CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION DESIGNATING THE CITY MANAGER
/kS THE ADMINISTRATIVE ENTITY RESPONSIBLE
TO COORDINATE THE REVIEW AND DECISION
MAKING AND TO PROVIDE INFORMATION CONCERN-
ING THE STATUS OF ALL PERMITS OR APPLICATIONS
FOR DEVELOPMENT REQUIRED BY THE CITY OF SOUTH
SAN FRANCISCO (G.C. 0 65913.3)
WHEREAS, Government Code Section 65913.3 mandates that Cities provide
for coordination of review and decisionmaking and the provision of information
regarding the status of all applications and permits for residential, commercial
and industrial developments, as required by such cities, by a single administra-
tive agency; and
WHEREAS, it is the policy of this City Council to encourage the develop-
ment of areas in the City zoned for industrial and commercial uses; and
WHEREAS, it is the City Council's desire to continue to develop a profit-
able business climate in South San Francisco; and
WHEREAS, it is the City Council's desire to seek the development of a
heal thy economy and increased economic opportunity for i~ts citizens; and
WHEREAS, it is the City Council's intent to facilitate plan approval for
industrial and commercial development; and
WHEREAS, it is the City Council's goal that its administrative agencies
assist industrial and commercial development to the maximum extent allowable by
law and sound planning judgment; and
WHEREAS, in order to achieve the goals and desires expressed hereinabove,
it is necessary to .streamline the permit review process for major projects;
NOW, THERFORE, be it resolved that:
1. Findings.
a. In order to carry out the mandate of Government Code Section
65913.3 and to achieve the goals and desires set forth above, it is necessary
that the City Council appoint a single administrative entity to coordinate the
decisionmaking and to provide information regarding the status of all applications
and permits for residential, commercial and industrial developments required by
the City of South San Francisco.
b. The appointment made in this Resolution is exempt from the provisions
of the California Environmental Quality Act for the following reasons:
(1) The activity is not a project as defined in 14 Cal. Admin
Code, Section 15378;
(2) The activity will certainly have no significant effect on
the environment, because all projects to be reviewed by the admini-
strative entity appointed herein will be reviewed as required to in-
sure compliance with the California Environmental Quality Act. There-
fore the activity is covered by the general rule that CEQA applies
only to projects which have the potential for causing a significant
effect on the environment, and the activity is not subject to CEQA.
2. Appointment of Administrative Entity.
a. Based upon the foregoing declarations and findings, the City Council
appoints the City Manager as the single administrative agency to coordinate the
decisionmaking and to provide information regarding the status of all applications
and permits for residential, commerCial and industrial developments required by
the City of South San Francisco.
b. The City Manager may:
(1) Designate an assistant in the City Manager's Office to
personally perform the functions necessary to provide information
and coordinate decisionmaking as set forth above; and
(2) Solely for projects where the total estimated' costs of
the project is less than ten million dollars ($10,000,000.00) and/or
is deemed by the City Manager not to be significant to the economy of
the community, designate the Director of Community Development to

personally perform the functions necessary to provide information
and coordinate decisionmaking as set forth above.
c. The City Manager shall, by administrative memorandum, set forth
the procedures to be followed in coordinating the decisionmaking
and in providing information regarding the status of all applications
and permits for residenti'al, commercial and industrial developments
requiredy by the City. of .South San Francisco.
I hereby certify that the foregoing Resolution was reqularly introduced and
adopted by the City Council of the City of South San Francisco, at a regular

AYES: Councilmembers Mark N. Addiego, Emanuele N. Damonte, Richard A. Haffey,
Gus Nicolopulos; and Roberta Cerri Teqlia
