CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION APPROVING THE CITY COUNCIL SUB-
COMMITTEE RECOMMENDATION FOR REORGANIZATION
AND AUTHORIZING IMPLEMENTATION THEREOF
WHEREAS, the City Council, in its Goals and Objectives for 1984-85, set
the goal~of reorganizing departmental structure in order to reduce the number
of management personnel and increase service levels at public contact points;
and
WHEREAS, in furtherance of that goal the City Council appointed an Organi-
zational Subcommittee to study ways in which to improve the efficiency of the
organization of the City and the delivery of service to the public and to
improve the overall cost effectiveness of the organization while maintaining
the high quality and integrity of the organization the citizens of our commun-
ity have come to expect; and
WHEREAS, said subcommittee has met with the City's Organizational Consultant
and City Mangement staff to review the City's organization; and
WHEREAS, on August 22, 1984 the Organizational Subcommittee submitted its
report and recommendations suggesting a specific plan of reorganizing the depart-
ments of the City; and
WHEREAS, the City Council has reviewed said report and finds that it will
achieve the aforementioned goals.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of South San
Francisco that:
1. The Organizational Subcommittee report of August 22, 1984, attached
hereto as Exhibit "A" and by this reference incorporated herein as though set
forth verbatim, is hereby approved and adopted by the City Council.
2. The City Council Organizational Subcommittee recommendation, attached
hereto as Exhibit "B", and by this reference incorporated herein as though set
forth verbatim, is hereby approved and adopted by the City Council.
3. The City Manager is hereby directed to implement the reorganization of
departments, as set forth in the foregoing Exhibits "A" and "B", effective
October 1, 1984.
4. In adopting the reorganization of City departments, set forth in Ex-
hibits "A" and "B", the City Council recognizes that revisions to various
ordinances of the City and the various provisions of the South San Francisco
Municipal Code will be necessary. To this end, the City Manager and City
Attorney are directed to draft such changes as are necessary and bring them to
the City Council for adoption within a reasonable time after October 1, 1984.
In the interim, the City Manager is directed to administratively determine the
appropriate officials of the City to accomplish the tasks previously delegated
to the Director of Public Services, the Director of Community Development, and
the Director of Parks and Recreation, and to so advise those City officials.
I hereby certify that the foregoing Resolution was regularly introduced and
adopted by the City Council of the City of South San Francisco at a regular
meeting held on the 26th day of September , 1984, by the following vote:

The Organizational Subcommittee met with our .consultant, George Sipel, and City
Management Staff to review our City's organization. The objectives in our review
were to seek opportunities to improve'theefficiency of the organization, the delivery
of service to the public and to improve the overall cost effectiveness of the organ-
ization while maintaining the high quality and integrity of the organization the
citizens of our community have come to expect.
In completing our review, we noted some of the strengths of our organization. Among
them were the amount of resources within our community, both fiscal, as a result of
our diversified economy, and human, as a result of the integrity of our neighborhoods;
the spirit of our community; and the quality of our City employees. We noted the
ability of our employees, in the technical and in the community relations areas,
also, their loyalty to our community and to the municipal organization. In review-
ing organizational weaknesses, we believe there is a need for improvement in the
following areas: 1) improved communication among top managers and employees;
2) improved teamwork among managers (less turf protection). Service delivery weak-
nesses were apparent in two areas: the Permit Review Process and in the Maintenance
Divisions. This review led us to. concentrate our efforts in these objective areas.
OBJECTIVE 1. The improvement of the efficiency and delivery of the maintenance
functions (Parks, Streets, Sewers, Equipment, Buildings):
a) Improvement of coordination of maintenance activities:
1) Equipment
2) Personnel
3) Priority Setting
b) Improvement of leadership of maintenance functions
c) Reduction of conflict among maintenance units
SOLUTION: To consolidate our maintenance functions and physical plants with
strong leadership in the least disruptive manner possible

SOLUTION' Coordinate most major community development functions at a higher
organizational level and provide for more leadership
OBJECTIVE 3. Provide for more effective leadership and coordination'

b) Consolidation of top managers
c) Reduce supervisory overlap
d) Provide for more effective spans of control
SOLUTION- Provide for a more efficient cost-effective organizational structure

OBJECTIVE 4. The improvement of the leadership capabilities of management'
a) Increase management learning opportunities
b) The improvement of teamwork among managers
SOLUTION' Provide for leadership training and team building opportunities for
managers.
As a result of this review and for reasons we have mentioned, we recommend the attached
new management structure' (See Attachment A).
We believe that this organizational plan will help accomplish our organizational ob-
jectives as well as our overall goals, and it will improve the overall efficiency of
the delivery of services to the public while improving the overall cost-effectiveness
of the organization.
Additionally, we have the following specific organizational recommendations'
1. Parks and Recreation Department should be redesignated the Department of
Recreation and Human Services;

2. The new Community Development Block Grant Program functions be assigned to the
Department of Recreation and Human Services;
3. Risk Management and the coordination of insurance functions be assigned to the
Finance Department;
4. City Manager should provide for leadership training and team-building opportuni-
ties for management;
5. City Manager should seek opportunities to increase the use of civilian in the
public safety area.
Our recommended organization doesnot add any new positions. It does realign and
readjust some existing positions. However, the new organization will lead to the net
reduction of at least two to three mid-management positions over the next. two years
with a minimum net savings in the range of $120,000 to $180,000 per year when fully
implemented.
In summary, we believe that this new management structure is more efficient, more
cost effective, and will improve the quality of service our community receives from
our City Government.
