 92-84 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A [~SOLUTION APP[~OVINC C~N~[~AL PLAN A~4~ND~4~NT ~P-§2-20 PURSUANT TO PLANNING COMMISSION RESOLUTION NO. 2320 - LAND USE, CIRCULATION AND TRANSPORTATION ELEMENTS WHEREAS, the proposed Amendment GP-82-20 to the City's General Plan is set forth in Resolution No. 2320 of the Planning Commission entitled "A Resolution of the South San Francisco Planning Commission Recommending that the City Council Repeal the 1969 Orderly Growth Element including all Amendments and Revisions thereto, certify the Environmental Impact Report and adopt the Land Use, Circul- ation and Transportation Elements and Technical Appendix of the General Plan dated December 1982," as modified by the City Council as set forth below, attached hereto as Exhibit "A;" and WHEREAS, ON THE 27TH DAY OF January 1983, by Resolution No. 2320 the Planning Commission of the City of South San Francisco approved and recommended same to the Council, as set forth in Exhibit "A" attached hereto; and WHEREAS, the Council, pursuant to the Government Code of the State of California, duly set hearings thereon for April 6, 1983 (continued to April 13, May 11 and June 22, 1983) and February 15, 1984 (continued to March 3, 1984), notice of each of which was published in the "Enterprise-Journal," a newspaper of general circulation printed and circulated in the City of South San Francisco, and which dates of publication were more than ten (10) days prior to the dates set for said hearings, and the affidavits of said publications are on file in the office of the City Clerk; and WHEREAS, the Council did hold said hearings on said dates and did thereupon consider said amendment and the statements and communications made at said hear- ings; and WHEREAS, the City Council has reviewed and considered the final Environmental Impact Report in accordance with the requirements of Article 7, Chapter 3, Divi- sion 6, Title 14, of the California Administrative Code and has, prior to the adoption of this Resolution, made the findings required therein. WHEREAS, changes to said Amendment made by the City Council were considered by the Planning Commission on February 9, 1984 and on May 31, 1984 and were reported on by the Planning Commission as required by Section 65356 of the Government Code; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that: 1. The Final Environmental Impact Report EIR-82-7 for this project identi- fied the following significant environmental effects of the project: a) Risks associated with the shock intensity of a moderate or severe earthquake. b) Flooding in the event of a 100 year storm. c) Expansive soils on the lower slopes of San Bruno Mountain. d) Air quality degradation associated with additional vehicle trips per day. e) Proposed development on the South Slope of San Bruno Mountain that may impact the habitat and population of several endangered species. f) Noise increases associated with the increase in number of dwelling units and traffic levels. g) Land use redesignations will expose a greater residential area to community noise equivalent levels of between 50 and 60 dB. h) Transportation network improvements are likely to impact some sensi- tive receptors in the City. i) The loss of approximately 100 acres of open space designation at Belle Air Island and Healy-Tibbets portions of Shoreline Regional Park will -2- be offset by additional open space designations. j) Substantial increases in traffic as a result of population growth. 2. The Council finds that changes or alterations have been incorporated into the Land Use, Circulation and Transportation Elements of the Genral Plan which avoid or substantially lessen all of the significant effects identified in the final E.I.R. as listed above. 3. The Council hereby adopts as an Amendment to the City's General Plan the Amendment recommended by the Planning Commission in Resolution No. 2320 and as modified by the City Council as set forth above, designated GP-82-20, as set forth in Exhibit "A" attached hereto, thereby repealing the 1969 Orderly Growth Element including all amendments and revisions thereto, certifying the Environ- mental Impact Report and adopting the Land Use, Circulation and Transportation Elements and Technical Appendix of the General Plan. 4. The said Amendment be endorsed as adopted by this Resolution and the Mayor and City Clerk shall execute said endorsement. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular meeting held on the 27th day of June , 1984, by the following vote: AYES: Councilmembers Mark N.
