'A RESOLUTION OF AWARD OF CONTRACT
COMMON GREENS MAINTENANCE
BE IT RESOLVED by the City Council of the City of South San Francisco
that:
WHEREAS, pursuant to previous authorization a~ pu'blished notice,
bids were publicly opened, examined and declared on the 21st day of
August , 19 84 , for

COMMON GREENS MAINTENANCE CONTRACT
NOW, THEREFORE, IT IS ORDERED AS FOLLOWS'
1. That said Council does hereby reject all of said proposals or
bids except that hereinafter mentioned, and hereby awards the contract to the
lowest responsible bidder, Cagwin and Dorward of San Rafael, California

2. That the City Manager of said City is hereby authorized to make
and enter into a written contract with said successful bidder and-the City

DEFICIENCIES IN COMMON GREENS MAINTENANCE
EXHIBIT "A"
1. Lawns have not been maintained in a healthy condition; free of weeds
and properly edged.
2.. Lawns have not been properly irrigated..
3. Watering and irrigation has not been properly inspected and
control 1 ed.
4. shrubbery and plant materials have been 'excessively pruned.
5. Shrubs and ground cover areas have not been kep. t free of excessive
weeds. '.
6. There have been incidents of improper general maintenance and
materials cleanup which has resulted in at least one claim.
7. Incidents of severe erosion have not been repaired.
8. LandscaPed areas have not been kept free of weeds, litter, rocks,
glass and debris.
9. Improper implementation of pest control spraying has resulted
in infested plant materials.

Subject: Contract Reductions

Dear Tom:
The Department of Industrial Relations has issued a new prevailing wage
determination (S-83-324) for Landscape Maintenance Laborer at $4.50 per
hour.. Pursuant to our previous discussion, it is anticipated that this
would result in an approximate monthly savings' of $2,600.00 (12%).
As a result of this new determination, the City wishes to reinstate
deleted maintenance items as follows:
1. Effective October 1, 1983 - maintenance and operation
of the automatic irrigation system on all properties
($2,011.00 monthly}.
2. Effective t;ovember l, 1983 - reinstate pruning of all
trees and shrubs {$593.00}.
I have submitted my mon. thly calculations of the estimated ~eductions in
each district. Please review to verify that these are accurate reflections
of our anticipated monthly billing reductions.
In addition, please submit to my office verification of your reduced
personnel cost resulting from this current preVailing wage determination.
Please call if you have questions regarding this matter. Thank you for
